This study was undertaken to find out effective evaluation methods according to diagnostic, formative, and summative evaluation functions. For this purpose, one chapter titled 'Handling electrics' was investigated in practical arts textbook for the 4th grade students of an elementary school. The conclusions were as follows; 1. In investigating technical experiences and environments by diagnostic evaluation, there was high correlation(90%) between possession of tools and experience in using them. 2. Technical environments had high variable differences between districts. These differences were found to be affected by student's housing environment, parental occupations, hobbies in the family, etc.. 3. On investigating attainment levels(fixing ratio) based on learning experience, therefore classes(learning group) can be established at the same level for each group. Consequently the purpose of it is getting to teach a lesson suitable to the basis. 4. In the evaluation process of the guidance plan, evaluation information should be found out through the student's behaviour. Self-evaluation circuit of the guidance plan should be formed by the teacher, based on a temporary estimate of it. 5. In the measurement of learning achievement, the behaviour process most importantly should be estimated at the same time as the attainment level(fixing ratio) of learning achievement. 6. The methods that investigate a accuracy of the technical elements(factors) in the behaviour process in the paper should be found out. And then, simultaneously, they can be used in measuring the achievement of technical learning.
