문화도시 프로젝트: 4원소의 도시 이스탄불에 관한 연구

Istanbul has been a crossroad between Europe and Asia for a long time. Istanbul, historic capital of great empire has rich cultural heritage. However, today Istanbul`s problem is how to recreate the rich cultural heritage as new cultural contents for regional development. In 2010 Turkey was an European capital of culture. Therefore, new and various views related to local culture policy can be shown through this case study. Firstly, the history and characteristics of intercultural policy between EU and Turkey will be considered. Subsequently, it is analyzed cultural contents through cultural heritage in Istanbul which developed for 5 years. Especially, the project determined as “Istanbul: The City of Four Elements, earth, water, air and fire" will concretely be shown. The idea that these four elements make up the universe, has strong roots in Anatolia, and this led the way to the name of the project. Finally, Istanbul will be analysed as a case study of a cultural city related to cultural industries.

유럽의 다문화사회와 상호문화교육에 관한 고찰

Recently discourse about multicultural society is discussed actively in Korea. However, even though educational policy is unfolded diversely by our government, there are still many problems that should be solved. Essential issues in multicultural society are not resolved as ever. In our society, multiculturalism is accepted as a policy alternative. But multiculturalism has some limitations in the face of multicultural issues. For this reason, I would pay attention to not multiculturalism but interculturalism as a different viewpoint which is being focused in European Union nowadays. European Union is practicing intercultural education based on interculturalism. The purpose of this paper examines the policy of interculturalism and intercultural education. This can expand our remedy for multicultural issues in width. We can try to find view things from a different angle not just for our own country but for intercultural lens of intercultural exchanges. This can also be lessons from EU`s agenda for cultural and educational policy in the context of glocal strategy.

지역사회의 노인놀이터 조성 정책 방향과 과제에 대한 소고

본 연구는 지역사회의 노인놀이터 조성 정책 방향과 과제에 대한 연구이다. 초고령화 사회 진입을 앞두고 있는 대한민국은 사회를 구성하고 있는 노년층에 대한 보다 다양하고 심층적인 노인복지 정책은 물론 노년층이 향유하고 즐길 수 있는 실버콘텐츠 개발에도 노력을 기울여야 할 것으로 보인다. 이에 본고에서는 노인복지와 연계된 하나의 정책적 방안으로 지역사회의 노인놀이터 기반 실버콘텐츠에 대해 고찰해 보고자 한다. 다음과 같은 순차적인 접근을 통해 관련 논의를 이어갈 것이다. 우선 그린뉴딜 정책에 대한 핵심을 소개함과 동시에 이와 같은 자연친화적 정책이 과거에도 유사하게 시도되었지만 쉽사리 성공을 거둘 수 없었던 근본적 이유를 비판하고 있는 사회생태론적 관점에 대해서도 고찰해 보고자 한다. 생명중심적 사회로의 변화를 위해 함께 요청되어지는 사회철학과 시민참여가 미약한 원인을 담고 있기 때문이다. 이러한 논의를 시작으로 본고에서 중점적으로 다루고자 하는 지역사회의 노인놀이터 조성 정책 방향과 과제에 대해 살펴보고자 한다. 노년층에 대한 담론으로 제기되어 온 실버콘텐츠와 실버산업의 의미를 먼저 정의 내려 보고 그 주된 내용을 살펴보겠다. 또한 하나의 사례로 고찰되어 질 노인놀이터에 대한 해외 사례를 시작으로 한국형 노인놀이터 조성을 위한 정책 프레임 방향에 대해 고찰해 보겠다. 그리고 동시에 필요한 새로운 노인문화 형성의 필요성과 과제에 대해 논의해보고자 한다. This paper is a study on the policy directions and tasks for the establishment of a playground for the elderly in the local community. Korea, which is about to enter a super-aging society, needs more diverse and in-depth welfare policies for the elderly who make up society. Therefore, in this paper, as a policy measure related to the welfare of the elderly, we would like to consider the silver contents based on the elderly playground in the local community. First, we will introduce the core contents of the Green New Deal policy. In addition, we would like to examine the socioecological perspective that criticizes the fundamental reason why such eco-friendly policies have been similarly attempted in the past but have not been easily successful. Starting with these discussions, we would like to examine the policy directions and tasks for the establishment of a playground for the elderly in the local community, which this paper intends to focus on. First, we will define the meaning of silver contents and silver industry, which have been raised as discourses on the elderly, and then look at the main contents. In addition, we will consider the policy frame direction for the creation of a Korean-style playground for the elderly, starting with the overseas case of the playground for the elderly, which will be considered as an example. At the same time, we would like to discuss the necessity and tasks of forming a new elderly culture.

