        The purpose of the present study is to improve the accuracy of the dew condensation analysis in a simplified duct through a quantitative comparison of the experimental results and the numerical results and to study the quantification schemes. Heat transfer calculation has been conducted for the heat sink attached to two crossing thermal ducts with different flow temperature respectively. For the parametric study on the orientation of the heat sink location, the numerical results could have similar match with experimental results only for the heat sink facing up(bottom location). The amount of dew condensation was calculated by numerical simulation using relative humidity in the air.

        Present study shows the numerical method to predict dew condensation on the outer panel of floor standing air conditioner by humidity analysis based on non-reacting multi-component gas model. It was also verified that the FAC outlet geometry can be optimized to minimize the dew condensation by designing backward step configuration.

        The Korean government has introduced Official Development Assistance (ODA) Partnership Programs as part of efforts to increase the efficiency of ODA programs while addressing segmentations between grants and concessional ODA programs and projects. This research has significance in the development cooperation policy in Korea, given that the research addresses the confusion related to concepts and challenges regarding ODA Partnership Program, and it also provides policy recommendations to address such challenges. The research on the “Planning of ODA Partnership Program in STI” is conducted with two purposes: the first is to increase the effectiveness of Korea’s ODA programs and to revitalize integrated ODA programs, by analyzing the status and the challenges about current ODA integration policies and programs of the government. The second is to proactively respond to the demands of the Korean government in development cooperation policy and programs by providing planning cases of ODA partnership program in STI. The research consists of two parts: in the first part, the main challenges in ODA integrated policies and programs are identified through conducting in-depth interviews with practical experts from public agencies and universities in the development cooperation community. The research team also conducted a survey to further clarify the issues and to develop policy recommendations to address such challenges. Survey questions are elaborated on the basis of results of the in-depth interviews, and the survey was targeted the experts from implementing agencies of ODA projects and government officials from ODA related ministries. Based on the interview and survey results, policy recommendations for integrated ODA policy and programs are suggested. The second part is how to plan ODA Partnership Program in STI, which can be used by relevant ministries and implementing agencies of ODA projects. The research team developed a guideline for the planning of ODA Partnership Program in STI, which includes process and methodology for the program planning. Based on the guideline, pilot cases of ODA Partnership Programs in STI are developed targeting six countries such as Laos, Sri Lanka, Azerbaijan, Indonesia, Cambodia and Tunisia. The research emphasizes that partnership in STI ODA programs is one of the key policy directions in the development cooperation for the successful transition to the problem-solving ODA programs. With several findings and implications from reviewing challenges and limitations of the current policies regarding ODA Partnership Programs, the research provides policy recommendations about how to implement ODA Partnership Programs in an effective manner. The research also provides useful results for the practitioners of aid projects. The guideline in the research provides the procedures for planning an ODA Partnership Program from the perspective of practitioners. Another contribution of the research also can be found in the problem-solving oriented planning with a top-down approach and the systematic planning procedures for an ODA Partnership Program. The usefulness of the research can be found that pilot cases of ODA Partnership Programs are developed by applying the methodology for ODA Partnership Programs in STI. It is expected that the pilot programs are good references for the government and practitioners in the development and implementation of their future ODA Partnership Programs in STI.

        Korea"s ODA budget is rapidly increasing. In the domestic research community, interest in science and technology ODA has increased over the past 10 years. However, most of the research is being conducted in small scale and intermittent ways, and the systematic concept of ODA in science and technology is insufficient. There is a limit to the government"s efforts to establish and activate evidence-based policies. In particular, as the ODA paradigm has shifted from MDGs to SDGs since 2015, a new approach to science and technology ODA is required. The Korean government"s ODA paradigm shifts from short-term, small-sized, and segmented projects to long-term, large-scale, and convergent commercialization, and R&D"s interest in strengthening ODA linkages increases, as well as the need to respond to government issues. This study establishes the conceptual framework of science and technology ODA and responds to the government"s core issues quickly, contributing to establishing the identity of science and technology ODA, establishing evidence-based policies, and solving Korean government challenges. The contents of the study are largely composed of 5 modules. First, the concept, features and types of science and technology ODA are related to the establishment of the science and technology ODA concept framework. Second, it is related to ODA budget statistics of science and technology and critically examines measurement indicators and methodologies, and then presents ODA measurement indicators and methodologies that can be compared with developed countries (US, Japan, China, EU, etc.). Third, in-depth analysis of the major cases of science and technology ODA to derive success factors and policy implications of science and technology ODA. Fourth, the proposal of linking domestic R & D performance and science and technology ODA, one of the key issues of the current Korean government. Finally, as one of the key issues of the government, the analysis and case studies on the revitalization of science and technology ODA convergence project. In order to achieve the above objectives, this study performed qualitative methods such as literature review and interview and quantitative analysis methods such as case analysis and statistical analysis. In order to establish the science and technology ODA concept framework, literature review and interviews were mainly conducted. On the other hand, interviews were conducted to analyze cases of science and technology ODA, and qualitative methods such as literature reviews and interviews were used for ODA and R & D linkage and ODA convergence research.

