        국방로봇 신속 전력화를 위한 운용개념 수립 방법론 및획득체계 개선방향

        The purpose of this paper is to suggest the methodology for the establishment of operational concept for speed-up of defense robot and improvement direction of the defense acquisition system for the defense robot. In order to achieve this goal, the current defense acquisition system was analyzed into long-term planning, mid-term programming, and project execution stages. And I suggest the methodology for the establishment of operational concept for speed-up of defense robot and direction of development of the defense robot acquisition system considering the characteristics of the robot in terms of core technologies of robot, robot ecosystem and effectiveness-based-robot-design, respectively. Based on the methodology for establishment of the operational concept of defense robot and development direction of the defense acquisition system presented in this study, it will be possible to design efficiently the defense robot in the future.

        전투실험을 통한 『국방개혁 기본계획』 육군 보병사단 부대구조 보완방향 연구

        Due to the difficulty of executing the Defense transformation plan, it is critical to verify mission capabilities and compensate for its detected weakness. The mission capabilities of the present and future units were verified and 32 experiments with three factors including manpower, firepower, obstacles were analyzed by way of DoE. This study concludes that the Defense transformation plan should be effectively executed by scientific methods through combat experiments.

        “임무중심재원배분체계” 정착을 위한 국방기획관리체계 보완방향 연구

        The purpose of this study is to suggest a complementary direction of the national defense planning management system for the establishment of the “Mission-driven Resources Allocation System.” To this end, the concept and procedure of the “Mission-driven Resources Allocations System” were diagnosed and various issues raised to date since the introduction of the mission in 2016 were analyzed. “Mission-driven Resources Allocation System” has contributed to the national defense planning management system as a defense decision support system of developed countries. However, in order to settle in the national defense environment, it is necessary to solve some problems such as the lack of logical link between mission and resources, lack of objectivity of evaluation stage, redundancy of integrated analysis systems. Therefore, in this study, the direction of development is suggested as the logical complement, the systematic complementation of the defense planning management system, and the procedural supplementation of the “Mission-driven Resources Allocation System.” This development direction will help to establish a “Mission-driven Resources Allocation System” as a means of defense decision support system in the future. 본 연구는 “임무중심재원배분체계” 정착을 위한 국방기획관리체계의 보완방향을 제시하는데 있다. 이를 위해 “임무중심재원배분체계”의 개념과 절차에 대하여 진단하였고, 2016년도 도입된 이래 현재까지 제기된 각종 논점에 대하여 분석하였다. “임무중심재원배분체계”는 선진국의 국방의사결정지원체계로써 우리나라 국방기획관리체계에 기여한 바는 크다고 할 수 있다. 그러나 우리나라 국방환경에 정착하기 위해서는 임무와 재원의 논리적 연계성 미흡과 평가단계의 객관성 부족, 통합분석제도의 중복성 등 제기된 논점에 대한 해소와 함께 일부 절차에 대한 보완이 필요하다. 따라서 본 연구에서는 논리성 보강과 국방기획관리체계의 제도적 보완, “임무중심재원배분체계”의 절차적 보완 등을 보완방향으로 제시하였다. 이 보완방향은 “임무중심재원배분체계”가 미래의 국방의사결정지원수단으로 정착하는데 도움이 될 것이다.

        Operation Concept of Unmanned Combat Vehicle in Strategic Environment

        The purpose of this study is to present an operation concept of unmanned combat vehicle in a strategic environment. The unmanned combat vehicle is the Army's first weaponized unmanned combat system. Therefore, setting an operation concept in consideration of the strategic environment and characteristics of the system will be an important indicator for setting the operation concept of many unmanned combat systems that are expected to be weaponized in the future. Unfortunately, however, it was also true that the operation concept required by the Army was not reflected during the development period and the concept development stage, and technology-oriented development proceeded. In order to present the operation concept, the specifications, characteristics, and organization of the unmanned combat vehicle were first considered, and then the effect on the operation such as robot ecosystem theory was examined. Based on the results of this analysis, the operation concept related to the formation and capability of the armored reconnaissance unit in which the unmanned combat vehicle is organized was studied, and operation concepts necessary for reconnaissance and security operations and firepower guidance were presented. In the reconnaissance operation, the operation concept was divided into leading the unmanned system, leading the manned system, parallel advancement of manned/ unmanned systems, and in the security operation, the operation concept was presented by dividing it into the operation of the observatory, the battle position, and the reconnaissance team. In addition, the firepower guidance focused on how to support operational success through firepower support with unmanned combat vehicles focusing on the reconnaissance and security operations previously set. Based on the unmanned combat vehicle operation concept presented in this study, it is hoped that an in-depth study of the operation concept of other unmanned combat systems expected to be weaponized in the future will be conducted. Unlike the existing manned weapon systems, the unmanned combat system requires an approach from a new direction. Based on the strategic environment and robot ecosystem, it is necessary to set the operation concept in the direction of maximizing the harmony between humans and robots.

