지방선거의 유권자 투표 선택, 정당인가 후보인가? : 6.2 지방선거와 서울시의 사례

This research analyzes the degree of influence of the party and the candidate on the voters' choice in the case of the 6.2 local election. Party and candidate are the deciding factors in major and competitive elections, and this paper first compares the answerability of the party factor and the candidate factor through analyzing the set data of the results of the elections in fifteen local governments across the country. Next, it provides an in-depth analysis of the influence of the individual behaviors as one of the deciding factors, in the case of the Seoul Mayoral election. As a result of the analysis, the assessment on the performance of the ruling party and its candidates' capacities had the most decisive influence over the voters' choice, and the assessment on the competing candidates' capacities had significant influence as well. In sum, local election could be regarded as an interim assessment of the current administration and the ruling party and thus, the party factor was proved to be a core factor in voters' decision. However, the effect of the party factor can bring about a different result depending on the candidate factor. 이 연구는 6.2 지방선거를 중심으로 유권자의 후보 선택에 관한 경쟁적 설명변수인 정당 요인과 후보 요인의 영향력을 경험적으로 분석한 것이다. 먼저, 전국 15개 광역자치단체의 단체장 및 비례 대표의원선거의 집합자료 분석을 통해 정당 요인과 후보 요인의 설명가능성을 검토하였다. 다음으로 서울시장 선거를 사례로 개인 행태 차원의 투표 결정 요인을 심층 분석하였다. 분석 결과 유권자의 투표 선택에는 정부 여당 및 여당 후보 역량에 대한 평가가 가장 결정적이었으며 여기에도 전 후보의 역량 평가가 영향을 미치는 것으로 나타났다. 종합하면, 지방선거의 정부 여당에 대한 중간평가 성격으로 인해 정당 요인이 유권자의 투표 결정에 핵심 요인이라는 것이 확인되었지만, 그 효과는 후보 요인에 따라서 다른 결과를 초래할 수 있다는 것이다.

장애인고용정책의 문화이론적 분석

이 연구는 장애인고용정책의 설명을 위해 Douglas와 Wildavsky의 문화이론을 도입하여 문화적 분석을 시도한 것이다. 이는 사회적 가치와 신념 및 구성원들 간의 사회적 관계를 혼합하여 문화에 관한 체계적 유형론으로 정립된 문화이론은 장애인차별 및 고용문제와 같은 문화적 민감성이 높은 정책이슈들에 내재하는 가치 갈등의 문제를 설명하는데 유용하기 때문이다. 연구는 장애인고용정책의 문화론적 접근의 필요성과 가능성을 검토하고, 운명주의· 계층주의· 평등주의· 개인주의의 4가지 삶의 양식으로 구분되는 문화유형에 따라 장애인고용의 정책논리와 양상을 살펴보고, 한국의 장애인 고용과 정책에 대한 문화론적 분석으로 이루어졌다. 분석결과를 통해 장애인고용문제는 운명주의와 계층주의적인 삶의 양식, 형식적 평등주의와 실질적 계층주의의 정책, 그리고 개인주의적 삶의 유형이 혼재하는 평등주의 지향의 장애인운동 속에서 가치갈등을 내포하고 있음을 보여주었다. 이를 토대로 장애인차별을 해소하고 평등과 사회통합을 실현하는 바람직한 장애인고용저책을 위해서는 직업재활과 개인적 서비스 공급에 한정되는 계층주의를 극복하고 적극적 고용정책을 처방하는 평등주의적 삶의 양식의 실질적 확립을 위한 문화변용자로서 역할 수행이 필요함을 시사하였다. This study aims to explain the process of the employment policy for people wlth disabilities by applying cultural theory developed by Douglas and Wildavsky. Cultural theory proposes four ways of Iife as culture types wlth the two dimensions of group and grld. Those four ways of Iife are hierarchy, fatalism, egalitarianism, and indivldualism. Using thls analysing lens of cultural theory, in this article, I attempt to provide cultural interpretations on the disable's way of Iife, a way of Iife Iied at the basis of the employment policy for the disabled, and the way of Iife intended by the emerging disability movement. This research shows that issues of the disabled employment take a value conflict situatlon which it is mixed characteristics of fatalistic or hierarchic way of Iife in labor market and features of hierarchic or egalitarian way of Iife in area of pubic policy for people with disabilities. The paper concludes with a proposal for a cultural view of publc policy as a catalytic agent for acculturation and asserts that the civic movement and public policies for people with disabilities should be focused in the intervention toward the egalitarian way of Iife.

지방정부의 시민접촉에 대한 사회자본의 영향

이 연구는 보다 대응성과 책임성 있는 정부를 위해서는 시민주도적인 참여가 필요하다는 인식 하에, 지방정부의 시민접촉에 미치는 사회자본의 영향을 실증적으로 분석한 것이다. 이를 위해 사회자본의 정치적 효과에 관한 이론적 논의 및 관련 선행 연구의 검토를 통해 지역적 차원의 사회자본과 시민접촉 관계에 관한 분석 틀을 구성하였다. 분석에 사용된 사회자본 변수에는 대인신뢰, 단체신뢰, 정부신뢰, 수평적 연결망, 수직적 연결망, 공동체주의, 사회적 이타심, 관용성, 공정성 등이다. 종속변인인 시민접촉은 사회적 동기의 지방공직자에 대한 접촉 수준으로 측정되었다. 분석을 위한 자료는 도시와 농촌 각각 1개지역의 주민들을 대상으로 한 서베이를 통해 수집되었다. 분석 결과 사회규범과 수평적 연결망, 그리고 정부신뢰가 시민접촉을 가장 잘 설명하는 의미 있는 중요한 변수들인 것으로 나타났으며, 이를 토대로 사회적 접촉의 설명력을 제고할 수 있는 사회자본 중심의 새로운 이론적 모형의 가능성을 제시 하였다.