      • AUSM 풍상차분법을 이용한 고속 점성 유동장 해석에서 최적의 수치적 벽면 경계조건 도출에 관한 연구

        Navier-Stokes 방정식을 사용하여 점성 유동장을 해석할 때 해의 정확도 및 수렴성에 영향을 줄 수 있는 요인들에는 여러 가지가 있다. 그 중에서도 물체 벽면에 부과되는 벽면 경계조건은 가장 큰 요인들 중에 하나로서, 본 논문에서는 단열 조건 혹은 주어진 벽면 온도 조건 하에서 추가적으로 요구되는 여러 종류의 수치적 벽면 경계조건들에 대해서 고속으로 비행하는 1/4 원형 실린더 주위 및 20도의 쐐기 형상을 갖는 물체 주위의 유동장을 해석해 봄으로써 가장 바람직한 해석 결과를 보여주는 벽면 경계조건을 도출하였다. 본 연구를 위해서 유한체적법을 사용한 2차원 Navier-Stokes 프로그램을 개발하였으며 대류항은 AUSM 풍상차분법을, 확산항은 중심차분법을 사용하여 플럭스를 계산하였다. There are many factors to affect the numerical solution accuracy and stability in viscous flowfields analysis using the Navier-Stokes equations. Wall boundary condition imposed on the solid wall is one of the most important factors. In this paper, several different sets of numerical wall boundary conditions are investigated to figure out what is the most optimum numerical wall boundary condition set by analyzing the flowfields around a 1/4 circular cylinder and 20 degree wedge shape geometry in very high speed flow under adiabatic or fixed wall temperature condition. The optimum wall boundary condition is introduced by simulating a finite volume Navier-Stokes solver, which hires AUSM upwind scheme to calculate the convection fluxes and central scheme to calculate the diffusion fluxes.

      • 유전자 알고리즘을 이용한 음성의 특징 벡터 코드북의 성능 분석

        음성의 특징벡터 코드북을 형성하는 벡터 양자화 과정에서 진화 및 유전원리에 기초한 유전자 알고리즘으로 얻어진 코드북과 기존의 LBG알고리즘으로 얻은 코드북사이의 인식 성능을 비교하였다. 이를 위해 유전자 알고리즘에서 초기 개체집단을 형성할 때 훈련벡터들의 초기분포를 반영하도록 하였고, 유전 연산자로 교배와 돌연변이 연산자를 사용하였다. 인식 성능을 비교하기 위해 특징 벡터로는 주파수 대역별 에너지와 LSF계수를 사용하여 화자종속으로 인식실험을 수행하였다. 실험결과 LBG 알고리즘을 사용한 코드북보다 유전자 알고리즘을 사용한 코드북의 인식 성능이 우수함을 살펴 볼수 있었다. In the development of speech codebook by vector quantization method, we compared the performance of the codebook by LBG algorithms with that by genetic algorithms based on the biological process of evolution and genetic principle. We reflected a initial distribution of training vectors to set up a initial population in genetic algorithm. The crossover and mutation are used as genetic operators. We performed the recognition experiments in speaker-dependent method using the feature vectors as the nomalized energies in frequency domain and LSF coefficients. So we investigated the recognition performance of the codebook by the above two algorithms. We have known that the recognition performance of the codebook by the algorithm is better than that by the LBG algorithm.
