      • Public Policy and the Imperatives of Good Governance: Towards Institutionalizing Active Citizen Participation

        Active and substantive citizen participation in the management of public affairs and in the shaping of public policy remains a major challenge as part of the continuing demands for good governance. Over the years, the call for greater and heightened citizen participation in the formulation of public policy has persisted as a recurring theme in the dynamics of study and the practice of public administration. This paper reviews various ideas and the concepts entangled with the notion of citizen participation and discusses the different sectors of society involved in the shaping of public policy and in the management of public affairs. A brief discussion is provided on the concept of governance as it relates to citizen participation. Finally, different experiences in citizen engagement are identified at random as documented by scholars and practitioners in both developed and developing societies

      • The Sustainable Development Goals And The Dangers of Policy Reductionism

        On September 25, 2016, world leaders participated in the United Nations Development Summit to forge the 2030 Agenda for Sustainable Development. The Summit adopted 17 sustainable development goals and 169 targets that are envisioned "to end poverty, fight inequality and injustice, and tackle climate change by 2030." The Sustainble Development Goals (SDGs) perceived to build upon the gains of the eight Millennium Development Goals (MDGs) targets launched in 2000 and expired in 2015. This paper provides a cursory assessment and critique of the adoption of the newly-minted SDGs which, as it is, are conceived to address the vexing and complex problematic of poverty, inequalities, health and well-being, and climate change, and several anomalies and issues that are projected to confront nation states and the world order in the coming decades. The paper examines these within the context and framework of the dangers of policy reductionism, which, in philosophical terms, represent a theory, or practice of simplifying a complex phenomenon, idea, or condition to the point of miniming, obscuring or even distorting it.

        Toward A More Reflective Teaching Practice: Revisiting Excellence in Teaching

        Excellence in teaching has always been a demanding and absorbing concern in institutions of higher learning. Earlier studies, which are numerous, have often dealt with the measurement of teacher qualities but have largely failed to explain the phenomenon of excellence in practice. This study focused on the outstanding professional teachers’ candid revelations of their subjective experiences of becoming and being excellent in their craft. Findings of the study indicated that love is the touchstone of excellence in teaching: that is, loving the students, loving knowledge and loving the teaching process.

        Averaged current mode control for maximum power point tracking in high-gain photovoltaic applications

        Efficient extraction of the maximum power from photovoltaic (PV) systems under inherently variable weather conditions is a key issue that has been tackled in recent years. Maximum power extraction techniques are relevant for increasing the penetration of PV systems into electric systems. This paper presents an averaged current mode control strategy as a maximum power extraction technique in a photovoltaic high step-up dc-dc converter, which can be applied to dc microgrids or ac networks through power inverters. Since the generated power of a photovoltaic system is related to the terminal voltage, power extraction is given through the regulation of the converter's input voltage. For this purpose, in the proposed averaged current mode control, the inner current loop uses the inductor current as a feedback signal, which improves the dynamic behavior of the converter with a simple gain. Meanwhile, the outer voltage loop is built with a proportional-integrative controller for regulation. The converter and control strategy are able to track rapid irradiance changes. They are also able to maintain the photovoltaic voltage regulation under dc bus voltage variations. The performance of the proposed control scheme is validated experimentally with a 100 W converter prototype.

        Self-Enhancement Strategies, Self-View and School Environmentas Building Blocks for College Teachers’ Expertise

        Teachers are a critical mass of professionals whose growth within the teaching profession is of great consequence to the effective imparting of knowledge and skills to students. While previous studies maintain that superior subject matter mastery, the ability to relate well to students, and innovative teaching strategies are qualities inherent in the teacher that qualify them to be adjudged as expert teachers, the present qualitative study argues that teachers’ life in the academe, their choice of Self-enhancement schemes, their self-view and their conception of the schoolwork environment are contributory building blocks in defining and maintaining their expertise.

