      • Developments in Indian Federalism: 2005–2007

        The subject matter of this paper, in general, is federalism in India. Three recent instancesof the impact of Article 356*the ‘Emergency Provisions’*are analyzed to study twoquestions. How is federalism affected when different political parties are in power in theStates and at the federal level, and does the current coalition government’s experiencehelp or hinder federalism? As to the first question, the two States of Jharkhand and Bihar,with particular emphasis on the latter, in the aftermath of the 2005 elections areexamined. In both cases, it was blatant federal intervention that led to the dismissal ofthe duly elected governments in these States solely on political considerations and theadvice of the Governors who were appointed by the federal government. The third isthe case of the State of Uttar Pradesh where in 20062007 an attempted use of thisArticle was thwarted by the Election Commission. As to the second question, the use orthe very threat of using Article 356 to dismiss duly elected State governments under thepressure of coalition partners at the Centre does not augur well for constitutionalgovernment or coalitions, and certainly not for federalism. In any case, Indian federalismlives up to the moniker as pointed out by C. H. Alexandrovictz that it is sue generis.

      • Coalition Politics in India: 2004–2009

        It is posited here that the coalition imperative of holding the alliances together just tokeep in office leads to behavior that is not altogether ethically acceptable. This is not tosay that all coalitions are bad by definition; they are not. The issue is: how many partnersand what the minimum understanding among them are ideal to run the government? Itis suggested that a large and unprincipled coalition on the one hand would debilitatea government, and on the other lead to political corruption and even blackmail. Contrarily, a smaller number of parties with some affinity in ideology and a commonpurpose would be beneficial for a stable democracy. To glean some insights, the UnitedProgressive Alliance coalitions cobbled together by the Congress Party Prime MinisterManmohan Singh in 2004, and consequent to the 2009 elections, are studied here.

        The Outcome and Complications of the Locked Plating Management for the Periprosthetic Distal Femur Fractures after a Total Knee Arthroplasty

        Background: The osteosynthesis of the periprosthetic fractures following a total knee arthroplasty (TKA) can be technically difficult with the relatively small satisfactory outcomes and the high complication rates. The purpose of the study is to analyze the mid-term radiological and functional outcomes following the locked plating of the distal femur periprosthetic fractures after a TKA. Methods: Records of 20 patients with a periprosthetic distal femur fracture following TKA treated by the locked plate osteosynthesis were retrospectively evaluated. The union rate, complications and functional outcome measures were analyzed. Results: Successful union was achieved in 18 of the 19 patients available for the follow-up. The mean follow-up was 39 ± 10 months. Significant reductions (p < 0.05) in the range of motion and Western Ontario and McMaster Universities Western Ontario and McMaster Universities Arthritis Index (WOMAC) scores were evident in the follow-up. Secondary procedures were required in 5 patients to address the delay in union and the reduced knee range of motion. The osteosynthesis failed in 1 patient who underwent a revision TKA. Conclusions: The satisfactory union rates can be achieved with the locked plate osteosynthesis in the periprosthetic distal femur fractures after TKA. Prolonged rehabilitation coupled with the un-modifiable risk factors can decrease the activity and satisfaction levels, which can significantly alter the functional outcome.

        A simplified etching technique to improve the adhesion of fiber post

        PURPOSE Numerous methods were used to etch the fiber posts to improve its bonding to root canal dentin. Our aim was to evaluate the efficacy of 37% phosphoric acid in etching fiber posts in comparison with 24% hydrogen peroxide. MATERIALS AND METHODS Ninety human maxillary central incisors were taken and post space preparation was done. Ninety fiber posts were taken and divided into three groups (n=30) based on the surface treatment they received (H3PO4, H2O2, distilled water) and each group was further divided (n=10) based on the time period of application (15 seconds, 30 seconds, 60 seconds). All the posts were luted into canals using Rely X UniCem-2. Each tooth was then sectioned into six slices and subjected to push out test. Data obtained was subjected to statistical analysis at P<.05. The surface topography was evaluated using scanning electron microscopy. RESULTS Highest bond strength values were noted in 15 seconds etched phosphoric acid group and 60 seconds etched hydrogen peroxide group with no significant difference between two groups. Surface topography revealed complete epoxy layer removal with no damage to its structural integrity in those groups. CONCLUSION H3PO4 etching for a period of 15 seconds is an effective alternative in improving the adhesion of fiber post to root dentin.