        4차 산업혁명 관점에서 육군 지휘통제체계 진단과 전투효과에 관한 연구

        본 연구의 목적은 4차 산업혁명의 관점에서 육군의 전투수행방법과 체계를 진단하고, 그 전투효과를 평가하는 데 있다. 이를 위하여 4차 산업혁명의 개념과 핵심 요소를 알아보았고, 현재 우리 육군 전투부대에서 시행중인 네트워크중심 작전환경(NCOE) 하 전투수행 방법과 체계를 살펴보았다. 또한 현재 및 미래의 육군 지휘통제체계를 분석하여 4차 산업혁명 개념과의 연계성을 검토함으로써 4차 산업혁명 개념의 관점에서 육군 전투부대의 전투수행 방법과 체계에 대한 진단과 전투효과를 평가하였다. 본 연구에서 제시된 연구방법을 활용하여 향후 4차 산업혁명 개념을 육군 전투부대의 전투수행 방법과 체계에 적용 및 발전시키기 위한 폭넓은 활용이 가능할 것이다. The purpose of this paper is to diagnose army combat methods and systems from the perspective of the 4th Industrial Revolution and evaluate their combat effectiveness. To this end, we have examined the key concepts and elements of the 4th Industrial Revolution, and examined the methods and systems of combat of the NCW concept currently being carried out by Army Combat Forces. In addition, the present and future Army C4I system was analyzed to examine the connection with the concept of the 4th Industrial Revolution, and the diagnosis and combat effectiveness of the combat methods and systems of the army combat units were evaluated from the perspective of the 4th Industrial Revolution concept. Using the method presented in this study, it will be possible to apply the concept of the 4th Industrial Revolution to apply and develop the combat methods and systems of army.

        전투실험을 통한 전투로봇 설계방법에 관한 연구: 로봇생태계 이론을 중심으로

        이 논문의 목적은 전투실험을 통한 전투로봇의 설계방법을 로봇생태계 이론을 중심으로 제시하는데 있다. 일반적인 로봇설계는 로봇생태계(로봇, 로봇시스템, 인간-로봇시스템, 인간-로봇사회)를 고려하여 단계적으로 이루어지지만 전투로봇은 다양한 변화요인과 복잡한 상황 등으로 인하여 다른 방법이 필요하다. 따라서 로봇생태계 단계를 고려하는 전형적인 로봇디자인 방법보다는 군의 특성을 고려하여 모든 변수를 한꺼번에 해결할 수 있는 방법을 연구하였다. 이를 위해서 전투효과 척도를 정의하였고 시스템적 방법을 적용하였다. 전투실험을 진행하기 위해 구속조건을 모두 반영한 로봇시제를 설계하였고, 설계한 로봇시제를 활용하여 로봇소대 편성과 운용방안을 검증함으로써 전투로봇 설계에 필요한 제반 변수를 해결할 수 있었다. 본 연구에서 제안된 방법을 활용하여 향후 로봇을 포함한 무기체계의 소요기획 및 전투발전체계를 발전시키는데 폭넓은 활용이 가능할 것이다. This paper reveals effective design methodology of combat robot based on robot-ecosystem theory. This thesis shows the way to solve whole variables simultaneously, not solve the robot, robot system and human-robot system in phases. Generally, the robot design is processing gradually in view of robot ecosystem(robot, robot system and human-robot system). The more effective ways for defense robot design, however, are required due to the various changing factors and complicated situations in battle field. Therefore, this thesis defines the combat effectiveness(solution) as designing new solutions based on analysis of current tasks, and suggests the robotizations as considering of the robot ecosystem in order to conduct the combat experimentation. This paper also includes all constraints and feasible alternatives, which are derived in the process of designing the robot. Measurements and procedures are defined and an infantry platoon, blending both human and combat robots designed as measuring the combat effectiveness by combat experimentation. For combat experimentation, robot prototypes reflecting entire constraints are designed. we can solve whole required variables to design robot, robot system and human-robot system, as verifying how to organize and operate the robot-human blended infantry platoon by using designed robot prototypes. The proposed ways for this thesis can be widely used for future weapon requirement programs and robot system advancements.

