농지역모기지제도 도입을 위한 농지가격 장기예측모형 설정

본 연구는 농지역모기지제도 도입을 위한 농지가격의 장기예측모형의 설정방안을 제시하고자 한다. 이를 위해 1987년부터 2007년까지 논과 밭 가격의 추세를 분석하고, 동일기간 농지가격 및 회사채수익률의 시계열의 추세적 안정성을 검정하고, 회사채수익률을 사용하여 농지가격의 예측을 위한 할인율을 산정한다. 분석결과, 논과 밭 가격의 추세는 유사하였으나, 상대적으로 밭의 가격이 약간 높은 것으로 나타났다. 농지가격추세는 다른 부동산에 비해 변동 폭이 작으며, 변화시계열도 안정적인 것으로 분석되었다. 또한 농지가격과 회사채 수익률을 활용한 순할인율 역시 안정적인 것으로 판명되어, 이를 활용하여 장기농지가격 예측모형을 제시하였다.

본 연구의 목적은 환경질에 영향을 미치는 환경지표들간의 인과관계를 규명하는 것이다. 이를 위해서 본 연구는 환경지표 개발 체계 중 DPSR 모형에 따라 환경지표를 선정한 후 127명의 환경전문가를 대상으로 인터넷을 이용한 설문조사를 실시하여 환경지표에 대한 인식수준을 조사하였다. 본 연구에서 구동력, 환경부하, 환경상태, 환경대응을 구성하는 7개의 환경지표군이 환경질에 미치는 직·간접적 효과의 크기, 인과방향, 상대적 기여도를 경로분석을 이용하여 분석한 결과, 환경질에 가장 큰 영향을 미치는 것은 환경정책이었으며 다음으로는 환경오염으로 나타났다. 따라서 환경교육의 확대, 환경기술의 개발, 국가와 민간의 협력체계 구축 등 환경정책지표들에 대한 수준을 높이는 것이 환경질을 개선시키는데 가장 효과적이라 판단된다.

This paper addresses the administration reform of the local government by the information technology. It especially focuses on the direction of local administration reform, based upon the information communication technologies, and levels of administration information communication and citizen participation on the local e-government website. The territory of administration will be divided into the real and virtual world. The latter is the electronic processing sector of administration information in the back-side of electronic government website. The former is the real world, which is the front-side of the EG website, where the citizens get the administration information and require the citizen appeal settlement through the electronic government website. Following the level of web- based technology and citizen participation, this paper will develop three types of EG-Government Leading EG, Interactive EG, and Citizen Leading EG. This research notes the development directions of each type EG which includes the citizen participation and administrative development processes using information technologies such as the web-based and information communication technologies and finally suggests the direction of local administration reform on the local e-government website.
