        최근 우리나라의 지역개발이나 정책에 있어 과거의 중앙정부 중심, 물적 성장 중심의 개발 패러다임에서 벗어나 자립적 역량강화, 지역 간 연계협력, 융합화 등이 강조되고 있다. 이에 본 연구의 목적은 지방자치제가 실시되었으나 지방의 자치기반이 취약하여 지역간 불균형 발전이 심화되는 가운데, 박근혜정부의 출범과 함께 최근 국내외적으로 변화하고 있는 지역발전의 패러다임에 직면하여 지방분권과 균형발전에 토대를 둔 지역 주도의 자립적 지역발전을 이루기 위한 구체적 방안을 제시하는 데 있다. 이를 위해 시대적 요구와 필요성을 절감하고, 지역적 차원에서 창조경제에 기반한 새로운 지역발전 패러다임으로서 국민대통합과 지역균형발전을 지향하는 「지역순환형 자립발전모델」을 제시하였다. 이는 궁극적으로 국내외 패러다임의 변화를 체계적 이론적 틀로써 통합하고 실질적으로 적용하기 위한 것으로 지역을 중심으로 사람을 키우고, 청년을 살게 하고, 사람이 모이게 하는 것을 의미한다. 이를 달성하기 위한 구체적 전략으로서 선순환 전략과 자립전략을 제시하였다. 첫째, 지역순환형 자립발전의 토대가 되는 자립전략으로서 지역발전의 가치와 목적을 ‘지역역량강화(Competency)’. ‘연계협력(Cooperation)’, ‘융합(Convergence)’의 3C전략을 제시하였다. 둘째, 지역순환형 자립발전을 달성하기 위한 선순환 진흥전략으로서 지역교육 진흥, 지역산업진흥, 지역문화예술진흥, 지역복지진흥, 지역창조와 재생을 제시하였다. 첫 번째 전략은 우수 인재양성을 통한 지역교육 진흥(振興)이다 교육부문 진흥을 통해 우수한 인재를 양성하고 지역에 공급하는 시스템을 구축하는 것이다. 둘째, 일자리 창출을 위한 지역산업진흥(振興) 이다, 즉 산업부문 진흥을 통해 청년일자리 창출 및 역동적 지역창출에 기여하는 것이다. 셋째, 지역문화와 예술 기반 구축 및 역량 강화를 통해 지방문화예술을 진흥해 나가야 한다. 넷째, 지역복지역랑 강화를 위한 지역복지 진흥(振興) 이다. 지역복지 진흥을 통해 지역 복지 예산 및 인프라 구축 등을 통해 서민들이 피부로 느낄 수 있는 복지역량을 강화시켜나가야 할 것이다. 마지막으로 지역창조와 재생을 통해 관련 인프라를 확충하여 국토의 고른 공간 창출을 진흥시켜 나가야 할 것이다. Despite local government efforts for regional change, the local self-government based development is vulnerable to deepening disparities between regions. While confronting the paradigm of the latest changes in national and international development of the region that Park Geun-hye government faces, the purpose of this study is to present concrete plans for achieving self-sustaining regional development based on decentralization and balanced development. To this end, with the demands and needs of the times, “The Self-Supporting Development Model of the Regional Circulation” is proposed which professes national unification and balanced regional development as a new regional development paradigm which is based on the creative economy utilizing the local dimension. Ultimately, this is for integrating a domestic and foreign paradigm shift as a systematic theoretical framework and practically applying that in the field. It intends to accomplish this by educating people in the area, making them live in the area, and gathering people into the area. In order to achieve it, we proposed a virtuous and self-supporting development model. Firstly, for tile self-supporting development of the regional circulation, the 3C strategy-Competency, Cooperation, Convergence, Convergence-is proposed. Secondly, in order to achieve self-supporting development as a strategy for promoting regional circulation, we proposed promotion of regional education, regional industrial development, local cultural arts, and community welfare for the creation and regeneration of the region. The first strategy is through promotion of local education by fostering talented people in the regional area. Secondly, by creating jobs for local industrial development and contributing to the creation of a dynamic region. Thirdly, by empowering the local culture and building up the cultural grounds, through promotion of local art and culture. Fourthly, local social welfare should be promoted through community welfare budgets and appropriate infrastructure in order to strengthen the regional social welfare power. As a result, people will benefit through welfare empowerment. Lastly, enhancing the infrastructure through the creation and expansion in the reproduction of the region. As a result of the effort in making a well-balanced regional development, it is expected a well-balanced space development for the whole country.

