This study explores police conflict over free school lunch between Mayor Oh Se-hoon and Superintendent Kwack No-hyun by analyzing controversy,fluctuation of conflict, contending behaviors. This study showed that differences in welfare ideology and campaign pledge in 6.2 local election produced conflict. Controversy over free meal program escalated into the argument between the conservative and the progressive. Mayor proposed the inhabitants' poll to solve the policy conflict and Superintendent opposed it desperately. Vote down led to Mayor resignation and a supporter of free school lunch was elected as new Mayor by-election. Finally this study suggests the establishment of conflict adjustment committee under Prime Minister. Dual system in the provincial government administration is needed to realign. 본 연구의 목적은 2010.6.2 지방선거에서 2011.10.26 서울시장 보궐선거 사이에무상급식을 둘러싼 서울특별시장과 교육감 간에 갈등을 과정론적 관점에서 갈등이슈, 전개과정의 특징, 그리고 갈등 주체들의 행태를 분석하는데 두고 있다. 갈등의 근본적인 원인은 복지 이데올로기 차이에서 기인하며, 6.2 지방선거에서다른 무상급식 공약을 약속한 시장과 교육감이 같은 서울지역에서 당선됨으로써긴장관계가 조성된다. 잠복된 갈등은 서울시 의회의 '친환경 무상급식 지원에 관한조례안'과 서울시 예산심의 과정에서 본격적으로 표출된다. 곽노현 교육감은 조례안과 전면무상급식 예산안을 지지하는 반면에 오세훈 시장은 시정협의 중단을 선언하고 시의회 출석을 거부하면서 급식예산 집행을 보류한다. 갈등해결 방법으로오세훈 시장은 주민선호적인 접근방식인 주민투표를 통해 자신의 이념적 정체성의정당성을 과시하려고 했고, 반면 곽노현 교육감은 야당과 진보 시민단체와 함께‘나쁜 투표’로 규정하고 투표거부행위를 통해서 무산시키려는 전략을 구사한다. 무상급식에 관한 주민투표가 부결되자 오세훈 시장은 사임하게 되고, 10.26보궐선거에서 곽노현 교육감과 무상급식 정책을 같이하는 박원순 후보가 당선됨으로써무상급식을 둘러싼 갈등이 해소된다. 이와 같이 갈등사례분석을 통해서 얻은 시사점으로 교육문제가 정략적 담론논쟁으로 비화되기 전에 합리적인 정책논의구조에 귀속시키려는 노력이 요구되고, 둘째로 지방교육사무와 권한을 놓고 시․도지사와 교육감의 갈등을 중재․조정하는 행정적 조정기구 설치가 필요하며, 끝으로 지방교육행정 환경 변화에 맞추어 교육 자치와 일반자치의 관계가 재설정되어야 한다는 점을 들고 있다.

‘국가교육위원회’법률안에 대한 비판적 검토

This study criticizes the validity of the National Education Commission 's bill proposed by National Assembly members. This article discusses the limitations of realizing the purpose of establishing the NEC and the uncertainties and side effects of the establishment of the organization. The establishment of the NEC is ineffective in the reality of Korean politics and does not conform to the principles of government reorganization. First, To request incumbent government to accept the former government's policy is contrary to the democratic responsible political principle, and it is not feasible and it is unclear to achieve the enforcement. Second, since there are few independent affairs that do not overlap with the Ministry of Education 's work and it does not meet the principle of government organization, the establishment of the NEC will cause administrative inefficiency. Third, Educational policy monopoly of educational bureaucracy and social consensus can be solved through decentralization and autonomy and legislative process of the National Assembly. The study suggests that legislative proposal would be submitted based on the symbolic and political purpose of identifying the organizational reorganization rather than improving the efficiency of national education administrative system and promoting educational policy quality. In this article, two legislative tasks are proposed instead of the establishment of the NEC in order to stabilize education policy in long term. 본 연구는 국회에 상정된 ‘국가교육위원회 설치 법률안’의 정합성을 검증하고 있다. 국가교육위원회 설치 목적 실현의 한계점, 기구 신설 성과의 불확실성과 부작용을 논의함으로써 국가교육위원회 신설에 대한 비판적인 견해를 논구한다. 국가교육위원회 설치는 한국 정치 현실에서 실효성이 떨어지고, 정부조직 개편 원리에도 부합되지 않는다. 첫째, 초정권적인 교육정책 형성은 민주주의 책임정치 원리에 어긋나고 실현가능성 낮아 기구 신설의 목적 달성이 불투명하다. 둘째, 교육부 업무와 중복되지 않는 독자적 사무가 적고 정부조직개편 원리에 부합되지 않아 국가교육위원회 신설은 행정 비효율을 초래할 것이다. 셋째, 교육관료의 교육정책 독점해소와 사회적 합의를 통한 교육정책은 기구설치보다는 분권․자율화와 국회의 입법을 통해서 실현할 수 있다. 국가교육행정조직의 능률성 제고와 교육정책추진의 효과성 증진보다는 조직개편을 진보나 개혁과 동일시하는 상징적·정치적 목적에서 논의되고 있기 때문에 법안에서 제시한 국가교육위원회 설치 제안논리는 타당성과 실천가능성이 낮다. 따라서 국가교육위원회 설치보다는 교육기본법에 교육제도의 안정성 원칙을 규정할 것을 본 연구는 제안한다.

