All human interactions requires a degree of predictability. Individual actions become more predictable when people are bound by rules(Which we shall call institutions.) Institutions are of course also needed to facilitate economic life: economic exchanges cannot function in a vacuum. Indeed, the type and quality of institutions make a great difference to how well the members of a community are able to satisfy their economic aspirations and how fast the economy grow.

민간사회복지서비스 전달체계의 활성화 방안

This study addresses issues of private service delivery systems, particularly of privates’ complementary role for social welfare service delivery systems. Social Welfare organs and facilities are now in charge of social welfare service delivery systems. When Social welfare delivery system cannot be operated, it can be a great danger to the resource allocation and client’s rehabilitation. So the aim of this article is to provide a desirable private social welfare delivery systems by analysis of the present conditions and problems of private service delivery systems. Finally, the purpose of this study is to relate the better plan of social welfare service through the understanding of private welfare service delivery systems’ effectiveness and efficiency problem

여성의 지역사회인식이 지방정부 주도의 지역활동 참여 의지에 미치는 영향 : 지방정부신뢰의 매개효과를 중심으로

Women’s participation in the community is necessary to the accumulation of social capital and the development of the community, and this study was performed to provide scientific information and to take a part in the activation of women’s participation in the community. To achieve this goal, this study conducted surveys of women in local communities where various local activities are active and researched women’s attachment of local communities, their wills to participate in various local activities performed under local governments and their trusts in local governments in terms of expertise, fairness and transparency. Further, this study analyzed differences between each factor depending on women’s general characteristics through the collected data, set up women’s sense of local community as independent variables, women’s wills of local activities as result variables and women’s trusts in local governments as parameters, and this study studied the influential relationship between each variable. As a result of the analysis, women’s sense of community, wills of local activities and trusts in local governments were low. Women’s academic backgrounds made differences in their interests and sense of belonging in their local communities. Except this, other general characteristics of women were not influential. Moreover, the relationships between women’s sense of local communities, wills of local activities and trusts in local governments were the positive influential relationships, and women’s trusts in local governments were parameters for these positive influential relationships. 본 연구는 바람직한 사회적 자본 축적과 전향적인 지역사회의 발전을 위해 불가분하게 요구되는 여성의 지역활동에 대한 참여 수준을 제고할 수 있는 과학적 정보를 제공함으로써 일익을 담당하고자 수행되었다. 이러한 연구의 목적 달성을 위해 다양한 지역활동이 다분하게 이루어지고 있는 지방의 여성들을 대상으로 여성들의 지역에 대한 애착심·적극적 관심·소속감 등의 지역사회인식, 지방자치단체가 주도하여 실시되고 있는 각종 지역활동에 대한 참여 의지, 전문성·공정성·투명성 차원의 지방정부신뢰 수준을 설문으로 파악하였으며, 수집된 자료를 통해 각 변수별로 응답자들의 일반적 특성에 따른 유의한 차이 여부를 분석하였고, 지역사회인식을 독립변수, 지역활동 참여 의지를 결과변수, 지방정부신뢰를 매개변수로 설정하여 영향관계를 확인하였다. 분석결과, 응답 여성들의 지역사회인식, 지역활동 참여 의지, 지방정부신뢰 수준은 모두 낮은 편이었으며, 여성들 학력에 따라 지역에 대한 관심과 소속감이 차이가 날 뿐, 다른 개인의 일반적 특성에 따른 차이는 없는 것으로 확인되었다. 또한 여성의 지역사회인식과 지역활동 참여 의지, 지방정부신뢰 사이의 관계는 모두 긍정적(+) 영향관계이며, 지방정부신뢰가 매개요인으로 작용하고 있었다.