        드론봇 전투체계의 전투효과 측정에 관한 연구 : 란체스터 법칙을 활용하여

        본 연구의 목적은 란체스터 법칙을 활용하여 드론봇 전투체계의 전투효과를 분석하는 것이다. 이를 위하여 드론봇 전투체계의 비전과 운용개념을 확인하였고, 란체스터 법칙의 개념과 활용성을 선행 연구하였다. 그리고 지상 드론봇 전투체계의 전투효과는 국방 M&S 모델을 활용하여 평가하였고, 공중 드론봇 전투체계의 전투효과는 란체스터 법칙을 활용하여 산출하였다. 분석결과, 전투력과 연계된 상대적 전투력을 비교함으로서 국방개혁 2.0의 정책적 시사점을 확인할 수 있었으며, 지상 드론봇 전투체계의 전투효과 및 전투시간과 연계된 공중 드론봇 전투체계의 전투력 함수를 도출할 수 있었다. 본 연구의 결과와 모델을 바탕으로 미래의 드론봇 전투체계에 대한 효과분석을 통하여 소요기획 및 운용개념을 설계하는데 도움이 될 뿐 아니라 비용 대 효과분석을 통한 효율적인 국방획득계획 수립에도 활용이 가능할 것이다. The purpose of this study is to analyze the combat effectiveness of dronebot combat system using the Lanchester’s Law. To this end, the vision and the operational concept of the dronebot combat system were identified, and the concept and utility of Lanchester"s law were analyzed. Subsequently, the ground combat robot effectiveness of the dronebot system was evaluated using the Defense M&S model, and the combat effectiveness of the aerial dronebot system was calculated using the Lanchester’s law. As a result, we could compare the relative combat power linking the combat power and combat effectiveness of the ground dronebot combat system, and the combat power function for the aerial dronebot could be derived in conjunction with the combat time. By applying the results of this study, it is possible not only to help design the planning and operation concept by calculating the effectiveness on dronebot operation in the future, but also to use it for efficient requirements planning through the cost-effectiveness analysis.

        국방획득체계에서의 기업과 정부의 전략 분석 : 시그날링 모델(Signaling Model)을 활용하여

        본 연구의 목적은 게임이론의 시그날링 모델(Signaling Model)을 활용하여 국방획득체계의 효율성을 분석하는데 있다. 이를 위하여 국방획득체계와 방위산업의 특성을 고찰한 뒤 방위산업의 환경과 연계한 시그날링 모델을 설정하였다. 이 모델을 활용하여 국방획득체계의 효율성을 분석한 결과 기업과 정부의 균형 전략을 도출할 수 있었고, 방산 기업의 연구개발 활성화와 생산 효율성 향상에 필요한 유인체계를 구상할 수 있었다. 본 연구결과를 기초로 향후 방위산업의 연구개발 활성화와 국방획득시스템의 효율성을 향상시키기 위한 정책적 적용이 가능할 것이다. The purpose of this study is to analyze the efficiency of the defense acquisition system using the signaling model of game theory. For this purpose, the defense acquisition system and characteristics of the defense industry were examined and a signaling model linked to the environment of the defense industry was set up. As a result of analyzing the efficiency of the defense acquisition system using this model, it was able to come up with an equilibrium strategy of the firm and the government, and the incentive system needed to revitalize R & D and productivity efficiency of the defense company. Based on this results, it will be possible to establish the policies to enhance defense industry"s R & D and defense acquisition system efficiency.
