This paper proposes a novel control method to effectively reduce the low-order harmonics contained in the grid current. When different kinds of loads or non-linear loads are connected to the Point of Common Coupling(PCC), harmonics are generated in the grid voltage, which causes output current distortion of inverter. This current distortion causes reduced efficiency and resonance of the power converter. In general, to reduce the current distortion, a low-order harmonic cancellation technique is used using proportional-integral control and low-pass filter. This method cannot effectively remove the harmonic component of the grid current due to the effect of the fundamental wave. In this paper, an effective harmonic control method is proposed, in which the effects by fundamental wave components have been removed. Simulation and experimental results verify the effectiveness and validity of proposed method.

외국 탐정제도의 고찰과 시사점 : 독일 및 프랑스 국가를 중심으로

2020년 08월 05일 「신용정보의 이용 및 보호에 관한 법률」이 개정되면서 탐정이라는 명칭을 사용함에 있어 제약이 사라지게 되었다. 하지만 탐정업무에 업무범위, 자격, 결격사유 등에 대한 법률적 근거가 명확하지 하지 않은 시점에서 탐정법의 도입과 같이 표현될 수 있는 혼란을 초래할 수 있게 되었다. 따라서 독일 및 프랑스 탐정제도를 고찰하여 우리나라 탐정법 제정 시 정책적 시사점을 마련하였다. 외국 탐정제도의 고찰을 통해 나타난 시사점은 다음과 같다. 첫째, 탐정의 업무범위·관리·감독 등은 현재 마련되어 있지 않아 독일과 프랑스 국가를 중심으로 입법을 통해 구체화 하거나 경찰청 내 별도의 관리기관을 창설하여 감독하는 방안이 효율적일 것이다. 둘째, 탐정제도의 입법 마련을 통해 탐정 업무에 관한 입법의 미비로 인하여 발생하는 문제점을 해소할 수 있다. 셋째, 탐정 자격 면제 기준의 엄격한 법제화를 통해 국가에서 요구하는 일정한 자격요건을 갖춘자에게 한정하여 탐정업을 영위시켜야 한다. 이에 따라 탐정제도를 명확화함으로 탐정업과 유사한 업종 또는 사무소를 개설할 수 없도록 탐정업에 대한 명확한 업무를 법안으로 제안되어야 한다. 따라서 탐정업은 OECD가입 37개국 중 대한민국을 제외한 모든 국가에서 허용되는 만큼 우리나라 국민보호에 필요한 탐정업의 장점은 활성화하면서 부작용은 최소화하여 탐정업의 건전한 발전을 도모해야 할 것이다. On August 5, 2020, as the ‘Act on the Use and Protection of Credit Information was amended, restrictions on using the name of a Private Investigate were removed. However, at a time when the legal basis for the scope of work, qualifications, and reasons for disqualification in the Private Investigate work was not clear, it could cause confusion that could be expressed as the introduction of the Private Investigate Act. Therefore, by examining the German and French Private Investigate systems, policy implications were prepared when enacting the Korean Private Investigate law. The implications of studying foreign Private Investigate systems are as follows. First, the scope of the Private Investigate work, management, and supervision are not currently in place, so it would be more efficient to make it materialized through legislation centered on Germany and France, or to create and supervise a separate management agency within the National Police Agency. Second, it is possible to solve the problems caused by the inadequacy of legislation on Private Investigate work through the provision of legislation for the Private Investigate system. Third, the Private Investigate business should be conducted only by those who have certain qualifications required by the state through strict legislation of the criteria for exemption from Private Investigate qualifications. Accordingly, by clarifying the Private Investigate system, it is necessary to propose a clear task for the Private Investigate business as a bill to prevent the establishment of a business or office similar to that of a Private Investigate. Therefore, as the Private Investigate business is permitted in all 34 OECD countries except Korea, it is necessary to promote the sound development of the Private Investigate business by activating the advantages of the Private Investigate business necessary to protect the rights and interests of the Korean people while minimizing the disadvantages such as side effects.

