생활밀착형 sac 사업의 전문건설업체 참여 확대를 위한 조사 연구

본 연구는 지역경제 활성화 효과를 높이기 위한 생활밀착형 soc 사업의 전문건설업체 참여 확대 방안을 제안하였다. 이를 위해 지역밀착형 기업인 전문건설업체를 대상으로 설문조사를 수행하였으며, 연구의 주요 결과는 다음과 같다. 생활밀착형 soc의 시설수준은 비교적 취약한 수준이며, 현재 대비 50% 이상의 투자 확대가 필요하다. 지자체(시 o 군 · 구)를 통한 투자 확대가 우선적으로 필요하며, 분야별로는 안전, 복지 o 주거, 교통 o 여가의 순으로 확대되어야 한다. 사업별로는 노후 시설물의 재난대비 개보수사업과 하천시설 정비사업이 가장 시급한 것으로 조사되었다. 전문건설업체의 참여를 확대시키기 위한 방안으로는 1)생활밀착형 soc 사업을 전문공사로 분리발주, 2)소규모 복합공사의 범위를 확대, 3)주계약자 공동도급방식의 활용 등을 제안하였다. 또한 지자체를 중심으로 해당 지역의 전문건설업체를 활용하여 생활밀착형 soc 사업을 발굴 o 제안하고, 사업의 시행 시 제한경쟁이나 입찰심사를 통해 지역업체의 참여를 우대하는 방안이 필요하겠다. In this study, we have proposed a plan to expand the participation of specialty contractors of living infrastructure business in order to enhance the effect of activation of the local economy. For this reason, we have conducted a questionnaire survey for specialty contractors on community-based, the main results of the study are as follows. Level of facilities of living infrastructure are merely relatively weak, there is a need for increased investment of more current ratio of 50010. The expansion of investment through the local government (city, county, district) is required preferentially, and in another field, safety, welfare and housing, there is a need to expand in order of transportation and leisure, We have found that the disaster renovation business and river facilities maintenance business about aging facility is urgently needed most. As a measure of order to expand the participation of specialty contractors, 1) use of multiple prime contract to living infrastructure business as a specialty construction, 2) to expand the range of small-scale composite construction, 3) to apply the joint-venture system with prime contractor. In addition, in the center the municipality, with the help of specialty contractors in the area, and to find and propose living infrastructure business, through a limited competition and bid evaluation of the time of the enforcement of business, and preferential treatment the participation of local companies strategy for would be necessary.

Specialty contractors are in charge of the actual construction work and managing many work force in construction sites. The effective educational program for specialty contractors' employees is essential to improve the competitiveness of construction industry. However, there is no in-depth research on training programs for their management or technical staff. Therefore, this study proposes a framework of educational program for the specialty contractors' employees in order to enhance their competence. An extended review of literature related the educational program was carried out to understand the concept, structure, and element of the education system. A questionnaire survey for specialty contractors' employees was performed to investigate the status and problems of educational programs as well as the their educational needs. Based on the survey, the demand-oriented education programs is required to meet the needs of specialty contractors' employees. The framework of demand-oriented education programs for specialty contractors' employees consists of training contents, training type and method, training hour. 전문건설업체의 관리자 및 기술자의 역량에 따라 건설산업 경쟁력과 관련된 기능공 및 임시 근로자의 노동생산성이 좌우된다. 그러므로 건설산업 경쟁력을 향상하기 위해서는 교육 프로그램을 통한 전문건설업체 관리자 및 기술자의 역량강화가 절실히 요구된다. 그러나 전문건설업체의 관리자 및 기술자 교육에 관한 연구는 한정적이거나 수행된 바 없는 실정이다. 따라서 본 연구는 전문건설업체 종사자 대상 교육의 현황과 문제점을 파악하고, 개선방안의 일환으로 수요자 맞춤형 교육 프로그램 개발방향을 마련하기 위해 수행되었다. 이를 위해 교육 프로그램에 관한 광범위한 문헌검토가 이루어졌으며, 현행 전문건설업체 종사자의 교육 현황과 문제점, 그리고 요구사항을 파악하기 위해 설문조사를 실시하였다. 문헌 및 설문조사 결과를 바탕으로 전문건설업체 종사자 맞춤형 교육 프로그램의 개발방향을 교육내용, 방법 및 형태, 시간으로 구분하여 제안하였다.

