        학교 입지의 사회적 쟁점과 결정과정에 대한 연구 - 서울 성산동과 대구 만촌동의 사립학교 이전(移轉) 갈등사례 분석 -

        The physical standard of school location is getting lost its critical power on the location decision making procedure. The restructuring of school facilities and their rearrangement, the agent who is responsible for facilities’ installation expense and negative externality are the conglomerate social issues that consequently delivering the deterioration of physical condition. This study points out those issues by the result of analysing preceding studies’ research subjects and apprehends their contextual effects on the conflicts cases between schools and their adjacent communities. As for the cases, externality, the complexity of interest bounded to the communities’ specific context, and the legal procedure of location adoption have the latent conflict-causing institutional features. The Analysis of interactions between stakeholders implies the flexible approach to the coordinative social decision making of school location, which means the necessity of preliminary opinion gathering and its definite responsible institution's role.

        문화재 및 주변지역의 현상변경 관련 갈등에 대한 연구 - 1997년부터 2006년까지 중앙행정심판 재결 사례를 중심으로 -

        The purpose of this study is to grasp the origin of the conflicts between the institution for preservation and the motives of modification applications around the cultural properties, based on the analysis of the administrative appeal cases on designations and modifications of cultural property-protective-review zone. The data were collected from the web database of Korean Ministry of Government Legislation. Among 211 search results related to "cultural property", the 41 cases relevant to the subject of this study has been analysed. According to the analysis, the claim that modification deliberation decision was against equity is the common insistence besides the issues about the uncertainty of sanction criteria, excessive repression of private need and interest from the use of the space, and restriction on the use of the land. Overall, conflicts were due to the role of standard and its administrative procedures. In order to reduce the conflicts, this study suggests that the modification deliberation decision process is to be supplemented with the prior management plan including guidelines and the consultation proceedings.

        사교육과 한국 중산층 주거지 근린의 구성

        이 글은 사교육 공간과 결합된 중산층 주거지의 경험적 사례를 통해 사교육이 근린공간을 구성하는 실천적 힘을 획득했다는 사실을 밝히고, 그 근원에는 계층성을 강화할 수밖에 없는 한국의 주거지 계획 모델과 공간 생산 방식의 문제가 자리하고 있다고 주장한다. 중산층 거주지 근린은 가구 구성원의 일상생활을 구체적으로 조직하는 공간이므로 그것의 주요한 구성 요소나 배치 형태는 계급재생산을 위한 아비투스(Habitus)적 조건이라 할 수 있다. 애초 일제의 토지구획정리사업부터 중산층의 주거지 계획원리로 도입되었던 ‘근린주구’ 모형은, 이후 대규모 주택공급 정책이 만들어낸 단지형 아파트 계획에서의 반복적 적용을 통해 집합주거 구성을 위한 설계 기준으로 변형되어 제도화되었다. 서울 강남을 필두로 신시가지, 아파트, 아파트단지 형식이 한국 중산층 주거의 주류로 정착되는 과정의 한편에서, 근린주구 모형이 강조했던 보행권 내의 공교육과 생활권을 공유하는 커뮤니티로서의 공적 모델은 공교육과 사교육의 일상을 선택적으로 편성하는 계층적 주거지 모델로 재편되어 왔다. 입시에서 사교육 의존이 강화되고 민간 기업이 기존 단지를 재건축하게 되면서 입주자만의 사교육 공간과 배타적 커뮤니티 공간을 단지 안으로 내부화하는, 계층성이 한층 강화된 모델 또한 나타나고 있다. 이러한 변화는 계급재생산 조건으로서의 거주지 근린의 의미를 뒷받침하며, 향후 한국 중산층 주거지의 물리적 재생 과정 또한 그들의 계급재생산 조건과 맞물려 진행될 것임을 시사한다. This paper reveals that shadow education has acquired the practical power to construct middle class neighborhood with illustrating their residential practice combined with shadow education, and argues that problem lies both in Korean residential planning model and space production mode that are prone to strengthen the hierarchical class coherence. As the residential neighborhood for middle class is the space that organizes their daily lives specifically, its components or arrangements are Habitus conditions for their class reproduction. The ‘neighborhood unit’ model, which was quoted from the land readjustment projects for middle class residence by Japanese colonial authority, has been transformed and institutionalized into the legalistic design standard for housing plan through iterative projects of complex-type apartment construction triggered by the large-scale housing supply policy. Starting with Gangnam, as apartments, apartment complexes, and newtown developments turned into the mainstream of Korean middle class residence, the public model of neighborhood unit, which used to believe in the public education within walkable vicinity and common sphere of community living, was deformed into a stratum model that selectively organizes public and shadow education. Increasing dependence on shadow education and frequent reconstruction of aging apartment complexes by private companies bolster the classist neighborhood planning model with internalized facilities for shadow education and elite enclave only for the dwellers. As this transformation illuminates the significance of the neighborhood as Habitus, one can predict that the upcoming regeneration of middle class residence in Korea lies in line with the class reproduction condition.