산업유산을 활용한 독일의 유럽문화수도 에센ㆍ루르지역 연구

본고는 2010 유럽문화수도로 선정된 에센?루르 지역을 중심으로 도시 재생에 있어서 산업유산이 어떻게 활용될 수 있는가에 관해 연구하고자 한다. ‘라인강의 기적’을 이끌었던 독일 최대의 공업지역 루르는 산업구조의 변화에 따라 제조업이 사양길에 접어들면서 여러 가지 문제점을 안게 되었다. 이를 극복하기 위한 하나의 방법으로 문화주도형 도시재생을 장기간의 프로젝트로 기획하게 되었다. 여기서 중요하게 활용된 것이 바로 산업유산이다. 본고는 엠셔파크 국제건축박람회, 졸페라인 탄광 등으로 상징되는 도시재생 프로젝트에 이어 유럽문화수도 프로그램을 통해 어떻게 창조도시로 거듭날 수 있었는가를 살펴본다. 에센?루르는 혁신적 도시 공간에 창의적 문화콘텐츠를 보강함으로써 지속가능한 도시 발전 전략을 도출할 수 있었다. 유럽의 다문화정책에 나타난 상호문화주의 고찰

본 연구는 기존에 국내에 보편화되어 있는 다문화주의에 대한 또 다른 대안으로서 유럽의 상호문화주의에 대해 고찰해본다. 국내에서 주로 연구되고 있는 다문화주의는 다문화성의 문제점들을 해결하고 보완하기 위한 방식 가운데 하나일 뿐이다. 여기에 관해 현재 여러 가지 한계점들이 제기되고 있는 상황이다. 이러한 문제를 보완하기 위해 본고는 다문화사회의 해결을 위한 하나의 방안으로서 국내에서 아직 연구가 미비한 ‘상호문화주의’를 제시해보고자 한다. 다수의 유럽인들은 주로 다문화적 입장에 지향을 둔 영미 계통의 사람들과는 달리 이미 상당히 오래 전부터 다문화주의에 대한 회의를 드러내었다. 그러한 과정에서 상호문화적 관점에서 여러 가지 문화적 실천을 해 오고 있는 것이다. 또한 현재 유럽연합은 다문화사회가 직면하고 있는 수많은 과제를 풀기위한 하나의 열쇠로 상호문화주의적 대안을 제시하고 있다. 이것이 각 회원국 내에도 어느 정도 영향을 미치기 시작하고 있다. 본고는 이러한 상호문화주의가 유럽에서 어떠한 방식으로 전개되어 왔는지에 관해 고찰하고자 한다. 유럽으로의 외국인 이주는 오랜 역사를 가지고 있다. 각국가들은 비교적 유사한 이민의 역사를 가지고 있지만, 각기 다른 성격과 방식으로 다문화정책을 추진하고 있다. 본고는 독일, 프랑스, 영국이 어떻게 다문화정책을 시행해왔으며, 그 과정에서 상호문화주의를 추구해왔는지 구체적으로 논의한다. 상호문화주의는 우리에게 다문화성에 대한 관점을 근본적으로 재고해 볼 수 있는 가능성을 열어준다. The purpose of this study is to consider interculturalism in Europe as an alternative to multiculturalism. Multiculturalism is just one way to trying to solve problems in a multicultural society. There are some limits and critical points raised on multiculturalism. The history of foreign immigration in Europe has a long time. This paper discusses the issues related to how to implement multicultural policy in Europe as well as how to seek interculturalism in the process. Interculturalism will open a new possibility to rethink some aspects involved with multicultural socity.

