Institutionalized cooperation among local actors has played a pivotal role in the successful achievement of local development in Jinan-gun and Wanju-gun in Jollabuk-do. Local actors of two regions have cooperated to make a collective breakthrough among various domains of local politics, public administration, social movements, and the grassroots. In the pathway of local development in these regions, the institutionalization of local politics to negotiate and compromise the disparate interests and motives has been regarded as an important issue to the evolution of the cooperative local development strategy. The goal of this study is, first of all, to analyse the co-evolution of the intertwined and complex relationship between the governing coalition and the local development project of Jinan-gun and Wanju-gun. Secondly, this study examines the reason why their regimes have distinguishable differences in the structural layer, even though the two local development projects share similarities in several ways. Thirdly, this study presents implications for policies and theories concerning the local development strategy based on ‘social economy’.
농촌형 주거기준 제정을 통한 농촌 주거정책 개선 방향 연구

This study aims to derive the rural housing standard from suggesting ways to improve rural housing policies. In rural communities, as the process of de-farming accumulated for decades, the lifestyles and demands for living in rural areas changed significantly. In this situation, it is necessary to change the paradigm of rural housing policy. Existing policy sets are not fully equipped with objectives and means to improve the quality of rural housing. Most of them focus on physically improving the vulnerable residential environment in rural areas. For rural housing policy to have a comprehensive framework, it is necessary to start with the composition of procedures to improve and supplement the residential environment’s vulnerability. Therefore, there is a need to address the disadvantages of rural residential life and concrete policy countermeasures to ensure rural housing quality. Rural housing standards are divided into mandatory standards and recommended standards by reflecting the current policy conditions and priorities in stages. Among them, the mandatory standards are legally obeyed, or items that impact the quality of life. On the contrary, the recommended standards focus on how the policy measures have not yet been reorganized or should be handled gradually.
커먼레일 디젤기관의 착화지연기간에 미치는 Pilot 분사의 영향

Recently, high oil prices and the air pollution have become serious social problems, so the world class diesel engine manufacturers make an effort to study the high combustion efficiency as well as low emission of noxious gas. These days, Diesel engine can emit lower exhaust gas than gasoline one because Common Rail system on which electrical control is combined with high pressure injection system, Turbocharger, and DPF(Diesel Particulate Filter) which is an equipment to decrease exhaust gas. Especially, the pilot injection that is one of the combustion improvement method is a small quantity of fuel injected before the main injection. This strategy is effective in the reduction of the combustion noise, vibration and NOx emission which are the biggest characteristic of diesel engine. The object of this paper is to study ignition delay period and combustion process after ignition of diesel fuel with pilot injection by using equipment which can control injection pressure, quantity, and timing regardless of engine rpm. The ignition delay period is defined as the time interval from fuel injection to detection of the first hot flame by photo sensor. Flame photos were taken' by high speed camera to analyse combustion process after ignition.
