        연안지역 이해상충 해소를 위한 평가구조 추출에 관한 연구

        우리 나라에서는 연안지역을 이용할 때 다양한 이해주체들간에 의견이 대립되고 있다. 그러나, 선진국과 같이 이해상충 해결을 위한 중재자의 활발한 활동, 이해갈등해소 프로그램의 운영, 정책의 일관성과 지속성 및 연안관련법의 연관성 등이 잘 정비되어 있지 못하여, 연안지역에서 이해상충이 발생될 시 큰 사회적 파장을 가져오고 있다. 이러한 문제를 개선하고자, 본 연구에서는 연안지역을 이용할 때 상충되는 이해주체간에 합리적인 의사결정을 도출 할 수 있도록 객관적이고 정형화된 평가 기준을 제시하는 것을 연구의 목적으로 하였다. 연구의 방법은 시스템의 평가구조를 유효하게 추출하는 주성인 분석법을 사용하며, 설문은 보존과 환경에 관련된 연구소, 환경단체, 지역주민을 포함하는 전문가 집단, 개발 및 이용에 관련된 정부, 지방자치단체, 지역연구소에 소속되는 전문가 집단 및 관련 분야에 연관되는 대학교수, 연구원 등의 연구분야의 전문가집단으로 구성된 전문가 자문단을 대상으로 실시하였다. 연구의 결과 이해상충 조정을 위한 객관적인 평가구조는 총 5개의 대표속성 및 35개의 복합적인 세부속성으로 구성되어 있음을 확인 할 수 있었다. 연구결과 도출된 평가구조는 중재자의 활동 및 합리적인 의사결정을 기대하기 어려운 우리 나라 현실에서 상충해소를 위해 큰 역할을 할 것으로 기대되며, 관련분야 및 후속연구에도 큰 도움을 줄 수 있을 것으로 사료된다. Currently serious conflicts arose for the use of coastal area in Korea. However, there is no mediation program or mediators` activities for conflict resolution which are shown in the developed countries. Even though, the MOMAF(Ministry of Maritime Affairs and Fisheries) was established in 1997 and the Division of Coastal Zone Management under the Ministry took over the authority to establish ICM program and formulated the CZMA(Coastal Zone Management Act) in 1998 after understanding the seriousness of coastal degradation due to the importance of coastal zone management and the understanding of dispute resolution, it still lacks consistency among legislative power on the continuous policy for wise coastal use and management which results coastal conflicts. The objective of this study is to lay the evaluation criteria for the formalized objective evaluation among disputants of coastal conflicts for the better understanding and characterizing of coastal conflicts in Korea. In order to do so, this study has adopted the PCA(Principal Component Analysis) for the subtraction of the components of evaluation mechanism to describe the present conditions of conflicts in the selected study area(Sihwa lake), to analyze the problems, and then to explore alternative approaches for resolving the conflicts. As research methodologies, we have depended upon literature review and field survey methods. As field survey methods, we employed structured questionnaires for the various samples from the experts of research institutes, professors, representatives of NGOs and citizens. Survey results suggested that 5 representative elements comprising 35 detailed elements could be identified. Based on these results, this study was able to identify and classify the evaluation mechanism and help to resolve coastal conflicts in Korea.

      • MDMG-HFP법과 퍼지역평가법을 이용한 상해 및 북중국과 우리 나라 컨테이너항만의 경쟁력분석에 관한 연구

        The competitive environment of Northeast Asia's intra-shipping ports is expected to change greatly due to the remarkable economic growth of China in which rapidly appeared as a production base of the world. The inter-port competition to preoccupy the hub port within the area is also expected to be much more severe. In this aspect, this study is to survey and analyze the development and status of North China's ports including Shanghai where direct calling is taking place, to consider the spreading effects on Korea's ports, and to draw up a plan for improving Korea's port competitiveness. The research scope is to cover the subjective ports of Korea and China's 7 major ports (Busan, Gwangyang, Sanghai, Qingdao, Tienjin, Dalian and Kaoshuing). The substance of this study contains the extraction of port competitiveness components through the previous existing studies and the pilot test and factor analysis which reflect the opinions of working-level personnel and researchers related to the subjective ports. The evaluation structure of port competitiveness is established by utilizing the results of factor analysis. Then, we extract the relevant port competitiveness using MDMG-HFP(Multi Decision Multi Group-Hierarchical Fuzzy Process) to execute the competitiveness evaluation of the subjective ports on the basis of the established evaluation structure. Finally, we draw the factors that increase the competitiveness of major ports by applying the IRFE(Inverse Relation of Fuzzy Evaluation), and present Korea's strategic planning and implications through the scenario analysis of the extracted components.