      • 광양지역의 지반전단강도 증가 특성

        본 연구에서는 연약지반개량공사가 실시된 광양지역을 대상으로 압밀기간동안 개량지반의 물리적, 역학적 변화특성 및 개량효과를 고찰되어 있다. 지반개량전 원지반에서 시료를 채취하고, 모래말뚝 타설직후, 압밀방치중(예상압밀도 50%) 및 압밀완료시(예상압밀도 90%)에도 시료를 채취하여 각각 토질정수를 조사 비교하였다. 그 결과 압밀이 진행되는 동안 지반의 강도는 증가하여, 일축압축강도로 구한 점성토지반의 강도증가율(C_u/P_o)이 0.36이 되었다. 그리고, 일축압축강도로 구한 점성토지반의 강도증가율(C_u/P_o)이 0.36이 되었다. 그리고, 일축압축강도와 함수비는 최대압밀응력에 대하여 유일함수관계를 보이고 있으며, 압밀완료시점(예상압밀도 90%)에서 추정된 비배수전단강도는 측정된 비례수전단강도와 비교적 잘 일치한다. In this study, both physical and mechanical properties of soft grounds are investigated during improvement works of soft grounds in Kwangyang. The properties of soil before ground improvement are compared with the properties of the improved ground after Sand Compaction Pile installation, during consolidation(degree of consolidation 50%), and at the end of consolidation(degree of consolidation 90%). From this result, improvement of the shearing strength of soft grounds can be deserved during consolidation, and the improving rate of shearing strength C_u/P_o is 0.36. The relationship between the shearing strength by unconfined compression tests, consolidation stress and water content shows that both the shearing strength and water content have an unique function relationship. The shearing strength predicted by Rutledge hypothesis shows relatives good agreement with the field strength.

      • 검사자의 과오를 고려한 경제적인 샘플링 검사계획

        In the rectifying single sampling inspection, 9-sampling inspection methods are briefly described, and then the optimal inspection plan to minimize the expected total cost is derived. The results of this experiment through numerical example are: (1) The optimal inspection plan of sampling to minimize the cost with several variables is derived. The result is TC(134, 4)=2321. (2) The optimal inspection plan is obtained when the LTPD is increased, and the sample size, acceptance number and total cost are decreased. (3) The optimal inspection plan is obtained when the lot size is increased, and sample size and acceptance number are also increased. (4) When e₁ is fixed and e₂ is increased, p_(e) is decreased with very small erefore, the type -Ⅰ error must influences on sample size more than the type-Ⅱ error does.

      • CFRP 복합재 적층판의 파괴메카니즘에 관한 연구

        In this study, when CFRP lamimates are subjected to static loading by the indentation of steel ball to examine a failure mechanism of lamimates, the fracture surface of interlaminar delamination generated at interfaces is investigated by the scanning electron microscopy (SEM). When orthotropic CFRP laimates stacked with two interface are subjected to static loading, interlaminar delaminations extend from the loading side to delamination edge even at any interface, and the fracture surface fo interlaminar delamination generated at two interfaces is symmertrically formed. In the CFRP laminates, the fracture mechanism sppears mainly to be the mixed mode(modes Ⅰ+Ⅱ), and the ratio of mixed mode varies partially. After the fracture initiates at the interface near the loading side with mode Ⅰ, the mixed mode gradually developes, but the total surface at the opposite plane to the loading side fractures with the mixed mode(modes Ⅰ+Ⅱ). While transverse cracks are generated, the direction of shear stresses reverses itself ar the delaminated surface, clarified by the hackle direction of fracture surface.