창조경제 시대의 문화산업과 지역문화정책

Finally, Liverpool City will be analysed as a case study of a creative city related to creative industries. EU 문화창조산업의 정책 동향과 전망

In the recent decades the world has been moving at a faster pace. For Europe and other parts of the world, the rapid roll-out of new technologies and increased globalization has meant a striking shift from traditional manufacturing towards services and innovation. Europe’s cultural and creative industries offer a potential to respond to the challenges thereby contributing to the Europe 2020 strategy and some of its flagship initiatives such as the Innovation Union, the Digital Agenda and an industrial policy for the globalization era. This paper will analyze and present recent EU’s cultural and creative industries. Some implications from this research can be drawn and become the foundation stone of next more detailed research. European Union regards cultural diversity as a significant source for social dynamic, innovation, creativity and economic growth. This means that the principle of mutual benefits between nations is a key to removal of cultural barriers between them. The reason that the concept of glocalization is important lies in this. 상호문화능력으로서 문화지능의 개념에 관한 고찰

오늘날 문화다양성은 일반적인 비즈니스 환경으로서 중요성을 더해가고 있다. 이러한 트랜드를 대변하는 핵심적인 키워드로 CQ(문화지능)을 제시해 볼 수 있다. 문화지능은 사실 1980년대부터 진행되어온 호프스테드, 트롬페나스 등의 비교문화경영 학자들의 연구 성과를 중요한 기반으로 삼아 새로운 개념으로 정립되고 있다. 따라서 문화지능을 이해하기 위해서는 우선 기존의 이론들을 종합적으로 분석해 볼 필요가 있을 것이다. 본 논문은 비교문화경영과 관련된 다양한 이론들을 분석해보고 여러 학자들이 사용한 문화구분의 기준과 차원들을 체계적으로 정리해보고자 한다. 그리고 문화지능의 개념이 정립되는 과정에서 전통적인 접근법의 중요성을 인정하면서도, 어떤 식으로 비판점과 한계를 극복해내고 있는지에 관해 논의해 본다. 한마디로 문화지능은 문화다양성을 통합하는 능력이다. 문화적 차이에 대한 인식이라기보다는 양극단을 포함하는 다양한 시각을 하나로 통합할 줄 아는 능력, 즉 상호문화능력이라 할 수 있다. Cultural diversity is becoming an increasingly important concern of corporate management, and research is taking place in order to assess the diversity. Recent research suggests the existence of a positive link between diversity and economic performance of multinational corporations. Indeed, firms are performing "cultural intelligence", which focuses on the potential benefits of employee diversity. That is, cultural intelligence as intercultural competence become important in the era of cultural diversity. This paper will consider cultural intelligence as intercultural competence. Cultual intelligence is actually based on accomplishments of study from Hofstede and Trompenaars etc. Therefore, to understand cultural intelligence we need to analyze advanced research synthetically. Eventually, in today"s increasingly global and diverse contexts it is importance to be aware of cultural Intelligence. This includes awareness of your own cultural intelligence and awareness of the cultural intelligence of others. EU의 문화정책 아젠다 속에 나타난 글로컬라이제이션

본 논문은 유럽연합이 보고서나 공식홈페이지 등을 통해 표명하고 있는 아젠다 및 실행 중인 문화ㆍ교육정책 프로그램들을 분석하는데 목적이 있다. 유럽연합이 지식기반사회에 대응하여, 다문화사회에 대응하여, 세계화에 대응하여 각각 어떠한 아젠다를 가지고 정책적 전략을 설계하고 있는지를 논의해보려는 것이다. 여기에 해당하는 키워드는 각각 사회적 포용(Social Inclusion), 문화 간 대화(Intercultural Dialogue), 글로컬라이제이션(Glocalization)이 될 것이다. 이러한 아젠다를 기반으로 유럽연합은 ‘글로컬’ 문화정책을 추진해나가고 있는 것이다. 본 논문을 통해 우리는 결론적으로 하나의 유럽식 사회 모델을 도출해볼 수 있다. 이는 자본주의에 기반한 미국화(Americanization)로 불려지는 획일적 세계화에 대한 또 다른 대안으로서의 가능성을 보여주는 것이라 하겠다. The purpose of this paper is to present agenda of cultural policy in the European Union. For this study, agenda expressed officially and cultural policy in the European Union will be analyzed in detail. I will discuss how to design policy and strategy in the European Union in the face of knowledge based society, multicultural society and globalizing world. Three relevant key words will be social inclusion, intercultural dialogue and glocalization. Based on these agendas, European Union is pushing forward glocal cultural policy. In addition, agenda of cultural policy in the European Union will provide an in-depth discussion of European social model on this paper. Perhaps this can show other possibilities against americanization called aggressive and selfish capitalism.