본 연구는 영국대학에서 사용하고 있는 대학의 공식문장의 형태요소를 분석하는 것이 목표이다. 이를 위하여 문장에 대한 전반적인 학술적 이론 및 역사, 체계, 활용방법 등에 대한 기초 연구를 수행하였다. 연구의 목적은 영국의 대학에서 사용하고 있는 대학문장에서 표현하고 있는 구성요소의 의미와 체계 등에 대한 기초 데이터를 확보함을 목적으로 한다. 연구의 범위는 영국의 더 타임즈와 선데이 타임즈(The Times & Sunday Times University League Table 2018 Oveall Ranking)가 선정 발표한 영국대학 순위 10위권 이내의 대학을 대상으로 한다. 연구방법은 확보한 연구 자료를 바탕으로 문헌 및 자료를 통해 대학별 문장의 형태요소와 의미를 분석하고 해당 대학문장에서 주로 활용하고 있는 상징요소를 도출한다. 분석 결과, 대부분의 대학에서 영국왕실의 문장을 활용하고 있었으며 각 대학의 지리적, 역사적, 문화적 상황이 담긴 현태 요소를 활용하고 있음이 분석되었다. 또한, 대부분의 대학에서 설립당시의 이념(모토)을 문장에 표기하고 있는 것으로 분석되었다. 본 연구가 대학문장의 연구를 위한 기초자료로 활용되어지기를 기대한다. The purpose of this study is to analyze the formal elements of the official Heraldry of universities used by British universities. For this purpose, basic research on academic theory, history, system, and application of Heraldry have been carried out. The purpose of this study is to acquire basic data about the meaning and the system of the components expressed in Heraldry which is used in English universities. The scope of the study will be selected from the top 10 universities in the UK, selected and announced by The Times & Sunday Times University League Table 2018 Oveall Ranking. The research method is based on the research data and analyzes the form factor and meaning of University Heraldry through literature and data. Analyze the symbolic elements utilized by University Heraldry. As a result of analysis, it was analyzed that most universities utilize the Heraldry of the British royal family and utilize the elements of the geographical, historical and cultural situation of each university. In addition, it was analyzed that most universities expressed the idea(motto) at the time of establishment in the sentence. We hope that this study will be used as the basic data for the research of Heraldry University.

Long-term degradation of coment barrier by diffusion was studied with reactive transport modeling. The result of modeling showed that cement barrier was altered about 30cm thickness after 50,000 years. The pH decreased from 13.0 to 11.9 because of depletion of alkali ions, and dissolution/precipitation of portlandite and CSH (Calcium Silicate Hydrate). In addition, porosity increased about 0.3 because of dissolution of portlandite and $CSH2.0(Ca_2SiO_3(OH)_2:0.17H_2O)$. The solubility of uranium also increased with the increase of pe value The results of this study indicate that long-term degradation of comet can enhance the transport of nuclide by changing pH, pe, porosity in barrier.

문자 정보 및 X-Ray, MRI, CT등과 같은 의료영상 정보를 취급하는 의료정보 시스템에서의 유사객체 검색을 지원하는 협력 의료정보 시스템의 설계에 대하여 논한다. 이를 위해 객체간 의미적 관련성을 기반으로 한 유사도 자동 추출 방식 및 지식베이스 구성 방식을 제안하고 이를 활용한 유사객체 검색에 대하여 논한다. 특히 의료영상을 객체 값으로 갖는 경우 객체간 유사도는 영상처리의 특징추출 방식에 의해 추출된 영상내에 출현하는 공간 객체의 위치, 면적, 둘레, 공간 객체간의 위상 관계 등의 공간 속성을 이용한다. 여기서 공간적 위치에 근거한 유사도는 공간 위치를 대표하는 Hilbert값의 분포와 빈도를 토대로 계산한다.
