본 연구는 경유로 오염된 토양으로 부터 열적처리 조건에서 총석유계탄화수소(TPHs)의 제거효율을 조사하여 열탈착 및 열역학적 특성에 대한 기초자료를 얻고자 한다. 잔류 TPH 분석시 적정 열처리 온도는 300℃로 설정함이 바람직하고, 비등온적 조건에서 열탈착특성은 약 280℃까지는 탈착에 의한 열흡수가 일어났고, 그 이후로는 열분해에 의한 발열반응을 나타냈다. 전환율에 따른 Freidman 및 Ozawa model식에 의해 활성화 에너지와 상관계수는 전환율( ) 0.75까지 Freidman model식에서는 각각 평균 12.40 kcal/mol, 평균 0.83이었으며, Ozawa model식의 경우 각각 평균 19.63 kcal/mol, 평균 0.90이었다.

The Framework Act on Intellectual Property(FAIP) was passed at the National Assembly plenary session on April 29, 2011 after having been enacted in consultation with all the governmental departments concerned. Recent trend of economic globalization and smart media innovation suggest new opportunity and big challenge for Korean economy. In order to achieve US$ 30,000 per capita income in coming future soon, Korea is in the moment to take innovative approach for strengthening the knowledge competitiveness of Koran economy. At the macro level, investment on R&D should be increased and industrial renovation is needed to develop and expand knowledge industry. Korea should set up national policy to strengthen knowledge competitiveness of government, research institutions, and enterprises. Above all, FAIP would play great role in strengthening social infrastructure to enhance the knowledge capacity of Small and medium-sized enterprises(SMEs) and of region. According to FAIP, National Intellectual Property Steering Committee will be established comprising ministers concerned and opinion leaders of Korean society in July, 2011 in order to function as the control tower of national intellectual property policies. If the Committee do its best in harmonizing all the voices from society and in executing various policies in order to reform Korean economy at regional level and also at national level, Korea will be the power house of the world in the field of intellectual property in the near future. This article introduces the background of enacting FAIP and legislation processes and clarifies the legal characteristics and meaning of the Act. It explains the overall structure of FAIP and individual articles of the Act. At the last part, it suggests some major policies to be implemented in the national framework envisaged in FAIP. 지난 4월 개최된 국회 본회의에서 지식재산기본법이 통과되었다. 17대 국회에서부터 법 제정 필요성에 대한 사회적 논의가 본격화되어 오랜 기간 동안 많은 논의를 거쳐 드디어 18대 국회에서 지식재산기본법이 제정되어 곧 시행을 앞두고 있다. 최근의 글로벌 경제의 심화와 스마트 혁명의 진전은 우리 경제에 새로운 기회를 제공하는 한편 큰 도전으로 다가오고 있다. 조속한 시일 내에 소득 3만 불의 선진경제로 도약하기 위해서는 우리나라도 거시적으로는 연구개발에 대한 투자를 확대하고, 지식서비스 산업 중심으로 과감하게 산업구조를 재편하고, 우리기업의 지식재산 역량을 강화하기 위한 범국가적 정책을 수립하여 정부, 기업, 연구소 등이 총체적으로 지식경쟁력을 높여나가야 한다. 금번에 제정된 지식재산기본법은 특히 우리 중소기업과 지역의 지식역량을 제고할 수 사회적 인프라를 강화하는데 큰 디딤돌로 작용할 것으로 기대된다. 향후 지식재산 기본법 시행에 따라 국가지식재산위원회가 설치되고, 민관이 함께 집단 지성을 발휘하여 우리 사회에서 지식재산의 가치가 최대한 발휘될 수 있는 사회적 여건과 제도적 기반을 조성하고, 국가지식재산 기본계획에 따라 중앙 정부와 지방 정부가 힘을 합쳐 지식재산 정책을 체계적으로 추진한다면 대한민국이 명실상부한 지식재산 강국으로 도약해 나갈 수 있을 것으로 기대한다. 이 글은 지식재산기본법 제정을 추진하게 된 사회적 배경과 입법 절차를 소개하고, 지식재산기본법의 법적 성격 및 의미를 밝히고, 최종 공포된 지식재산기본법의 전체 구성과 조문별 내용을 설명하며 향후 정책방향 및 주요 과제를 제시함으로써 범국가적으로 추진해 나갈 지식재산강국 실천전략이 지식재산기본법이라는 법적 테두리 내에서 어떠한 방식으로 조문화되어 있으며 향후 구체적 정책으로 추진될 수 있는지를 밝히고 있다.