      • 역간접촉산화법에 의한 연안 하구 수질개선에 관한 연구

        A field study was conducted to investigate the removal efficiency and performance of contact oxidation treatment system installed and operated in two locations of stream flowing to the Masan Bay. The removal of organic matters from stream water flowing to the already eutrophicated bay is getting more important in order to restore the water quality. The removal efficiencies of BOD, SS and ABS loading rate were 52~63%, 50~70% and 60~85%, respectively, whereas 10~25% of total nitrogen and 25~40% of total phosphorus were only removed. The effluent water quality did not meet the goal class of water regulation standards. Inflow rates to contact oxidation treatment showed seasonal and hourly variations. The treatment capacity installed is now enough to handle the present inflows, thus it was suggested that this system should be operated to supply only the volume of oxygen to require the actual loading to the treatment system and the aeration system would be intermittently operated for the improvement of nitrogen and phosphorus removal. It was found that inflow rate should be controlled for detention time of contact oxidation to maintain at least more than 1.5 hr. When microbiological species of sludge and sludge accumulation in the lower steps of contact oxidation process was examined, proper draw-out of sludge from the system was also an important operating parameter.

        Infectious in vivo Transcripts from a Full-length Clone of Soybean mosaic virus Strain G5H

        An infectious full-length clone of Soybean mosaic virus (SMV) strain G5H was constructed under the control of the cauliflower mosaic virus 35S promoter. The cloned SMV G5H established infections upon simple rub-inoculation of soybean leaves with intact plasmid DNA. We demonstrated that this SMV G5H infectious DNA clone caused typical characteristic symptoms and virulence of SMV strain G5H in twelve tested soybean cultivars. Soybean cultivars Lee74, Somyungkong and Sowonkong developed systemic mosaic symptom while Kwanggyo, Taekwangkong, Hwangkeumkong and Geumjeongkong-l showed systemic necrosis. In contrast, Geumjeongkong-2, Jinpumkong-2, L29, V94-5152 and Ogden showed resistant response against SMV-G5H infection. We also determined full-length sequence of cloned SMV-G5H. The phyogenetic analyses reveal that SMV-G5H is most closely related to SMV-G5, and support that SMV-G5H might be derived from SMV-G5 by recombination rather than mutation.

      • 토양에서 분리한 Toluene 분해 세균의 동정 및 일부 특성

        경상남도 양산천 일대의 토양시료로 부터 toluene을 유일한 탄소원 및 에너지원으로 생육하는 미생물들을 분리하였고, 그 중 toluene의 분해능이 가장 우수한 균주를 선별하여 공시균으로 선택하였다. 공시균의 형태학적, 배양적, 생화학적 및 화학분류학적 제반 특성들을 토대로 분류학적 위치를 검토한 결과 Rhodococcus 속으로 동정되어 편의상 Rhodococcus sp. EL-43P로 명명하였다. Rhodococcus sp. EL-43P는 phenol 및 다양한 phenol 유도체, benzene 등의 방향족화합물 기질에서 생육할 수 있었다. 특히 phenol 분해에 관련된 각종 환경조건을 최적화시키면 실제의 phenol 함유 폐수처리공정에서 충분히 적용가능성이 있음을 알 수 있었다. Rhodococcus sp. EL-43P는 catechol 1,2-dioxygenase의 활성을 가지고 있어 ortho pathway에 의하여 phenol을 분해함을 알 수 있었다. 또한 본 공시균은 toluene dioxygenase의 활성도 가지고 있었다. The microorganisms which degrade toluene as the sole and energy source were isolated from soil around Yangsan river. Among them, the strain EL-43P had the highest toluene degradability and identified as a Rhodococcus sp. according to morphological, cultural, biochemical and chemotaxonomical properties. Rhodococcus sp. EL-43P was able to grow at the various chlorinated phenols such as o-, p-chlorophenol, 2,3-,2,5-, 2,6- and 3,4-dichlorophenol, and benzene, respectively. If detailed phenol degradation conditions are established, the treatment of phenol wastewater using Rhodococcus sp. EL-43P would be possible. Rhodococcus sp. EL-43P had the catechol 1,2-dioxygenase which degrades Phenol derivatives by ortho pathway. This strain also had toluene dioxygenase.
