본 논문에서는 응용 프로그램에서 다중 윈도우를 이용한 사용자 인터페이스를 제공하기 위한 윈도우 관리 시스템 라이브러리의 구현에 관한 내용을 기술한다. 본 라이브러리는 IBM PC 기종의 MS-DOS 하에서 C 라이브러리 함수로서 구현되어 있으며 윈도우 관리, 화면 출력 관리, 메뉴 관리, 입력 관리의 사용자 인터페이스 기능과 이들을 지원하기 위한 프리미티브 기능으로 구성되어 있다.

Interest in application of ultraviolet light technology for primary disinfection of potable water in drinking water treatment plants has increased significantly in recent years. The efficacy of disinfection processes in water purification systems is governed by several key factors, including reactor hydraulics, disinfectant chemistry, and microbial inactivation kinetics. The objective of this work was to develop a computational fluid dynamics(CFD) model to predict velocity fields, mass transport, chlorine decay, and microbial inactivation in a continuous flow reactor. In this paper, It describe the how to design optimal UV disinfection device for ground water, BWT and rainwater. Spring shape instrument silver coated located in inner side of disinfection chamber. It make lead the active flowing movement target water and maximize disinfection performance. To search the optimal design method, it was performed computer simulation with 3D-CFD discrete ordinates model and manufactured prototype. Using proposed design method, performed simulation and proved satisfied performance.

다양한 조명과 회전 환경에서 물체 인식

다양한 조명과 회전 조건에 놓인 물체를 인식하기 위해서는 물체의 고유 특징 정보가 소실되거나 변형되지 않아야 신뢰성 있는 물체 인식 결과를 얻을 수 있다. 본 논문에서는 히스토그램 평활화와 적응적 이진화 방법을 이용하여 물체의 고유특징 정보가 보존된 물체 영역을 검출하도록 하였다. 또한 인식 대상 물체의 종류와 회전각에 따라 물체 고유 클래스를 정의한 다음 개선된 Class to Class방식인 k-Nearest Neighbor를 이용하여 물체를 인식하였다. 제안된 물체 인식 방법에 대한 타당성을 검증하기 위하여 조명 조건을 달리하면서 한 물체 영상 당 5°씩 회전을 해서 물체 영상을 획득하여 인식 실험해 본 결과 95.7%의 물체 인식률 얻을 수 있었다.

국제성 범죄에 대한 정보보안기관에 관한 연구

기술적ㆍ경제적인 발전으로 인한 국제사회의 세계화 현상은 이른바 ‘범죄의 광역화 현상’과 사람의 자유로운 이동에 따른 다양한 신종 범죄의 양상 및 불법적 비정부조직에 의한 국제 무질서 현상 등 부정적인 국제 사회의 문제를 양산하고 있다. 국제성 범죄는 최근 국제사회의 급격한 변화와 함께 그 변화양상이 더욱 가속화되고 있으며, 점차적으로 교묘화ㆍ지능화 되고 있다. 이러한 국제성 범죄에 효과적으로 대처하기 위해서는 다음과 같은 부분들이 바탕이 되어야 한다. 첫째, 각 정보기관 간의 정보공유체제가 강화되어야 한다. 9/11 테러사건 이후 선진 각국의 정보보안 기관들이 직무전문성과 효율성을 향상시키기 위하여 조직통합과 재정ㆍ인원 확대를 도모하고 있는 현 시점에서 우리나라도 국가안보를 위협하는 국제성 범죄에 대하여 사안별로 통합된 정보협력기구를 운영하여 정보기관들 간의 정보공유와 긴밀한 협력체제가 자연스럽게 이루어질 수 있도록 하여야 할 것이다. 둘째, 국제성 범죄에 대한 국제적 협력의 강화가 이루어져야 한다. 국제화ㆍ개방화에 따른 범죄의 국제화ㆍ탈국경화 현상이 심화됨에 따라 국가 간의 긴밀한 협조 없이 한 국가의 노력만으로는 국제성 범죄에 효과적으로 대응하기 어렵기 때문에 국제적 협력을 강화하여야 한다. 이러한 국제적 협력을 강화하기 위해서는 신속한 공조절차의 확립과 협력 절차의 간소화로 국제성 범죄를 사전에 예방하는 것이 필요하다. 마지막으로 정보기관의 국제적 활동능력을 배양하여야 한다. 국제성 범죄와 관련되는 정보기관들은 국제성 범죄를 적극적으로 대처하기 위하여 지속적이고 체계적인 교육으로 전문능력을 배양하여야 할 것이다. 또한 우수한 교수요원을 확보하여 국제성 범죄에 효과적으로 대처할 수 있는 양질의 교육을 받을 수 있도록 하여야 한다. The globalization phenomenon in the international communities caused by technological and economic development leads to an array of negative international problems including a variety of novel crimes associated with what is called "criminal broadening" and people's free migration and international disorder brought about by illegal non-government organization International crimes are going through drastic transformation due to rapid changes in the recent international society, and getting cleverer and more intelligent. The following suggestions are made so as to effectively cope with international crimes. Firstly, the information sharing system should be reinforced among intelligence agencies. Now that the intelligence security agencies in developed countries are seeking to merge organizations, and to expand their finance and staff in order to improve their job specialty and efficiency after 9.11 terrorism attack, Korea should mangage cooperative intelligence agencies merged by issue and build a closer cooperative relationship among themselves in a natural way in terms of information sharing as a vehicle for coping with international crimes threatening national security. Secondly, international cooperation should be consolidated as a means of dealing with international crimes because it is almost impossible for a nation alone to effectively cope with international crimes without a close cooperation among nations on account of the internationalization and delocalization of recent crimes related with globalization and openness. In this context, procedures for rapid mutual assistance should be established with cooperative procedures simplified with a view to preventing international crimes in advance. Last, the internationally active abilities of intelligence agencies should be cultivated. Intelligence agencies linked to international crimes should improve their special competence to aggressively cope with international crimes with the help of continuous and systematic education. In addition, excellent teachers should be secured in an effort to provide intelligent agents with high-quality training and education so that they can effectively deal with international crimes.

