The Korean Rural New Vitalization Project(KRNVP) has been successfully carried out from 2005 to 2010. This government project has been the first one to employ bottom-up approach in Korea that the central government concedes local government to propose proper projects of their use. Local leaders and people from most of counties and cities of Korea have participated in deciding which projects were most proper to their areas. They had been educated for innovating their mind, group working skills, and marketing of their local products. The results of the project were very successful in creating jobs, exporting agricultural products, and working together with local government officials. One part of success came from the organization system in local government. Local government officials’ work time period for the project, the cooperation between civilian experts and project officials were important factors of success in this project. The more educating the local people, the more successful the project, which was another important finding of the research.
The economic base analysis of backward regions

The economic base of the Appalachian area in the United States was analyzed by the Location Quotient Method(LQ). The Appalachian region is a typical underdeveloped region in United States. The place was designated as an underdeveloped area by the US federal government in 1965, and the Appalachian Regional Commission (ARC) was established to support 420 counties in 13 states. In this study, we analyzed the sales, incomes, and employment indicators of ARC comparing with non-ARC counties. As a result, agriculture is ARC’s based industry, and agriculture is the largest in both total sales and gross income. However, agriculture only composes of 1.8% of total income and government section is more than 20 percent. In employment, manufacturing was ranked first. The non-ARC region shows a pattern similar with that of the ARC region, but it shows the difference. For the sales, agriculture is the highest industry, incomes, the retail industry, and in employment, manufacturing industry.

Despite the fact that there have been many discussions and arguments on the importance and necessity of cooperation between local government and NPO(nonprofit organization), some questions have been raised; what undermined the cooperative relationship between them, and why? That is, what are the main factors that support or hinder their mutual cooperation? Starting from the above recognition, the purpose of this study is to clarify the causes and factors that facilitate or hamper the cooperation between local government and NPO. I categorized the decisive factors into three aspects based on theories that explain the relations between local government and NPO; internal aspect of an organization, interaction aspect among organizations, and external(environmental) aspect of an organization Through this analysis I would like to find out the decisive factors that affect the relation between a local government and organizations. In conclusion, the factors that affect the relation between local government and NPO include organizational structure, aim(objective), interdependence, trust, and environment, and environmental factor is most influential. In other words, the findings of this study is that the most encouraging factor is the environmental pressure and support that surround two organizations.

Since the late 1970s, user charges have been the fastest-growing component of government revenues. They can be lucrative source of additional revenue without public resistance to the increased tax burden. User charges are much the same as price charged for privately produced service. That is, they represent payment for services which would not be provided the individual if the charges were not paid. The definition of user charges are prices charged for voluntarily purchased publicly provided services. And user charges have several advantages. First, user charges can inform and record public demand for a service. Second, user charges can improve the financial structure. Third, they may correct cost and price signals in the private market. The most easy way to raise non-tax revenue is simply to charges to those who use public service. But they have many problems suchs as long-term maladjustment, unbalance of price mechanism and so forth. The purpose of this study is to analyze the present user charges specifically charges and fees in the non-tax revenue, and find the problems and improve methods of user charges.
