문화재방재의 방향 설정에 관한 연구 - (사)문화재방재학회를 중심으로 -

본 연구에서는 최근 복잡화, 다양화되고 있는 자연재해로부터 문화재를 보호하고 보전하기 위한 문화재방재의 방향을 제시하여 국내 문화재방재의 기본적인 체계 수립에 도움이 되고자 하며, 이를 위하여 (사) 문화재방재학회의 역할을 중심으로 문화재방재 연구, 교육에 대한 사항과 문화재방재 체계 현황 및 (사)문 화재방재학회와의 역할과 관계 기관과의 협력 방안 등을 기술하였다. This study suggests the direction of protection against disasters for cultural heritage to prevent natural disasters like diverse fire and etc. from harming cultural heritage and is trying to help with the establishment of the basic system of protection against disasters for cultural heritage in Korea. This study specifies researches for protection against disasters for cultural heritage, items for education, present conditions of protection against disasters for cultural heritage, the role of The Society of Cultural Heritage Disaster Prevention and the cooperation with related organizations.

4차산업혁명시대에 있어서 문화재방재시스템 개선에 관한 연구

문화재 방재는 가장 어려운 재난관리라 할 수 있다. 4차산업혁명을 구성하는 기술들은 문화재 방재 에 혁명적인 역할을 수행할 수 있다고 본다. 문화재 방재의 첫 단계인 예방단계에서는 CCTV를 기본 감시체계로 하여 각종 진동과 습도, 온도, 풍향,풍속, 물체의 접근 미생물 감지, 균열 등을 센서로 감 지하여 빅데이터화 할 수 있다. 사물인터넷(IOT),정보통신(ICT) 등을 통한 각종 정보와 장비가 연결을 통하여 알고리즘으로 지능화된 인공지능 시스템이 스스로 판단하여 상황실,경비원,경찰,소방 등에 경보하면서 소화장치 등의 가동을 준비 하도록 한다. 대비와 대응단계에서 각종 위기상황을 경보,전파하며, 신속히 대응 할 수 있도록 전파하는 역할과 이미 설치된 소화시설 등이 자동 작동되게 하거나 출입문들을 자동폐쇄 할 수 있다. 또한 비축된 물 자를 활용하여 복구 체계를 가동 할 수 있다. 결국 문화재 방재 시스템의 개선의 방향은 4차산업혁명 을 구성하는 기술들을 활용하여 스마트 문화재 방재 시스템을 구축하여야 한다. The techniques of the Fourth Industrial Revolution can play a big role in the protection of cultural heritage. By using CCTV as the basic monitoring system, it can make big data such as vibration, humidity, temperature, wind direction, wind speed, access to objects, detection of microorganisms, and detection of cracks. Based on these big data, it can improve the efficiency of cultural heritage protection that protects cultural heritage very quickly in the event of a real disaster. Ultimately, smart cultural heritage prevention system should be established by utilizing technologies that constitute 4th Industrial Revolution.

현장 대응력 강화를 위한 국가지정 문화재 방재시설 실태조사에 관한 연구

본 연구에서는 문화재를 화재, 도난 등으로부터 예방하기 위해 설치된 방재시설의 설치 배경, 종류, 및 기준 등을 살펴보고 국보 및 보물로 지정된 목조문화재 146개소 및 동산문화재 108개소에 대해 실태조사를 통하여 설치 현황 및 관리 상태를 알아보았으며 방재시설의 가동성을 분석하여 문제점을 살펴보았다. 이를 바탕으로 국가지정 문화재 방재시설 개선방안을 검토하였다. In this study, the installation background, types, and standards of disaster prevention facilities installed to protect cultural properties from fire and theft were reviewed. The installation and management status of such facilities were also examined through the survey of 146 wooden cultural properties and 108 movable cultural properties designated as national treasures and cultural treasures, and the operability of such facilities was analyzed to identify any problem. Based on the findings, the measures to improve the disaster prevention facilities for state-designated cultural properties were reviewed.

