지역산업구조와 소득수준에 관한 연구

본 논문은 지역의 산업구조가 지역소득 및 성장에 어떤 영향을 주는가에 대한 실증적 분석을 시도하였다. 지역 산업구조를 분석하기 위하여 ogive와 엔트로피 기법을 이용한 산업구조의 전문화와 다양화 지수를 산출하였다. 산업구조가 소득수준에 미치는 영향을 분석하기 위하여 다중회귀분석과 혼합모형(fixed-effect model)을 이용하였다. 연구결과에 의하면, 소득수준에 있어서 지역간 격차가 매우 큰 것으로 관찰되며, 특히 수도권, 영남권의 소득은 높은 반면, 호남과 중부권은 상대적으로 낮은 불균형적 소득분포를 보이고 있다. 이와 같은 권역간의 소득격차는 산업구조와 소득수준의 관계를 분석할 때, 권역별 효과의 추출과 함께, 두 변수들 사이의 인과관계를 분석하는 것이 바람직한 연구방법이라는 것을 제시한다. 전국적으로는 지역산업구조가 지역의 소득수준을 적절히 설명하지 못하지만, 동일권역 內에서는 전문화되어 있는 곳이 보다 높은 소득수준을 갖는다는 것이 분석되었다.

도서지역 관광개발을 둘러싼 문제와 쟁점사항들- 인천 굴업도 Ocean Park 관광단지개발을 중심으로-

The main purpose of this paper is to review the Ocean Park Tourism(OPT) Project promoted by the CJ group in Gulup Island, Incheon City and propose policy implications for a desirable island development. The OPT project is facing a dilemma because the Incheon City Government wouldn`t permit the golf course construction plan in Gulup Island. This paper analyzes the conflicts surrounding the OPT project and suggests some policy implications for solving those problems. The research result shows that we can overcome the conflicts by having an open discussion among related groups. Moreover, the OPT project should pursue a tourism development which is both ecologically and culturally sustainable. In this paper there are three policy alternatives for solving conflicts and continuously proceeding the OPT project. The first proposal is to link the Gulup Island tourist development with film tourism by using the CJ`s media industry. Second, in order to solve conflict with the Incheon City Government, the Gulup Island development project should consider comprehensive development planning for the surrounding islands. The last proposal is related to the citizen movement groups and that this neutral coordinator of the local governance system may solve the conflicts. In conclusion, the CJ project is expected to open a new chapter for the island development of Korea.

본 연구는 인천 영종도와 서북부 지역을 중심으로 ‘항공대도시’개발을 위한 시론적 모형과 정책 시사점을 논의하였다. 국제공항은 글로벌 사회에서 도시성장을 위한 핵심 인프라로 작용한다. 세계 최고수준의 공항이 입지 한 인천은 도시성장을 위해 공항을 통한 글로벌과 지역을 연계하는 전략을 추구해야 한다. Kasarda가 제시한 ‘항 공대도시’전략은 글로벌 시대에 인천의 도시성장을 위한 새로운 장을 열 것으로 기대된다. 인천공항과 영종도, 그 리고 인천 서북부 지역을 연결하는 회랑을 중심으로 계획된 ‘인천 항공대도시 사업’은 인천의 내생적 성장을 촉진 시키는 견인차 역할을 할 것으로 예상된다. This paper examined the Incheon Aerotropolis Project for development around Youngjong Island and Northwestern area of Incheon. International Airport is a vital infrastructure for urban development in a global age. Incheon, holding the world`s best international airport, needs to make a city development strategy by linking Incheon and the global through the airport. It is expected that the Aerotropolis Project suggested by Kasarda will provide a new opportunity for Incheon development in a global age. This paper suggests that the aerotropolis project will act as a driving force for promoting endogenous growth in Incheon metrocity.

한국사회의 저출산 현상, 재앙인가 기회인가?

본 연구는 최근 한국사회에서 주요 이슈 가운데 하나인 저출산 문제에 대한 정부의 접근방향에 대해 고찰하였다. 이 문제에 대한 대부분의 선행연구들은 저출산 현상이 한국사회에 재앙으로 작용할 것이라고 경고하였다. 그러나 본 연구는 이런 주장과는 달리 저출산은 한국사회의 한 단계 성장과 재구성을 위한 기회요인으로 작용할 것을 논의하였다. 한국사회에서 저출산 현상에 대한 위기논거는 주로 인구학계, 정부, 정치인, 언론 등에 의해 공공선택론적 시각에서 제기되었으며, 본 연구는 저출산의 메가트렌드를 극복하는 정책을 추진하기보다는 시민들의 삶의 질을 향상시키는 정책이 문제해결을 위한 바람직한 정책방향이라고 제안하였다. This study examines the approach to the problem of low fertility rate, one of the hot issues in Korean society in recent years. Most previous studies on this issue have warned that low fertility will be a disaster for Korean society. However, this study argues that, unlike such claim, low fertility will be opportunities for growth and reconstruction of Korean society. The crisis of low birthrate and aging in Korean society was raised from the viewpoint of public choice theorists by mainly demographic and economic sectors, government, politicians, and media. This study suggests to improve the quality of life of citizens rather than pursuing a policy to overcome the mega trend of low birth rate as a desirable policy direction for problem solving of low fertility in Korea.

