낙후된 국내 건설관리기술을 선진화$\cdot$합리화하기 위한 방안 중의 하나로 공정-공사비 통합관리가 많은 주목을 받고 있다. 정부에서도 공정과 공사비의 통합관리의 필요성을 인식하고 이의 도입을 적극검토하고 있다 실제로 해외공사를 통해서 양성된 국내 공정관리 전문가들의 노력으로 최근 일부 공공기관의 건설사업에서는 공정-공사비 통합관리를 부분적으로 활용하고 있는 상황이다. 그러나 그 기법 및 전산모델이 이론에 국한된 것이거나 국내의 특수한 여건을 수용하지 못하는 것이 대부분이기 때문에 활용에 많은 어려움이 있으며 국내 건설환경에 완전하게 정착되지 못하고 있다. 본 연구의 목적은 통합관리의 정착을 지연시키는 국내의 특수한 여건 및 문제점을 파악하고 이를 토대로 국내 건설현장에서 적용할 수 있도록 공정-공사비 통합모델의 개선방안을 제시하는 것이다. An integrated cost and schedule control is a noteworthy alternative of the separate control method which is commonly used in the domestic construction industry. In Korea, some cost and schedule integration models have been applied partly by construction managers. But, these models have not been customized yet because they did not reflect the characteristics of the domestic construction industry. This study investigates the characteristics of domestic integration models analyzed through interviews with experts who have the experiences in applying cost-schedule integration models. Based on these surveys, this study suggests the strategy for the improvement of work packaging model in the domestic construction industry.

최근 건설공사가 대형화$\cdot$특수화$\cdot$다양화됨에 따라 시공 중에 돌발적인 사고의 발생 가능성이 높아지고 있으며, 사고발생 시에는 막대한 경제적 손실과 인적피해를 수반하여 그 사회적 충격도 커지고 있다. 이러한 우연한 사고의 발생으로 인한 손실에 대비하여 일부 공공공사에 대하여 의무적으로 건설공사보험(Contractor's all risks insurance policy : CAR, 이하 공사보험)에 가입하도록 관련법에서 규정하고 있다. 이처럼 공사보험이 위험관리의 주요 수단으로 활용되고 있으나, 공사보험요율의 적정성 및 공평성에 대하여 많은 문제가 제기되고 있다 이에 본 연구에서는 첫째, 보험요율의 적정성을 검토하고 수급자의 공사수행 위험도를 평가하여 공사보험요율에 반영할 수 있는 할인$\cdot$할증 제도의 적용방안을 제시하고 둘째 이 제도를 적용하기 위해 수급자의 공사수행 위험도를 평가하기 위한 항목의 개발방향을 제시하였다. 마지막으로 공사위험의 특성을 고려하여 보험요율 결정과정을 합리적으로 진행하기 위해 건설공사와 관련된 기술전문가와 보험관련 전문가로 구성된 위험평가 팀의 활용방안에 대하여 제시하였다. Nowadays, as construction projects become bigger, the probability of construction accidents is higher than any other day. When construction accidents break out, we may suffer from the loss of life and property. For preventing these damages, there is lawed that some public constructions have to insure Contractor's all risks insurance policy (CAR), However, CAR is used to preventing the insured from the loss of construction accidents, it is debated that the premium rate of CAR is not fair to the insured (contractors) The objects of this thesis are as follows Firstly, the fairness of the premium rate of CAR is reviewed, and then the amount of risk of the insured evaluates and applies to the premium rate. Secondly, the development direction of components for evaluating the amount of risk of the insured is presented in the research. Lastly, how to use the team which assesses the risk of the insured and construction works is proposed for deciding reasonably the premium rate of CAR

at the design phase and the effective design phase VE application, it is not sufficient to implement VE study at the design phase in the domestic construction industry. The method for estimating design phase VE consulting Fee regulated in current guideline and the insufficient incentive system according to the result of design phase VE application are major problems among the problems related to the roadblock of the active implementation Design phase VE. In this paper, firstly the current methods for estimating Engineering business consulting fee analogous to design phase VE and the domestic and foreign design VE consulting fee were examined, and detailed problems related to the method for estimating design VE consulting fee were indicated, and the Improvement direction were established. Secondly, the estimating strategy for the design phase VE consulting fee and the payment strategy of incentive according to the result of savings were proposed. Finally, the strategies were verified by interview with the experts. 설계단계에서 VE를 적용하면 커다란 효과를 볼 수 있음에도 불구하고 국내에서는 설계단계의 VE가 활성화되지 못하고 있다. 특히 적절한 VB수행에 대한 적절한 용역대가 산정 기준의 부재는 설계VE의 적극적 활용을 가로막는 주요원인이 되고 있다. 본 논문에서는 설계YE와 유사한 용역업무의 대가산정 현황과 국내외 설계YE 용역대가 산정현황을 분석하여 현재 YE 용역대가 산정의 주요한 문제점을 도출하고 개선방향을 제시하였다. 다음으로 VE 용역대가 산정방안과 수행결과에 따른 인센티브 지급 방안을 제시하였다 마지막으로 면담을 통해 제안된 방안의 유효성을 검증하였다.
노후 공동주택의 재건축과 리모델링 결정방법에 관한 연구

In the late '90th, there were widespread reconstruction projects. But, the promotion of the reconstruction is very difficult because the regulation become tight nowadays. So, remodeling rises as an alternative of reconstruction. But, it is very difficult for the owner to make a decision between reconstruction and remodeling. In common sense, reconstruction is superior to remodeling in the aspect of function, remodeling is superior to reconstruction in the aspect of economics. But it needs to establish a resonable evaluation method to deal with this situation. In this study, it is tried to establish a synthetic evaluation method composed of functional and economic criteria through literature survey and domestic and overseas examples. To synthesize the evaluation method, it is used AHP and multi-criteria decision method.

Maintenance is an important phase in Life Cycle of facility because it is the longest and costly phase. However, in Korea, there are many cases that the increasing of operating cost and the rising of remodeling effort are resulted from ignoring the importance of maintenance after facility completion. Recently, Maintainability has been studied by CII(Construction Industry Institute) in United States. The purpose of Maintainability is to increase project performance effectiveness through considering for maintenance about the facility elements at the design phase. This paper uses benchmarking for CII's Maintainability model and proposes that the combining Maintainability into Value Engineering at the design phase so that Maintainability can be applied to the domestic industry.
파트너링을 이용한 LCC 분석절차 개선방안에 관한 연구

As environmental issues are attracting more attentions world widely, Steel House is emerging as a way forward. Since Steel House is a relatively new technology in Korea, its design and construction needs improvement in terms of interfaces. The objective of this study is to consider the application of CII Constructability Concepts to Steel House. The paper discussed initial findings and proposed the use of multi-media technology as a next research agenda.
국내 건축공사의 일괄입찰 공동도급방식 개선방안에 관한 연구

Establishment of the joint venture contracts and extension of the design-build delivery system have been pushed forward by the government to support local construction companies, transfer technical know-how, promote domestic construction expertise, and set up international competitive power. However, there are many problems in the joint venture contracts with the design-build delivery system such as the institutional imperfection, the lack of an experience. Therefore, this research was conducted by analysis of the existing system, case studies, and interviews with experts to find out problems and solutions of the joint venture contracts. This research suggests the strategies which can improve the joint venture contracts in respect of the short-term, mid-term, and long-term.
