The Arctic region is rapidly changing as climate change is accelerated and technology development is accessing. As this region is meeting new circumstances, the possibility of potential conflict is also rising. Surrounding the region, there are various approaches that aim to resolve the issue, including the legal institutions from the Arctic Council, respective domestic laws, and bilateral or regional agreements. The international society is adjusting the issues in the Arctic region in more delicate and specific measures, compared to the previous ones. Yet the international laws regarding the Arctic conflicts are facing real problems in terms of establishing unity. In this sense, pursuing a common principle, such as promoting sustainability, is essential in resolving these problems. The European Arctic countries have long been making profits from the Arctic region, and accordingly, disputes have followed. Therefore, these countries have strived to develop policies and international laws that cover regional issues. As the activities in the Arctic are going more dynamic with climate change and technology development, it is crucial to set an international law that reflects common values and principles for the sake of humanity and the Earth. The traditional ‘European Value’ which embraces environmental problems, human rights, peace, and sustainability can be a reasonable source for the international law’s future outlook. Furthermore, international society highly evaluates Korea’s high technology, economic development, and efficient counteracts on international issues and requires enhanced contribution and roles. Combining Korea, as the ‘neutral stakeholder,’ and the European Value, as the traditional ‘opinion leader’, it will be able to bring a critical contribution to the further development of the international law for the Arctic. 북극지역을 둘러싼 문제들에 접근하는 방법으로는 북극이사회 중심의법제도와 북극지역 국가의 국내법, 양자 또는 지역협정 등이 공존하고 있다. 국제사회는 전반적으로 이전보다 세밀하게 북극지역과 관련된 문제들을 규율하고 있다. 그러나 여전히 북극 관련 문제를 아우르는 국제법들이통일되지 못하고 있는 현실이며, 이러한 문제를 해결하기 위해서는 지속가능성 개념과 같은 공통의 원칙을 추구하는 것이 필요하다. 유럽의 국가들은 오랫동안 북극지역에서 많은 이익을 얻어왔으나, 동시에 분쟁을 겪기도 하였다. 이러한 이유로 유럽 국가들은 북극지역과 관련된 정책들과국제법을 꾸준히 발전시켜왔다. 최근 기후온난화와 교통기술의 발달로 북극지역에 대한 접근이 활발해지고 있다. 이에 따라 인류와 지구의 공통적인 가치 및 원칙이 반영된 국제법을 발전시킬 필요가 있다. 환경문제와인권, 평화, 지속가능성 등 전통적인 유럽의 가치(European Value)가 이지역과 관련된 국제법 발전에 활용될 수 있을 것이다. 국제사회는 최근한국이 보여주고 있는 경제와 기술의 발전, 국제적 논제들에 대한 효율적인 대처 등을 높게 평가하고 있으며, 더 많은 기여와 역할을 요청하고 있다. ‘중립적 이해관계자’로서의 한국과 전통적인 ‘오피니언 리더’로서의유럽의 가치를 결합함으로써 북극지역과 관련된 국제법의 발전에 기여할수 있을 것이다.

이온교환수지 공정 성능 평가를 통한 선박 스크러버 폐세정수 내 질산염의 선택적 제거

온실가스로 인한 기후변화에 따른 경제 및 사회 분야의 피해가 대두되고 있다. 이러한 우려에 발맞추어 기후변화협약 등을 통한 전 세계적인 온실가스 배출 규제가 이루어지고 있다. 특히, 전 세계 수송 물품의 80%를 담당하는 해상운송을 통해 배출되는 온실가스는 질소산화물, 황산화물, 이산화탄소, 미세먼지와 같이 다양한 오염물질을 배출하고 있다. 이에 발맞추어 최근 관련기관에서 선박 대기오염장치인 스크러버 개발을 진행 중에 있으며, 분무되는 약액을 통하여 효과적으로 다양한 대기오염 유발물질을 동시에 저감을 목표로 하고 있다. 하지만 이 때 발생하는 폐세정수를 배출하기 위해서는 국제해사기구 기준을 만족하여야 하며, 배출기준 중 유일한 이온성 물질인 질산염 제거에 어려움을 겪고 있다. 본 연구에서는 스크러버에서 발생하는 폐세정수의 성분 특성을 고려한 이온교환수지 공정을 적용하여 질산염의 선택적 제거 성능을 확인하였다. 연구결과, 특수한 작용기를 갖는 이온교환수지의 선정과 운영조건의 최적화를 통하여 국제해사기구의 배출수 수질 기준을 안정적으로 만족할 수 있을 것으로 판단된다.

