한국과 일본의 정보공개 제도와 운영실적의 비교 연구: 중앙정부를 중심으로

이 연구는 한국과 일본의 정보공개 제도와 운영실적을 제도분석모형(IAD framework)으로 비교하였다. 정보공개의 물리적 조건(정보의 공공재적 특성), 정책공동체 특성(정치행정시스템), 제도(정보공개 제도)의 선행요인이 행위자 행태(운영실적)에 미치는 영향을 비교 분석하였다. 분석 결과 한국과 일본의 제도적 차이와 정치·행정적 특성의 차이가 운영실적의 차이를 가져오는 것으로 나타났다. 두 나라 모두 관료들의 적극적인 정보공개를 촉진하는 인센티브 기재는 약하다. 그러나 정치이념과 리더십의 영향에서 일본은 5명의 총리들 간에 큰 차이가 없지만, 한국은 세 대통령의 상이한 이념과 정치적 리더십 유형이 제도변화와 운영실적에 큰 영향을 미쳤다. 동시에 정보의 개념과 특정성, 비공개정보 범위 같은 실체적 요소와 청구권자 범위와 공개결정기간, 불복처리 절차, 청구 및 공개방법 등 절차적 요소를 포함한 제도적인 차이가 두 나라의 정보공개 운영실적의 차이를 유발하고 있다. 운영실적은 중장기적으로 국민의 알 권리와 행정투명성이라는 민주행정 가치에 영향을 미친다. This paper looks at institutional differences and operational outputs of information disclosure of central governments in Korea and Japan according to the institutional analysis development (IAD) framework developed by Elinor Ostrom. The IAD framework explains the behavior of actors and the final performance of institutions as being influenced by physical conditions, i.e., public goods properties of public information, policy community characteristics such as the politico-administrative system, and institutional factors. Institutional and politico-administrative differences of the two countries are important factors in determining institutional operations of information disclosure. Political concerns and leadership play an important role in activating information disclosure, because it is something that bureaucrats do not have sufficient incentive to perform without external motivation. In contrast to Japan, a significant difference is found in the operation and outputs of information disclosure among three presidencies of Korea. Institutional differences in the definition of major concepts and their specificities, the scope and types, terms and conditions of the limits to information disclosure are also important factors influencing the output of the operation of the information disclosure system.

대학생의 심폐소생술에 대한 지식과 태도 및 자기효능감에 대한 연구

Purpose: This study was designed to investigate the relationship among knowledge, attitude, and self-efficacy with regard to cardiopulmonary resuscitation (CPR) among undergraduate students. Methods: The participants in this study were 200 undergraduate students who attended university in Seodaemun-gu, Seoul. Data were collected from 14 October, to 28 November, 2012 using the Yeon-sook Park, questionnaire. Descriptive statistic, t-test one-way ANOVA and Pearson’s correlation coefficient with SPSSwindows20.0 were used for data analysis. Results: 1. The total mean score for the degree of knowledge was 9.06 out of 15, the percentage for the degree of attitude about knowledge acquisition and performance intention were over 60%, and the total mean score for the degree of self-efficacy was 56.60 out of 110. 2. The degree of knowledge, attitude, and self-efficacy related to general and educational characteristics about CPR showed a statistically meaningful difference of 3. There were significant positive correlations among knowledge, attitude, and self-efficacy about CPR. Conclusion: To strengthen CPR education, educational support to required conditions and a systematic and integrated CPR program are needed.