        중소형항만의 화주유인증대를 위한 모형개발에 관한 연구 -군산항을 중심으로-

        Although the small and medium ports are actually competing with various strategies, the definition and structural understanding of small and medium ports are not known very much. Therefore this study has launched from this fact, and has the objective of obtaining the structural model for increasing shippers' attraction of small and medium ports. The process began by abstracting the components that composed the success factors through recent research, and grouping it by FA(Factor Analysis) method. Also, by using the FSM(Fuzzy Structural Modeling) method to understand the structure of the grouped components, and the structural model for increasing shippers' attraction of small and medium ports was able to obtain as the result. When analyzing the obtained structural model, easiness of shipment, connection to hubport and efficiency of hinterland network came out to be the most important component groups.

        군산자유무역지대 활성화를 위한 개발방향 구조분석에 관한 연구

        우리 나라가 속해 있는 동북아지역은 동남아시아와 더불어 세계 물류의 중심지 및 생산공장의 역할을 수행하고 있다. 특히 동북아시아를 선도하고 있는 한국, 중국, 일본의 경우 동아시아의 물류 거점역할 선점과 글로벌기업 유치를 위하여 다양한 Free Zone제도를 제정ㆍ도입하여 활성화에 노력을 기울이고 있다. 이러한 상황에서 동 제도의 시행초기 단계에 있는 우리 나라의 경우, 주변국을 벤치마킹하여 성공요인을 찾는 것이 시행착오를 줄이고 경쟁의 우위를 확보하는 지름길이 될 것이다. 한편, 주변국의 Free Zone들은 다양한 전략을 가지고 경쟁을 하고 있으나, 우리 나라의 경우 자유무역지대 활성화 전략에 포함되는 구성요소간의 종속관계, 계층파악 등의 시스템적인 차원에서의 접근은 전무한 실정이다. 따라서 본 논문은 이러한 점에 착안하여, 군산 자유무역지대(Free Trade Zone) 성공요인을 파악하고, 이를 바탕으로 하여 군산자유무역지대 활성화를 위한 구조모델을 FSM법을 사용하여 구축하는 것을 연구의 목적으로 하였다. Although the Free Trade Zone(FTZ) are actually competing with various strategies, the definition and structural understanding of activation strategies are not known very much. Therefore this study has launched from this fact, and has the objective of obtaining the structural model for activation strategies in Gunsan FTZ, and understanding the components of activation in these region. The process began by abstracting the components that composed the success factors in FTZ through recent research, and grouping it by the most core components. Also, by using the FSM(Fuzzy Structural Modeling) method to understand the structure of the grouped components, and the structural model for activation of FTZ was able to obtain as the result. When analyzing the obtained structural model, expansion of tax reduction, flexibility of law systems and good business environment came out to be the most important component groups, and especially flexibility of law systems and good business environment were the most effective component that effected all the other components overall.

