Recognizing the importance of rebuilding New Orleans, this paper aims to analyze the rebuilding policies for New Orleans and compare those with an alternative policy which can make the city more sustainable, less vulnerable and more equitable. For this comparison, it analyzes four rebuilding policies as follows: Urban Land Institutes`s Policy, the Bring New Orleans Back Commission`s Original and Revised Policy, and Policy of Cherokee, IA. It is important that rebuilding New Orleans means not only rebuilding homes but also the lives and futures of people who has lived in the city.

부산시 노인 인구의 공간적 확산과 집중 -2000년~2010년 집계구 자료를 중심으로-

이 연구는 부산시 노인 인구의 공간적 확산과 집중을 분석하는 것을 목적으로 한다. 최근 노인 인구의 증가가 중요한 사회이슈로 대두되고 있다. 부산은 특히나 대도시 중 가장 빠른 노인 인구 증가율을 보이고 있어 다양한 도시문제로 이어질 가능성이 상대적으로 높다. 이에 노인 인구의 공간적 분포뿐 아니라 시간에 따른 변화를 정확히 파악하는 것은 이러한 도시문제를 선제적으로 대비할 수 있다는 점에서 중요하다. 이를 위해 통계청에서 발행하는 가장 작은 공간 단위인 집계구를 대상으로 군집분석과 공간통계기법을 이용하여 노인 인구의 공간 분포의 변화를 분석하고자 한다. 분석 결과는 부산의 노인 인구는 2000년~2010년 사이 공간적으로 광범위하게 확산되어 왔으며, 동시에 특정지역으로 집중이 강화되어 왔다는 걸을 보여준다. 부산의 대부분의 지역이 2010년 이미 고령·초고령지역으로 변화되었으며 연구기간동안 노인/노후유형으로 변화된 지역이 4개의 권역에 고루 나타나고 있다는 점은 노인 인구의 공간적 확산을 설명한다. 동시에 초고령지역이 구도심지역과 도시외곽에 집중적으로 분포하고 연구기간동안 구도심으로의 집중현상이 더욱 강화되고 있다는 공간통계분석 결과는 부산에서의 노인 인구의 공간적 집중이 심화되고 있음을 의미한다. 이러한 노인 인구의 이원화된 공간 분포에 대한 이해는 노인인구 증가로 인해 야기되는 도시 문제를 완화하는 정책을 개발하는데 기반을 제공할 수 있다. This study aims to analyze the expansion and concentration of the elderly in Busan. The recent increase in the elderly population has become an important social issue. Busan, in particular, has the fastest growth of this population among large cities, which is likely to lead to various urban problems. Therefore, it is important to grasp not only the spatial distribution of the elderly population but also the changes over time in order to preemptively prepare for these urban problems. This study id to analyze the changes in the spatial distribution of the elderly by using cluster analysis and spatial statistics techniques for Census Tract, the smallest unit of space issued by the National Statistical Office. The analysis results show that the elderly in Busan has been widely spread between 2000 and 2010, while this population, at the same time, has been concentrated in the specific areas. The most areas of Busan were already transformed into "elderly/old house" type in 2010 and this type has been evenly distributed in four zones during the study period. And Super-aged areas have been concentrated in the old urban areas and urban fringe areas. An understanding of the dualized spatial distribution of this elderly population can provide the basis for developing policies to alleviated urban problems caused by the increase in the elderly population.

The purpose of this study is to review the relationship between environmental assessment (EA) and land use planning through the theoretical and practical perspective. Theoretically, this research studies environmental land use planning incorporating with environmental assessment. Practically, through the review on EA review opinion in Korea Environment Institute for recent 10 years, environmental land use mitigations are investigated. The results of this study are as follows: first, there have been new and innovative review criteria and mitigation methods in environmental assessment; second, land use mitigation tools have been mostly used in environmental assessment; finally, there is a need for mediating role by land use section in EA review system.