경상북도 경력단절여성 재취업지원정책의 실효성 제고방안

The purpose of this study is to examine ad appraise the implementation of policies for career interrupted women and suggest the policy tasks to improve the performance of it. To accomplish this, the focus group interview with policy interests--career interrupted women, working women, public service provider, business executives--in Gyeongsangbuk-Do is used by the method of research. Findings of this study show that it is not achieved a satisfactory level of performance and public awareness of supporting policies for career interrupted women. This study suggests as policy recommendations that the supporting system of reemployment centers for women be reinforced, infant and children care services for career women be designed to encourage access, and policies supporting the coexistence of work and family be developed. 본 연구는 경력단절여성의 재취업지원정책이 실제로 어떻게 이행되고 있는지를 점검하고 정책 이해관계자들이 생각하는 문제점 분석을 통해 실질적인 정책개선을 위한 과제를 도출하고자 한 것이다. 이를 위해 경상북도를 사례로 이해관계자 집단을 대상으로 한 FGI를 활용하여 경력단절여성 재취업지원정책의 정책성과를 점검하고 실효성 제고를 위한 방안을 제시하고자 하였다. 분석결과, 경력단절여성의 재취업지원을 위한 정부의 정책적 노력에 불구하고 정책개선 속도와 현장의 정책체감도는 기대한 정책성과를 거두지 못하고 있는 것으로 나타났다. 이에 따라 정책실효성 제고를 위한 개선방안으로 여성새로일하기센터의 운영효율성 제고, 돌봄지원 서비스의 확대, 일가정 양립환경 조성을 위한 제도적 지원 강화 등이 필요함을 제시하였다.

시간선택제 여성일자리의 확산 가능성 진단

이글은 경북지역을 사례로 하여 시간선택제 일자리가 지속적으로 확대되어 갈 수 있는 지를 진단해보기 위한 것이다. 이를 위해 일자리공급메커니즘을 기반으로 하여 시간선택제 일자리의 수요자(구직여성)와 공급자(구인업체)를 대상으로 시간선택제 일자리에 대한 인식과 실태를 조사, 분석하고 시사점을 논의하였다. 분석결과를 바탕으로 할 때, 경북지역에 시간선택제 일자리의 확산 가능성은 긍정적으로 평가할 수 있었다. 다만, 본 조사의 응답자들의 인식 속에서 시간선택제 일자리가 ‘어느 정도 수준의 양질’인가에 대해서는 명확하지 않았다. 시간선택제 일자리 확산을 위해서는 우선적으로 시간선택제 일자리에 적합한 직종이 개발되어야 하며, 적합한 직종은 근로조건과 임금수준이 양호한 전문성 있는 여성친화적 시간제 직종으로 고려해야 할 것이다. 그리고 해당 직종의 구인업체가 요구하는 적격한 인력양성을 위한 교육훈련 및 취업연계 서비스를 제공할 수 있는 여성일자리지원체계가 동시에 마련되어야 할 것이다.

장애인고용정책집행의 평가 : 집행부실과 문제점 진단 Some problems of incomplete implementation

이 연구는 체계적인 집행과정 분석모형의 구성과 적용을 통해 장애인고용정책의 미진한 집행결과를 설명하고자 하였다. 이를 위해 정책결정과 집행의 연계성에 대한 이론적 논의를 검토하고, 집행결과에 영향을 미치는 핵심적 변수들(정책체계, 정책도구, 정책대상, 정책결정과정의 특징)을 도출하여 분석 틀을 제시한 뒤, 이를 장애인고용정책 사례분석에 적용하였다. 분석결과, 1) 조직간네트워크의 적절한 조정 결핍, 공단의 전문성 부족과 재정적 책임의 민간 의존 등 집행체계의 결함, 2) 정책도구선택의 편향성과 낮은 규제수준, 그리고 3) 피규제집단인 기업주의 장애인고용정책에 대한 적대적·소극적 반응 등이 부실한 정책결과를 초래한 것으로 파악되었다. 이러한 집행과정상의 문제점은 1)정책내용의 불명확성, 2)정책논리의 결핍, 3)정부 책임의 상징성, 4)잠재적 이익갈등의 봉합 등 장애인고용정책의 결정과 정상의 특징과 밀접한 관계가 있는 것으로 나타났다. This paper examines some problems of incomplete implementation, focusing on the major factors of influencing policy implementation for the disabled's employment. The article reviews the major theoretical studies of implementation discussing the interactions between policy formation and implementation. On the basis of the review, an analytical framework of implementation is developed, consisting of the following components; implementation system, policy instruments, critical actors, policy-making, and implementation outcome. According to the findings of this study, the poor implementation outcome of the policy for the disabled's employment is influenced by some problems in the implementation phase. It is suggested that problems of implementation process are affected by the characteristic of policy formation.