「이충백전(李忠伯傳)」에 나타난 채제공의 문제의식 고찰

Considering 「Lee Chung-Baek Jeon(李忠伯傳)」 by Chae Jae-Gong(蔡濟恭) with the trace of the past of Lee Chung-Baek and relationship of Lee Chung-Baek and Park Yeop(朴燁) as the central figure, I studied the aspects of the trace of the past in terms of the objective appointment and loyalty. Lee Chung-Baek behaved like a larrikin before he met Park Yeop and after the Manchu war of 1636(丙子胡亂) was over, but comported bravely like a commander while he met Park Yeop and went into the battlefield, so had both the aspect of the larrikin and the aspect of a commander. What Chae Jae-Gong who kept pro-social behavior in mind paid attention in traces of the past of Lee Chung-Baek, was the fact that Lee Chung-Baek and Park Yeop met humanly, and personality changes of Lee Chung-Baek who was achieved recognition by Park Yeop and made fealty in the battlefield. In other words to reform public ethics and to find ways to realize royal politics, Chae Jae-Gong created 「Lee Chung-Baek Jeon」 to show objective appointment by humane relationship and realization of loyalty as pro-social behavior. Contrary to other chivalrous persons reflected popular value, 「Lee Chung-Baek Jeon」 was added teleology for teaching of manners by the upper class. 본고는 채제공의 「이충백전」에 나타난 이충백의 행적을 이충백과 박엽의 관계를 중심으로 고찰하고 그 결과를 객관적 등용과 충의 실현의 측면에서 살펴보았다. 이충백은 박엽을 만나기 전과 병자호란이 끝난 후에는 폭호의 기질을, 박엽을 만난 이후부터 전시에는 장수의 기상을 드러내었다. 이러한 이충백의 행적에서 채제공이 주목한 것은, 박엽에게 등용된 이충백이 전장에서 충성을 다한 대목이었다. 즉 채제공은 봉건적 질서의 혼란을 타개하기 위한 과정으로서의 관계 형성인 객관적 등용을 직시하였다. 그리고 왕도 정치를 실현할 수 있는 방안으로 객관적 등용이 가져오는 사회적 성과인 충의 실현을 보여 주고자 「이충백전」을 창작하였다. 또한 하층 문인과 백성이 지향하는 가치가 반영된 여타의 유협전과 달리, 객관적 등용과 충의 실현이 가능할 수 있도록 상급자의 인간적 면모를 중시하였다. 이와 같이 채제공은 당시에 유행한 유협전을 활용하여 백성을 객관적으로 등용하여 그로 하여금 친사회적 활동을 하게 해야 한다는 상층의 예교의 목적론을 역설하였다.

대학의 국제적 위상을 높이기 위해 고등교육평가원 설립이 필요하다

국제수준의 전문성을 토대로 한 평가를 통해 대학들의 자기혁신을 지원하고 우리나라 대학교육의 경쟁력을 강화하기 위해 고등교육 평가기능을 전문적.체계적으로 수행하는 국가 차원의 평가전담기구의 필요성이 여러 측면에서 대두되고 있다. 민간과 정부, 대학 간의 공동협력을 통해 선진국 수준의 고등교육 질 보장 체제를 구축하여 대학의 국제경쟁력을 지속적으로 강화하고, 이를 바탕으로 대학교육 환경의 미래변동에 능동적으로 대처하는 일은 더이상 지체할 수 없는 시급한 사안이다.