문화재 보호를 위한 기업의 새로운 사회공헌 활동모델 제안

본 연구에서는 지진 등의 다양한 자연재해 양상에 종합적으로 대응하는 ‘방재우선대상설정 모델’의 발전가능성 을 고찰하여 후속 연구를 위한 방향을 제시하였다. 이를 위해 방재 대상 건축문화재의 문화재 가치 설정 단계에 서 보다 다양한 관점의 문화재적 가치 기준을 검토해야 한다. 또한 물리적 지표 산정의 범위를 소방방재뿐만 아 니라, 지진․홍수․자연적 구조 및 재료 성능 감소 등 보다 다양한 분야로 확대하고, 상시 모니터링․BIM을 이용 한 계획 및 관리․GIS 등을 활용한 방재지도 작성 등의 종합적 관리 등 방재기술분야의 접목이 필요하다. 뿐만 아니라, 문화재 훼손의 원인 설정의 범위를 물리적 재해와 함께 인위적 범죄행위까지 확장시켜, 건축계획적 차원 에서 관련요소를 적극적으로 도입할 필요가 있다. The purpose of this study is to investigate the possibility of the disaster prevention priority setting model, which covers various natural disasters such as earthquakes. For this purpose, cultural property value criterion of various points of view should be examined at the cultural property value setting stage of the disaster prevention target architectural cultural property. In addition, the scope of the physical index calculation is extended to various fields such as earthquake, flood, natural structure and material performance as well as fire prevention disaster prevention, and it is constantly monitored. Planning and management using BIM. It is necessary to combine disaster prevention technology such as comprehensive management. In addition, it is necessary to actively introduce related factors in the architectural planning dimension by expanding the scope of the setting of the cause of cultural property damage to physical disasters and artificial crime activities.

국가지정문화재 방재인력 실태조사에 관한 연구

최근 우리의 문화유산이 재난에 의해 많은 피해가 발생하고 있다. 2008년 숭례문화재 이후 문화재 방재 인력의 활용방안에 대한 정책이 마련되었으나, 방재인력의 역할 및 업무범위, 운영체계 등이 명확하지 않 다는 문제점이 제시되고 있다. 과거와 달리 시시각각 변하는 사회 및 자연재난에서 문화재를 보호하기 위 해서는 문화재의 가장 가까운 곳에서 1차적인 대응을 담당하는 방재인력을 고려한 재난관리대책 마련되어 야 할 것이다. 따라서 본 연구에서는 국가지정문화재 244개소의 현장 방재인력에 대한 업무, 배치현황, 운 영현황 분석하였으며 이를 바탕으로 문화재 방재인력의 운용방안에 대한 개선책을 검토하였다. A Study on the Disaster Prevention Manpower Status for State-Designated Cultural Properties In recent years, a lot of damage to our cultural heritages occurred due to disasters. The policy for the measures to utilize disaster prevention manpower for cultural properties was prepared after the 2008 Sungnyemun fire. It is, however, pointed out that the role, work range, and operation system of disaster prevention manpower are not defined clearly. In order to protect cultural properties from today’s ever-changing society and natural disasters, it is necessary to prepare disaster management measures considering disaster prevention manpower who takes charge of the primary response at the closest range from cultural properties. In this study, the tasks, arrangement, and operation status of field disaster prevention manpower at 244 state-designated cultural properties were analyzed. The improvement measures for the operation of disaster prevention manpower for cultural properties were also reviewed.

건축문화재의 개념 및 특성에 따른 방재정책 고찰

본 연구에서는 우리나라의 역사·문화의 총체가 녹아있는 보고로서 민족 정체성의 근간이 되는 건축 문 화재에 대하여 그 개념 및 특성과 우리나라 법․제도의 문화재 보존 원칙 등에 대하여 고찰하였다. 이 와 함께 문화재청에서 그간 추진하여 온 방재 정책의 대요를 살펴본 후, 국립문화재연구소 안전방재연 구실에서 건축 문화재 특성에 대한 이해를 바탕으로 그 진정성 유지 및 인명피해 방지의 중요성을 반영 하여 수립한 방재 연구계획을 통해 향후 방재 정책의 방향에 대하여 살펴보았다. This study inquires into the concept and characteristics and the principle of the preservation of architectural cultural heritage that has been the basis of national identity as the total body of history and culture in our country. In addition, after reviewing the outline of the disaster prevention policy that has been pursued by the Cultural Heritage Administration, the direction of future disaster prevention policies is reviewed through a disaster prevention research plan that reflected the importance of maintaining their authenticity and preventing human casualties by the Safety and Disaster Prevention Division of the National Research Institute of Cultural Heritage.