        Maternal Sweeteners Intake During Gestation and Lactation Affects Learning and Memory in Rat Female Offspring

        Maternal high-sweetener diet, such as sucrose, has been associated with an increased risk of metabolic and cognitive-related diseases in the offspring. This study was performed to determine the effect of maternal sweetener intake during gestation and lactation on learning and memory in adult female offspring rats. Twenty-eight female pups from dams fed standard diet (Control-C, n = 10), high-sucrose diet (HS-C, n = 6), and high-honey diet (Ho-C, n = 12) were fed standard diet after weaning and body weight and food intake were recorded once a week for 19 weeks. Learning and memory tests were conducted at week 14 (Y-maze) and 18 (Barnes maze). We found that birth weight of Control-C group was greater than the Ho-C (P < .001). Blood glucose levels of the HS-C group were significantly higher than the Control-C and Ho-C groups. Control-C pups recognized the novel arm of the Y-maze compared with HS-C and Ho-C groups (P < .01). Also, offspring of the HS-C group showed deficient performance in the Barnes test when compared with the Control-C and Ho-C groups (P < .05). These results suggest that dams fed a high-sucrose diet during gestation and lactation favor high-glucose levels and deficient long-term memory performance in adult female offspring rats.

      • Functional and evolutionary genomic inferences in <i>Populus</i> through genome and population sequencing of American and European aspen

        <▼1><P><B>Significance</B></P><P>We performed de novo, full-genome sequence analysis of two <I>Populus</I> species, North American quaking and Eurasian trembling aspen, that contain striking levels of genetic variation. Our results showed that positive and negative selection broadly affects patterns of genomic variation, but to varying degrees across coding and noncoding regions. The strength of selection and rates of sequence divergence were strongly related to differences in gene expression and coexpression network connectivity. These results highlight the importance of both positive and negative selection in shaping genome-wide levels of genetic variation in an obligately outcrossing, perennial plant. The resources we present establish aspens as a powerful study system enabling future studies for understanding the genomic determinants of adaptive evolution.</P></▼1><▼2><P>The <I>Populus</I> genus is one of the major plant model systems, but genomic resources have thus far primarily been available for poplar species, and primarily <I>Populus trichocarpa</I> (Torr. & Gray), which was the first tree with a whole-genome assembly. To further advance evolutionary and functional genomic analyses in <I>Populus</I>, we produced genome assemblies and population genetics resources of two aspen species, <I>Populus tremula</I> L. and <I>Populus tremuloides</I> Michx. The two aspen species have distributions spanning the Northern Hemisphere, where they are keystone species supporting a wide variety of dependent communities and produce a diverse array of secondary metabolites. Our analyses show that the two aspens share a similar genome structure and a highly conserved gene content with <I>P. trichocarpa</I> but display substantially higher levels of heterozygosity. Based on population resequencing data, we observed widespread positive and negative selection acting on both coding and noncoding regions. Furthermore, patterns of genetic diversity and molecular evolution in aspen are influenced by a number of features, such as expression level, coexpression network connectivity, and regulatory variation. To maximize the community utility of these resources, we have integrated all presented data within the PopGenIE web resource (PopGenIE.org).</P></▼2>

        Omega-7 producing alkaliphilic diatom Fistulifera sp. (Bacillariophyceae) from Lake Okeechobee, Florida

        Incorporating renewable fuel into practice, especially from algae, is a promising approach in reducing fossil fuel dependency. Algae are an exceptional feedstock since they produce abundant biomass and oils in short timeframes. Algae also produce high-valued lipid products suitable for human nutrition and supplement. Achieving goals of producing algae fuels and high-valued lipids at competitive prices involves further improvement of technology, especially better control over cultivation. Manipulating microalgae cultivation conditions to prevent contamination is essential in addition to promoting optimal growth and lipid yields. Contamination of algal cultures is a major impediment to algae cultivation that can however be mitigated by choosing extremophile microalgae. This work describes the isolation of alkali-tolerant / alkaliphilic microalgae native to South Florida with ideal characteristics for cultivation. For that purpose, water samples from Lake Okeechobee were inoculated into Zarrouk's medium (pH 9-12) and incubated for 35 days. Selection resulted in isolation of three strains that were screened for biomass and lipid accumulation. Two alkali-tolerant algae Chloroidium sp. 154-1 and Chlorella sp. 154-2 were poor lipid accumulators. One of the isolates, the diatom Fistulifera sp. 154-3, was identified as a lipid accumulating, alkaliphilic organism capable of producing 0.233 g L<sup>-1</sup> d<sup>-1</sup> dry biomass and a lipid content of 20-30% dry weight. Lipid analysis indicated the most abundant fatty acid within Fistulifera sp. was palmitoleic acid (52%), or omega-7, followed by palmitic acid (17%), and then eicosapentanoic acid (15%). 18S rRNA phylogenetic analysis formed a well-supported clade with Fistulifera species.