온라인 수업유형에 따른 교양영어회화 수업에 영향을 미치는 학습변인연구

The influence between the diverse learning variables affecting the academic achievement of learners according to class types should be studied extensively for the effectiveness of the Korean online general English classroom. Therefore, within the overall online non face-to-face class situation due to the prolonged COVID-19 pandemic, for 15 weeks 80 Korean university students experienced general English classes according to the non face-to-face class format. The purpose of this study was to investigate learner interactions (student-to-student vs. student-to-instructor), their motivation and satisfaction levels, and their English speaking achievement with a particular focus on lecture types (real-time Zoom classes vs. video-recorded classes). In addition, learning variables which can affect English speaking achievement and satisfaction were measured using a survey. By studying these variables, which have been insufficient so far, the intention was to provide some implications for the effective online class operation for the university general English classroom. Correlation analysis, t-test, and multiple linear regression were conducted, and the results were as follows: First, students’ interaction and academic achievements showed significant correlation and student-to-student and student-to-instructor interactions showed significant correlation. However, there was not any significant correlation between student-to-student interaction and their English speaking achievement. Second, significantly different lecture types had an impact on student interactions, their learning motivation, and academic achievements, but not on their level of satisfaction. Third, there were not any significant variables affecting course satisfaction, and student-to-instructor and student-to-student interactions had a significant effect on academic achievement. The 54.4% of English speaking achievement is explained through student-to-instructor and studentto- student interactions. Therefore, lecturers should take into regard the students’ diverse learning related-variables, which can affect the online English speaking class, and try to enhance the students’ satisfaction, motivation, and interaction levels. By doing so, we hope to maximize the educational effect of the online English speaking classes. 대학 교양교육에서 수업유형에 따른 다양한 학습 변인들 간의 관계는 수업의 효과성을 위해 폭넓게 연구되어야 한다. 이에 본 연구는 코로나 장기화로 인한 전반적인 온라인 비대면 수업 상황 안에서 15주 동안 한국 대학생 80명을 대상으로 비대면 수업형식에 따라 교양 영어회화 수업에 영향을 미칠 수 있는 학습변인별 상관관계, 온라인 수업 유형(실시간 Zoom vs. 동영상녹화)에 따른 한국 성인 학습자 의 교수-학습자간 상호작용, 학습자간 상호작용, 학습동기, 수업만족도, 학업성취도등 학습 관련 변인들 간의 관계 및 학업성취도와 수업만족도에 영향을 미치는 변인을 설문을 통해 살펴봄으로서 대학 교양 영어회화 수업에서 수업유형별 학습변인들 간의 관계를 연구하였고, 이를 통해 대학 교양 영어회화 수업의 효과적인 온라인 수업 운영을 위한 시사점을 제공하고자 하였다. 상관분석, t-test, 다중회귀분석이 실시되었으며, 연구 결과 1) 교수-학습자간 상호작용과 학습자간 상호작용은 서로 유의미한 상관관계가 존재하였고 교수-학습자간 상호작용과 학업 성취도간에도 유의 미한 상관관계가 존재하였다. 그러나 학습자간 상호작용은 학업 성취도와 유의미한 상관관계를 보이지 못하였다. 2) 실시간 Zoom수업과 비실시간 동영상 녹화수업 유형에 따른 결과는 수업 만족도를 제외한 상호작용(교수-학습자, 학습자간), 학습동기, 학업성취도에서 통계적으로 유의미한 차이를 보였다. 3) 수업만족도와 학업 성취도에 영향을 미치는 학습 변인을 살펴본 결과, 수업 만족도에 영향을 미치는 유의미한 예측변수는 없었으며, 학업성취도의 54.4%가 교수-학습자간 상호작용, 학습자간 상호작용에 영향을 받았다. 따라서 교수자는 학습자의 자발적인 출력과 상호작용이 강조되는 온라인 영어 회화 수업에 영향을 미치는 다양한 학습변인을 고려하여 온라인 교양 영어회화 수업의 교육효과를 최대로 이끄는 것이 제안되는 바이다.