한국인의 복지인식 결정요인에 관한 연구

이 논문은 한국복지패널(Korea Welfare Panel Study) 2차년도(2007) 조사의 부가조사인 “복지인식조사” 자료를 사용하여 한국인의 복지인식 결정요인을 연구하는 것을 목적으로 한다. 기존 연구에 포함된 계층, 성, 연령, 교육수준, 공공복지수급 경험, 경제활동 참여 상태와 새롭게 정부정책평가와 거주 지역을 변수로 설정하여 투입한 결과, 공공복지확대 지지도에 영향을 미치는 요인으로 정부정책평가도, 경제활동상태, 공공복지수급 경험이 유의미한 영향을 미치는 것으로 나타났으며, 성, 연령, 교육수준, 거주 지역, 소득계층 등은 유의미한 영향을 미치지 않는 것으로 나타났다. 이는 보편주의 방식의 복지 확대로 복지서비스 수혜대상이 전 국민에게 확대된다면 공공복지 확대 지지도를 높일 수 있다는 측면에서 복지지출을 확대하여 대다수 국민들에게 공공복지 경험을 체득하게 함으로서 공공복지 확대 지지를 견인하고, 높은 공공복지 확대 지지의 사회적 합의를 바탕으로 다시 높은 수준의 복지 체감도를 확산시키는 선순환의 고리를 만들어 나가야 한다는 정책적 시사점을 던지고 있다. 또한 정부의 복지정책 신뢰도를 높이는 것이 국민복지 부담을 설득할 수 있는 사회적 합의를 도출하는 지렛대임을 발견할 수 있다. The purpose of this study is to explore the determinants of Korean welfare attitudes. For this, panel data from 2nd wave(2007) data from Korea Welfare Panel Study (KoWePS), is used. The results show that negative evaluation of government`s social policy, economic status and welfare experiences affect on aspects of the welfare attitude investigated in this study. It can be said that the basis to demand welfare expansion exist in Korea. However It is impossible to construct developmental welfare state because of the weak reliability of government`s social policy. Considering the motive and the budget limit of welfare state, Korean welfare development should be headed for the universal welfare state instead of welfare for the poor, as public welfare experiences make people in all classes support public welfare.

사회연결망분석방법을 이용한 특정직 공무원의 조직 내 행위 특성에 따른 동료신뢰 결정 요인 분석

본 연구는 국민들의 실제적 체감도가 높은 공공서비스를 제공하는 특정직 공무원들을 대상으로 그들이 조직 내에서 행하는 행위 특성에 따라 생성되는 동료신뢰의 상황과 결정 요인을 분석하기 위해 실행되었다. 사회연결망분석방법을 활용하여 소방, 경찰, 군의 특정직 공무원들의 동료신뢰연결망을 파악하고, 가장 높은 동료신뢰 수준을 보인 공무원들의 조직 내 행위 특성 별 개인적 특성, 사회적 성격, 신뢰의 원인을 분석한 결과, 통상적인 인식과 달리 동료신뢰의 결정에 있어 성별, 연령, 경력은 유의한 영향력이 확인되지 않았으며, 사회적 성격 중 사회적 상식성이 확인되지 않았고, 신뢰요인으로는 투철한 책임감이 가장 크게 작용함을 파악할 수 있었다. 함께 행위 별로 활발한 활동 영위에는 명확한 주관이, 관계 내 중심적 역할 수행에는 솔직함이, 비공식적 리더로 인식되는 중개자 역할 수행에는 약속준수가 각각 우위적 역할을 담당하고 있음이 파악되었다. 이러한 결과를 바탕으로 사회적 성격 개선 방안 마련과 책임감 배양을 위한 전략적 관리의 필요성을 설명하고 관련된 정책적 시사점을 제언하였다. The purpose of this study, targeting public servants in special services who provide public services coming very real to people, was to analyze fellow worker-trusting situations and their deciding factors generated pursuant to the in-organization behavioral features done by the public servants. Result of using SNS analysis method to find out the fellow worker-trusting network of fire-fighting, police and military public servants in special services and analyze the reasons for personal features, social character and reason for trust per in-organization behavioral features of the public servants that showed the highest trust in fellow workers showed that unlike common recognition, gender, age and career did not have significant grip on deciding to trust fellow workers nor social commonsense among social characters was not confirmed and thorough sense of responsibility had the biggest grip among trust factors. In addition, having lively behaviors by activity showed that clear personal view played a superior role in having lively behaviors by activity and keeping promises played a superior role in carrying out a mediator’s role in which one is recognized as an unofficial leader. Based upon these results, the current study explained the need for plans to improve social character and for strategic management to cultivate the sense of responsibility and made police-wise suggestions related to them.
