Theorizing Policy Implementation: Making Sense of the Fish Stock Restoration Story

Development is hinged on the ability of the government to formulate appropriate policies and effectively implement them. Policy implementation is a challenge in developing countries. Policy implementation measures government effectiveness. The aim of this article is to identify theories of policy implementation in the developing world. This article uses positive story telling methodology obtained from interviews and literature review to derive theories. The article answers the following specific questions; what theories can be used to study policy implementation? What opportunity does storytelling contribute to understanding policy implementation? What methods are appropriate for policy implementation studies? This study adopted the postmodernism philosophy. Data was obtained from twelve in- depth interviews with the Buvuma island local community in Uganda. Results indicate that positive stories inform theory and practice of policy implementation. Analysis of the story suggests that four theories namely; institutional theory, complexity theory, normalization process theory and the structural empowerment theory used together explain policy implementation.