국외 문화재 방재기술 사례검토를 통한 국내 문화재 방재기술 발전 방향에 관한 연구

본 연구에서는 대형화·복잡화되고 있는 자연재난에 따른 피해 가능성이 증가하고 있어 건축문화재에 있 어서도 큰 위협으로 다가오고 있기 때문에 문화재의 재난 대비를 위한 방재기술의 개발과 보급이 시급한 실정이다. 국내에는 다양한 재난 예방・대응 등의 재난관리 기술이 연구되고 있으나 그 초점이 사유재산 혹 은 인명피해에 맞추어져 있기 때문에 원형보존의 법칙 등의 특수성을 가지고 있는 문화재의 재난관리와는 차이가 발생한다. 또한 문화재에 대한 방재기술, 재난관리에 대한 연구는 미진한 실정이며, 재난 발생 후 혹은 노후화로 인한 복원기술에 집중되어 있는 상태이다. 따라서 본 연구에서는 해외 사례 검토를 통해 현 재 문화재 방재기술에 대해 고찰하고 더 나아가 국내의 문화재 방재기술의 발전 방향을 제시하고자 한다. In this study, it is urgent to develop and disseminate disaster prevention technology for the disaster preparedness of cultural property because it is becoming a big threat to architectural cultural assets because the possibility of damage due to the large and complicated natural disaster is increasing. In Korea, disaster management technologies such as various disaster prevention and countermeasures are being studied, but because the focus is on private property or damage to people, it is different from the disaster management of cultural assets that have specific characteristics such as circular conservation laws. In addition, research on disaster prevention technology and disaster management for cultural assets is inexistent, and is focused on restoration technology after a disaster. Therefore, in this study, we review the disaster prevention technology of cultural property through review of examples of disaster prevention technology in foreign countries, and further suggest the development direction of disaster prevention technology of domestic cultural assets.

문화재방재의 법적 기반 조성에 관한 연구

숭례문 화재 사건 이후로 국민의 문화재 중요성에 대한 인식이 높아졌다. 특히 문화재는 한번 훼손되 면 다시 복구하기까지는 물리적 시간이나 막대한 재원이 소요되며, 2000년대 이후로 문화재 재난의 빈 도는 끊임없이 증가하고 있는 상황이다. 하지만 아직까지는 문화재 방재에 있어서 법정책적 기반이나 체계가 미흡한 것이 현실이다. 본 연구에서는 이러한 맥락에서 최근 들어 급증하고 있는 문화재 재난 발생에 대한 대응책으로서 문화재 방재 법률의 기반 조성 필요성에 대해 논의하였다. Despite the public awareness which has increased on cultural heritage since Sungnyemun Gate(Seoul) fire accident, there has been relatively little policy act on cultural heritage disaster in Korea. In particular, if cultural heritage is damaged, it takes a lot of time and budget to restore it. And the frequency of cultural disaster has been constantly increasing since the 2000s. In this context, the purpose of this study is to investigate of Legislation necessity of cultural heritage disaster. And this study establishes a conceptual framework based on a review of the existing literature and various cultural heritage statistics.

국가지정 문화재 방재역량 강화를 위한 현장 대응인력 의식조사 연구

본 연구에서는 국가지정 문화재 방재역량을 강화하기 위해 문화재 현장 대응인력 범위 및 필요성을 검 토하였고 현장인력의 유형별 현황을 살펴보았다. 또한 국가지정 문화재 현장 대응인력을 대상으로 설문 조사를 실시하여 문화재 취약시기 및 장소, 재난유형별 문화재 위험성, 문화재 방재 측면의 문제점, 문화재방재 역량 향상을 위한 필요도 등을 분석하였다. 이를 바탕으로 국가지정 문화재 방재역량 강화 방안을 검토하였다. In this study, the range and necessity of manpower responding at the site of cultural properties were reviewed and the status of manpower responding at the site by type was examined in order to reinforce the disaster prevention capability of state-designated cultural properties. Also, vulnerable period and location of cultural properties, hazard to cultural properties by disaster types, problems in terms of disaster prevention of cultural properties and necessity for improving the disaster prevention capability of cultural properties were analyzed by conducting a survey targeting manpower responding at the site of state-designated cultural properties. Based on the findings, measures to reinforce the disaster prevention capability of state-designated cultural properties were reviewed.

문화재방재 민ㆍ관ㆍ학 협력체계 구축을 위한 기초 연구

본 연구에서는 문화재 방재적 측면에서 민‧관‧학 협력체계를 구축하기 위해 문화재와 재난의 피해 현황을 알아보았고 문화재 방재 관련 법, 조직, 시설 등의 방재대책 현황을 분석하였다. 이를 바탕으로 문화재 방 재 특성에 맞는 민․관․학 협력체계 구축방안을 검토하였으며 이를 위한 법제기반 강화 방안을 제시하였다. In this study, the damage status of cultural heritage and disasters was examined and the status of disaster prevention measures including laws, organizations and facilities related to the disaster prevention for cultural heritage was analyzed in this study for improvement in terms of disaster prevention for cultural heritage. Based on the results, the measures to establish private, public and academic cooperation system of disaster prevention for cultural heritage and reinforce the legislation basis were reviewed.