공공미술관과 도시개발: 인천 시립미술관 입지선정에 관한 연구

본 논문은 인천시가 건립을 추진 중인 시립미술관 입지 후보지에 대한 적정성을 분석하였다. 공공미술관 입지를 결정하는 주요 요인으로는 접근성, 근린성, 클러스터 효과, 경제성, 형평성 등 5가지 요인을 제시하였다. 인천 시립미술관 후보지로는 송도 경제자유구역의 투모로우시티, 부평 캠프마켓 공여지, 주안 구 시민회관 부지, 구월동 인천종합문화예술회관 인근 공원부지 등 4곳을 제시하여 입지 적정성을 평가하였다. 연구결과 인천종합문화예술회관 인근 공원부지가 인천 시립미술관 입지로 가장 적절한 것으로 나타났다. This paper investigated the locational validity on the four candidate spaces for Incheon Metropolitan Art Museum(IMAM), currently being promoted by Incheon Metropolitan Government. As the main factors influencing location of public art gallery, this paper suggested five factors - accessibility, proximity, cluster effect, economic factor and equity. Survey method was used to examine the locational validity on the four candidate spaces for IMAM and research result showed that the immediate vicinity around Incheon Culture & Art Center is the most desirable location for IMAM.

인천 송도경제자유구역의 아파트 가격변화가 연수구 아파트 가격에 미치는 영향분석

CONTENTS (1) RESEARCH OBJECTIVES The main purpose of this paper is to estimate the effect of apartment price in Songdo Economic Free Zone (SEFZ) on the price of apartment in Yeonsoo-Gu Incheon, at the aggregate level. (2) RESEARCH METHOD To analyze the effect of apartment price in SEFZ on the price of apartment in Yeonsoo-Gu, graphic, correlation and regression techniques are used. Empirical analysis was performed to measure the change in apartment price of Yeonsoo Gu, using regression models with three independent variables; apartment price of SEFZ, Incheon business index and MB(Myung Bak Lee) regime dummy. (3) RESEARCH FINDINGS Our empirical research shows that there is a time lag of 11 months to meet the peak effect in change of apartment price in SEFZ on the change in apartment price in Yeonsoo area. Also, research indicates that the local market condition strongly influences the performance of local real estate market while the coefficient of the MB regime dummy shows a positive (+) sign. 2. RESULTS The research result shows that there is a co-movement in apartment prices between Yeonsoo-Gu and Songdo Economic Free Zone and the apartment price in SEFZ spills over across Yeonsoo area.

산업단지 입주기업의 입지만족도에 관한 실증적 연구- 인천 서부지방산업단지를 중심으로-

본 연구는 인천 서부지방공단을 대상으로 설문조사를 통해 입주기업의 입지만족도를 조사하였다. 인천 서부공단은 주물산업이 주종을 차지하는 지방산업단지로서, 생산과정에서 공해물질을 발생시키는 대표적인 기피산업으로 분류된다. 따라서 대도시 입지경쟁력이 점차 하락하는 추세를 보이며, 타 지역으로 이전이 추진되고 있다. 이러한 시점에서 시도된 인천 서부공단 입주기업들의 입지만족도 조사결과는 보통 수준인 것으로 나타났다. 서부공단의 입지장점으로는 원자재 획득의 용이성, 동종기업의 입지, 지가 등으로 나타났으며, 문제점으로는 교통접근성 불량, 노동력 수급문제, 주변환경 불량 등이 제시되었다. 서부공단의 입지경쟁력을 향상시키기 위해서는 교통 인프라에 대한 투자, 필요한 노동력을 위한 교육훈련, 그리고 주변환경 개선사업이 시급히 요구된다. This paper investigated the locational satisfaction of the companies residing in the Seobu Local Industrial District(SLID), Incheon City, through the survey method. It was found that the strong locational factors of the SLID were availability of raw materials, residence of same or similar factories and low land price while the weak locational factors were bad transportation accessibility, difficulty of labor supply and bad quality of surrounding environment. This paper reveals that it is urgently recommended to invest in local transport infrastructure, to train the necessary labor-force, and to upgrade the neighborhood environment, for improving locational advantages of the SLID.