        자유지역 통합관리시스템 구축 방향에 대한 연구

        동북아시아를 선도하고 있는 한국, 중국, 일본의 경우 동아시아의 물류 거점 역활 선점과 글로벌기업 유치를 위하여 관세자유지역 및 자유무역지역을 포함한 다양한 Free Zone제도를 제정ㆍ도입하여 활성화에 노력을 기울이고 있다. 그러나 우리 나라 Free Zone의 경우 지역적으로 인접하고 직접적인 경쟁관계에 있는 중국 및 일본의 제도와 비교하여 보아도 경쟁을 주도 할 만한 개발형태 및 시스템 등이 미약하여 사업자체의 부진을 면치 못하고 있다. 특히 물류의 원활한 흐름을 보장하는 통합관리시스템의 경우 초보 구상단계에도 미치고 있지 못한 실정이다. 이러한 측면에서 본 연구에서는 Free Zone 지역을 총괄 관리하고 유출입 물동량의 투명한 관리를 위한 Free Zone 통합관리시스템을 개발하는 것을 연구의 목적으로 하였으며 연구의 결과, Free Zone 통합관리시스템의 개념적 틀을 완성하였다. The Northeast region where Korea is situated has been playing a crucial role in centering global logistics and production factories together with Southeast Asia. Especially, Korea, China and Japan leading Northeast Asia have made every effort to activate them by enacting and introducing a variety of Free Zone systems including Customs Free Zone and Free Trade Zone in order to preoccupy the role of East Asia's logistical hub and induce global enterprises. Compared to the Free Trade Zones of China and Japan that lie adjacent to and directly compete with Korea, the Free Zone system of Korea has faced difficulties in the undertaking itself because of the weaknesses of development types and systems to lead the relevant competition. In particular, it is immature in conception for the integrated management system to guarantee the smooth flow of logistics. In this respect, the purpose of this paper is to present the conceptional frame that can design the integrated management system for the transparent management of the logistical flows in the area of the Free Zone. The conceptional frame presented in this paper is to be applied to the Customs Free Zone and Free Trade Zone which has enforced in Korea.

        AHP법을 이용한 한중간 물류네트워크 구축에 따른 우선과제 평가에 관한 연구

        It is an urgent problem that Korea logistics enteprises' expansion of advance into China market and the logistics network establishment between Korea and China to back up the former are to be solved. Accordingly, the purpose of this study is to deduce the subjects to establish the logistics network between Korea and China, and to evaluate the priority order. The results of this research are as follows: <br/> First, we conducted face-to-face interviews on the advisery group in China and Korean enterprises which advanced into China, and drew out 6 promoting subjects to build the logistics network between the two.<br/> Second, the AHP model was adopted, which is a multi-criteria?multi-hierarchical decision making method, to draw out the weight and priority order of the deduced 6 promoting items.<br/> Third, the resultant priority order of the promoting subjects is as follows: No.1 - to establish the distribution & logistics support center by region(0.3900); No.2 - to support various taxes in investing the logistics business abroad(0.1980) ; No.3 - to improve the management of CIQ(0.1958); No.4 - to back up the joint-venture of logistics firms(0.1169); No.5 - to enhance trade and foreign policies to deregulate the entry into logistics markets(0.0536); No.6 - to construct the logistics information system of China(Northest Ssia)(0.0458). <br/> This paper resulted in finding out Korea logistics enterprises that have not secured their own inland-transport network in China and the actual difficulties of Korean enterprises with using the inferior network that advanced into China. These problems were developed into the analysis adopting the AHP method, and the significancy of this paper is to present the priority order of promoting problems using a sophisticated technique.

      • 부산항 재개발 대상지의 개발우선순위 평가 및 개발방안에 관한 연구

        Korea has designated 28 trade ports and 22 coastal ports under the Ports Act. If fishery ports and small inlets are counted, the number amounts to hundreds of ports. However, untimely and inefficient maintenance and repair works face Korean ports with functional loss, decreasing efficiency, and even catastrophe. Thus, further examinations on the maintenance or redevelopment of ports in Korea are urgent.<br/> Since the Korean War and the higher economic growth period in the 1970s, Busan Port has developed in a variety of ways, according to the necessity of social conditions at any given time, without any development philosophy or systematic long-term master plan. As a result, ports and coastal industrial facilities have rushed to gather around the present North Busan Port, which has taken on mixed functions between ports and cities, adversely affecting several of their interactions. To resolve these circumstances, several redevelopment schemes were suggested for centering the old zone in the Busan Port interim. However, comprehensive evaluation and redevelopment schemes combining functions of both ports and cities, and effectively utilizing coastal zones have never been presented.<br/> In this respect, this study sets the priority order of the extracted unit project. This study analyzes the existing functions and facilities of Busan Port, extracting facility zones through redevelopment which is certain to fail or to decrease in efficiency. Furthermore, this study presents status and development directions of specified redevelopment unit projects of higher priority order, and pursues the integrated plan of efficiency for Busan Port.