최근 건설산업의 환경변화에 따라 전문건설업체 종사자의 업무수행능력 향상을 통한 업체 경쟁력 강화가 요구되고 있다. 이에 본 연구는 전문건설업체 종사자의 능력향상에 가장 효율적인 방법이 교육이라는 점을 인식하고, 이들을 대상으로 한 효과적인 교육, 나아가 맞춤형 교육 프로그램 개발에 기초자료로 활용될 수 있는 직무별 경력별 업무수행수준 분석과 필요역량요인을 파악하기 위한 목적으로 수행되었다. 이를 위해 전문건설업체의 대표, 현장소장, 공사담당, 공무담당, 자재/노무담당, 안전담당 등을 대상으로 설문조사를 실시한 후, 이들의 업무부담수준과 업무수행 능력수준비 등 업무수준을 분석하였으며, 직무별 필요역량요인을 파악하였다. 본 연구의 분석결과를 통해 향후 전문건설업체 종사자의 직무별 경력별 특성을 반영한 수요자 중심의 맞춤형 교육이 가능 할 것으로 판단된다. It is required to be enhancement of competitiveness for specialty contractors' employees due to specialty contractors are in charge of the actual construction work. The effective educational program for specialty contractors' employees is essential to improve the work performance of them. Therefore, the purpose of this study is to analyze level of work performance and find factors of core competence for specialty contractors' employees that can be utilized for development of effective educational program. The survey is based on CEO, Engineer and Manager in specialty contractors, and a questionnaire survey was performed to investigate the importance of job task, work load and degree of work difficulty as well as their core competence needs. The analysis result of this study can be utilized for development of effective educational program which is reflected the characteristics of specialty contractor's employees.

IPA 기법을 활용한 전문건설업체 종사자의 직무별 역량요인 분석

최근 분리발주 활성화와 같이 지속적인 건설산업의 정책적 환경변화 속에서 실질적인 공사업무를 담당하고 있는 전문건설업체 종사자는 종합건설업체와 유사한 업무를 수행하고 있음에도 불구하고 상대적으로 낮은 역량수준을 보유하고 있는 것으로 평가되고 있는 실정이다. 이에 본 연구는 전문건설업체 종사자의 업무수행에 필요한 역량요인의 중요도와 현재역량 수준을 분석하여 향후 개선이 필요한 역량항목을 도출하기 위한 목적으로 수행되었다. 이를 위해 전문건설업체의 대표, 현장소장, 공사담당, 공무담당, 자재/노무담당, 안전담당 등을 대상으로 설문조사를 실시하여 각 직무별 필요역량요인에 대한 중요도 및 현재역량 수준을 파악하였으며, IPA 기법을 이용하여 분석을 실시하였다. 본 연구의 결과는 향후 전문건설업체 종사자의 직무별 역량강화를 위한 교육 프로그램의 개발 등에 활용될 수 있을 것으로 판단된다. Recently, the construction policy is rapidly changing and construction project becomes larger and more complex. Specialty contractors are in charge of the actual construction work, but they are considered to have low competence level. To strengthen competence of specialty contractors' employees, above all, it is essential to evaluate and to analyze the competence factors level for specialty contractors' employees. However, there is no in-depth research on competence factors level for specialty contractors. Therefore, the purpose of this study is to analyze the competence factor in order to find the high priority factor. The result of this study can be utilized for development of effective educational program for enhance specialty contractors' competence.