      • Design and Demonstration of Power Delivery Networks With Effective Resonance Suppression in Double-Sided 3-D Glass Interposer Packages

        <P>Ultrathin 3-D glass interposers with throughpackage vias at the same pitch as through-silicon vias (TSVs) have been proposed as a simpler and cheaper alternative to the direct 3-D stacking of logic and memory devices. Such 3-D interposers provide wide-I/O channels for high signal bandwidth (BW) between the logic device on one side of the interposer and memory stack on the other side, without the use of complex TSVs in the logic die. However, this configuration introduces power delivery design challenges due to resonance from: 1) the low-loss property of the glass substrate and 2) the parasitic inductance due to additional length from lateral power delivery path. This paper presents for the first time, the design and demonstration of power delivery networks (PDNs) in 30-μm thin, 3-D double-sided glass interposers, by suppressing the noise from mode resonances. The self-impedance of the 3-D glass interposer PDN was simulated using electromagnetic solvers, including printed-wiring-board and chip-level models. The 3-D PDN was compared with that of the 2-D glass packages having fully populated ball grid array connections. The resonance mechanism for each configuration was studied in detail, and the corresponding PDN loop inductances were evaluated. High impedance peaks in addition to the 2-D PDN were observed at high frequencies (near 7.3 GHz) in the 3-D interposer structure due to the increased inductances from lateral power delivery. This paper proposes and evaluates three important resonance suppression techniques based on: 1) 3-D interposer die configuration; 2) the selection and placement of decoupling capacitors; and 3) 3-D interposer package power and ground stack-up. Two-metal and four-metal layer test vehicles were fabricated on 30and 100-μm thick panel-based glass substrates, respectively, to validate the modeling and analysis of the proposed approach. The PDN test structures were characterized up to 20 GHz for plane resonances and network impedances, with good model-to-hardware correlation. The results in this paper suggest that the ultrathin 3-D interposer PDN structure can be effectively designed to meet the target impedance guidelines for high-BW applications, providing a compelling alternative to 3-D-IC stacking with the TSVs.</P>

        Scepter-Mini Balloon Assisted Coil Embolization of an Intracranial Arterial Aneurysm in a Child with PHACE Syndrome via a Persistent Trigeminal Artery

        Cerebral vascular malformations constitute one of the key abnormalities in children with PHACE syndrome, which is characterized by Plaque like cutaneous hemangiomas, Posterior fossa abnormalities, arterial Cerebrovascular and Eye abnormalities, with or without Sternal clefts (PHACES when sternal clefts are present), and associated midline anomalies. Both moyamoya arteriopathy and intracranial aneurysms have been reported in children with this syndrome. Herein, we report the successful treatment of a growing left posterior-communicating artery aneurysm arising from an aberrant left internal carotid artery (LICA) with balloon assisted coiling (BAC) in a child with PHACE syndrome. We circumvented the limitations posed by the narrow caliber of the proximal LICA, by successfully navigating a coiling microcatheter from the basilar artery into the LICA via a persistent trigeminal artery. BAC was then achieved using a Scepter Mini balloon microcatheter for aneurysm neck remodelling.

        An ephemeral dinoflagellate bloom during summer season in nearshore water of Puri, east coast of India

        The present paper reports on the phenomenon of pinkish-red discoloration of the nearshore water of Puri, Odisha on 12th May 2016. Many local newspapers covered this event, as Puri city is a major tourist and pilgrimage place on the east coast of India. Field observations were carried out in order to provide a scientific basis to the event and to elicit possible causes of this discoloration. Taxonomic analysis of the phytoplankton samples revealed the dominance of red colored dinoflagellate species Gonyaulax polygramma, contributing 90% to total phytoplankton population. The localized concentration of G. polygramma was responsible for the pinkish-red discoloration of nearshore water. The exact factor that lay behind the genesis of this bloom could not be delineated due to the short period of its persistence. But two factors - upwelling and anthropogenic nutrient influx - can be viewed as the main cause for this ephemeral bloom. Non-hypoxic conditions in the coastal water following the ephemeral bloom event indicated no significant risk of ecological deterioration to the ambient medium.