학생관리를 위한 평가관리시스템 설계

The service system is made up human, technology, value proposition, service network, and shared information. The service process consists of design, development, operation and evaluation phases. There are two streams one-Learning. The first one is to create new value through aligning products included information systems and service. The second one is to utilize the service system and the service process for service systematization. In this paper, we design the evaluation management of e-leaming service based on the service science. The evaluation management service is sets of evaluation type management, general review management, award management, evaluation sheet management and evaluation result management. Feature of this paper is that we can service with clifferent criteria to learner, guardian and evaluator. The worthy of this paper is that we construct service oriented environment possible to systematize evaluation work easily and provide evaluation results clearly.

아동참여권 실현을 위한 노력: 유엔아동권리위원회 일반논평을 기반으로

아동권리실현에 있어 참여는 간과되어서는 안 될 가장 중요한 요소이자 원칙 이다. 이에 본고에서는 유엔아동권리위원회가 채택한 일반논평을 기반하여 유엔 아동권리협약 제12조에 담겨있는 아동참여의 의미와 적용방안, 그리고 아동권리 스스로 지킴이 사업의 수행과정에서 습득한 경험을 사례로 다루고자 한다. 아동 의 참여권을 증진하기 위한 활동은 계획된 순서와 범주에 따라 진행되기 보다는 참여 아동들의 변화와 성장에 발맞추어 유연하게 진행되어야 하며, 단기적 성과 보다는 중장기적 영향(impact)을 고려해야 한다. 또한 아동 참여권 보장을 일상 화, 제도화하기 위해 아동권리에 대한 전문기구 설립, 아동과 함께/아동을 위해 일하는 모든 전문가에게 교육훈련 제공, 법적 근거를 두고 정기적으로 효과 평 가, 대중매체 등을 통해 아동참여권 증진을 위한 인식변화 촉구 등이 요구된다. The child`s right to participation is the most important element and principle that should not be overlooked. The purpose of this article is to discuss the meaning and application of child participation in Article 12 of the UN Convention on the Rights of the Child, especially based on the general comments made by the UN Committee on the Rights of the Child. In addition, it also explains how children`s participation project `childvoice` applies these meanings. Projects or activities for promoting the participation of children should be proceeded flexibly, keeping pace with the change and growth of the child, rather than according to the planned schedule. In addition, the UN Committee on the Rights of the Child recommends that: 1) establishment of a specialized agency for children`s rights 2) providing education and training for all professionals who work for/with children 3) regularly assessing effectiveness on a legal basis 4) promoting awareness change to promote children`s participation rights through mass media.

경찰공무원의 직무역량 강화를 위한 교육요구도 분석

Purpose: The purpose of this study was to investigate and analyze the educational needs of improvement tasks for the police educational training on the target of the police officers in Seoul in order to confirm the usefulness and applicability of the analysis of the educational need for the police officers` Job competency enforcement. Methods: This study compared and analyzed the educational need by utilizing IPA matrix analysis and Borich needs analysis method simultaneously. Conclusion: This study suggests two dimensions of research implications as follows. First, from a methodological perspective, it is found that there is a high feasibility that various analysis methodologies for the educational need are to be applied to the field of police science. Second, from a policy perspective, the results of IPA analysis are somewhat different from those of Borich needs analysis but high was the importance of capability with regard to ⓓ investigation and intelligent crime, ⓑpolice ethics and police personality, ⓔcriminal and scientific investigation, ⓛcultures such as interpersonal relationship and civil petitioner response, etc. and ⓕtraffic accident and traffic safety. In particular, ⓑpolice ethics and police personality competence were found to be high for the educational need in both IPA analysis and Borich needs analysis, and thus, it is necessary to develop continuous education and various educational training programs to establish ethics awareness and morality of police officers. Also, as a result of Borich needs analysis, ⓙcomprehension capability about the laws related to police affairs such as criminal law and police law, etc. was found to have a high priority, which requires corresponding countermeasures. From the results of IPA analysis, the capability to understand the laws related to police affairs such as criminal law and police law, was analyzed to be a low-ranked area with relatively low importance and thus it can be said that the educational need was low. However, compared with other factors, it is found that this became an important task of educational training as the level of achievement compared with the recognition of importance was found to be remarkably low.