        신도시 단독주택지 내 주차장 용지 이용행태 연구 - 화성 동탄 신도시를 중심으로

        본 연구의 목적은 신도시 점포형 단독주택지 내 주차장의 계획 및 운영관리 방식에 따른 방문자들의 이용행태를 밝히는 것이다. 이를 위해 화성동탄 택지개발지구 주거지역 내 조성된 주차장 용지 13개소에 대해 문헌 및 현장조사를 하고, 2020년 8월에 대표적인 주차장 유형 3개소를 방문하는 사람들을 관찰 및 인터뷰하여 이용행태를 분석하였다. 연구결과, 첫째 주차장 계획방식에 따라 선호하는 주차장형태에 있어 차이가 있었으며, 주차장 내 방문자의 이동 거리와 이동방식, 이용가능한 주차장 인식 여부 등이 주차장 이용행태에 큰 영향을 미치는 것으로 나타났다. 둘째, 운영방식에 따른 주차장 이용에서는 유료주차장 운영, 방문객용 주차공간 지정, 청결관리 등이 주차장 이용행태에 영향을 미쳤다. 따라서, 향후 주거지역 내 불법 주차문제를 개선하기 위해서는 계획 과정에서 이용자의 동선과 주차장 인식, 조성 후 운영과 관리 방식 등이 고려되어야 할 것이다. This study aims to find out the human behaviors according to the characteristics of planning and operation management of the parking lot in the shop-type detached house of New Town. To do this, literature and field surveys were conducted on 13 parking lot sites created in the residential area of Dongtan Hwaseong New Town, and usage behavior was analyzed by observing and interviewing people who visited three representative parking lot types in August 2020. This paper suggests the conclusions about the study as follows: 1) There were differences in the preferred parking lot type according to the parking design, and the distance, the ways of approach, and the recognition of available parking lots affected the using patterns of visitors. 2) The operation of the paid parking lot, the designation of parking space, and the clean management influenced human behaviors. Therefore, to improve the illegal usage of parking places in the residential area, pedestrian circulation, recognition, operation, and management should be considered.

        저온 작동형 SOFC Lanthanum Ferrite계 공기극 소재의 전기적 특성

        The perovskites with nominal compositions $La_{0.8}Sr_{0.2}Fe_{1-x}M_xO_3$ (M=Co, Mn, Ni, x=0.1-0.3) were fabricated by a solid-state reaction method as cathode materials of low-temperature operating Solid Oxide Fuel Cells (SOFCs). X-ray diffraction analysis and microstructure observation for the sintered samples were performed. The ac complex impedance were measured in the temperature range $600-900^{\circ}C$ in air and fitted with a Solatron ZView program. The electrical conductivity and polarization resistance of $La_{0.8}Sr_{0.2}Fe_{1-x}M_xO_3$ (M=Co, Mn, Ni, x=0.1-0.3) were characterized systematically. The porosities of the sintered samples were in the range of 25% to 38%. The polarization resistance of $La_{0.8}Sr_{0.2}Fe_{0.7}M_{0.3}O_3$ was $0.291{\Omega}cm^2\;at\;700^{\circ}C$.