중공사막 모듈을 이용한 정삼투 공정에서의 유입원수 압력 변화에 따른 성능변화

정삼투막(Forward osomosis, FO) 공정은 차세대 해수담수화 기술 중 하나이 다. FO 공정은 운영에너지나 막오염의 장점에도 불구하고 유도용액의 분리회수 등의 문제로 실증화 단계에 어려움이 있다. 따라서 현재 FO 공정에 대해서는 FO를 단독으로 사용하기보다 RO 전단에 FO 공정을 두어 이용하는 hybrid 시스 템으로 이용하려는 연구가 많이 진행되고 있다. 본 연구는 유도용액의 분리회수 가 필요하지 않은 FO-RO 공정에서의 성능 지표 중 하나인 투과유량을 늘리기 위해 공정 운전 조건 중 유도용액의 유량변화에 따른 성능을 평가하였다.

달포 전 ⌈광고PR실학연구⌋의 편집위원장과 술자리를 함께 한 적이 있다. 술기 운이 어느 정도 돋자 기다렸다는 듯이 ⌈광고PR실학연구⌋에 서평을 하나 써 달라 고 협박성(?) 가까운 부탁이 들어왔다. 기억이 잘 나지는 않지만, 나도 술기운에 승낙을 했던 모양이다. 그러고는 까맣게 잊고 있었다. 그런데 엊그저께 다시 편 집위원장으로부터 전화가 왔다. 서평 잘 쓰고 있냐고? 열흘이 지난 그제서야 술 이 번쩍 깨는 거 같았다. 큰일 났다. 노안이 왔다는 이유로 책을 안 읽은 지도 깨 나 오래되는데, 그렇다고 서평을 쓰기 위해 이제서야 책을 새로 사서 읽을 수도 없는 노릇이고…. 무슨 서평을 쓰지? 연구실 책장을 뒤적이며 반나절을 시름했다. 그러다가 고심 끝에 선택한 것이 책장의 맨 끝에서 먼지를 뒤집어쓰고 있던 앨리스와 잭트라우 스(Al Ries & Jack Trout)가 쓴 ⌈마케팅 전쟁(Marketing Warfare)⌋이다. 이 책 을 보자마자 25여 년 전 햇병아리 광고인 시절이 주마등처럼 떠오른다. 대학에서 커뮤니케이션을 전공한 내게 ⌈마케팅 전쟁⌋은 같은 저자가 쓴 ⌈포지셔닝 (Positioning)⌋, ⌈마케팅 불변의 법칙(The 22 Immutable Laws of Marketing)⌋ 등과 함께 초짜 광고인 시절 신선한 감동과 충격을 준 책 중 하나다.

Enactment and evaluation of the Polar Activities Promotion Act

Interest in polar regions is increasing worldwide. The Arctic and Antarctic are increasing in value not only in economic effects through the use of maritime routes, but also in various fields such as biodiversity, environmental protection, military geographic advantages, and scientific research. Meanwhile, the international community regulates and stipulates polar activities through various agreements and treaties, and each country also establishes a legal basis by individually enacting laws on polar activities for its own benefit. Korea is trying to promote its activities by establishing a legal basis for activities in the region through the enactment of the Polar Activity Promotion Act, which took effect on October 2021. This paper examines international treaties and regulations related to polar regions and evaluates Korea's Polar Activity Promotion Act based on such findings.

The Korea-Thailand Cooperation on the Refugee Issues

The refugee issue has been a problem that the international community has worked together for more than several decades, but it is still an issue that has a combination of various problems such as discrimination, unreasonable treatment, poverty, and social maladjustment due to each country's interests and social awareness. In addition, the recent COVID-19 situation has put refugees in a more difficult situation, who are forced to belong to the vulnerable group in the social structure. In this situation, it is time for bilateral and multilateral cooperation beyond the activities of each country or organization. This paper examines the current status of refugee issues and the impact of COVID-19, analyzes the policies and systems for refugees in Thailand which is relatively successful in managing refugee issues, and Korea which implemented a legal base for the refugee for the first time in Asia, and present cooperation measures between two countries for the related issues.
