Efficiency Evaluation of Financial Support for Rural Industry Revitalization in Eastern China

The purpose of this study is to evaluate the efficiency of financial support for rural industry revitalization in eastern China. Comparative analysis of the efficiency of provincial financial support for rural industrial revitalization in eastern China can provide reference for various provinces to formulate financial policies for rural revitalization. In the research process, 5 evaluation indicators were selected using the panel data of the 2016-2021 "China Financial Statistical Yearbook" and "China Statistical Yearbook", and the DEA and Malmquist index methods were used for calculation. The results show that the average efficiency of financial support for rural revitalization in the 10 eastern provinces from 2015 to 2020 was generally higher, with the efficiency values all higher than 0.8, and reached 0.908 in 2017. The comprehensive efficiency of financial support for rural industry revitalization in Tianjin, Shanghai and Hainan has reached the best. From 2015 to 2020, the total factor productivity of financial support for rural industry revitalization in the eastern region has a "V"-shaped fluctuation. Total factor productivity has the fastest growth. The provinces are Beijing, Hebei and Shandong showing negative growth. It is recommended that relevant provinces improve their strategies for financial support for the revitalization of rural industries. The scope of future research should be expanded to most areas of China and the evaluation indicators should be optimized.

Efficiency analysis of social security expenditure in 31 provinces and autonomous regions in China

Purpose - The purpose of this study is to measure the efficiency of social security expenditure in 31 provinces, cities and autonomous regions in China and proposes corresponding improvement plans. Research design, data, and methodology - The data were obtained from the statistical yearbook of each province. The BCC and CCR models of DEA model and Malmquist index are used to analyze the efficiency, and the inputoutput index is expanded. Result - The results show that the social security performance of the Chinese government has improved on the whole despite the unbalanced development in different regions. Each region should look for strategies to improve the efficiency of social security according to its own problems. The study suggests that provinces affected by TCI should improve their internal environment, such as raising social security fund structure and strengthening fund supervision, to improve efficiency. Areas affected by TECI need to be more responsive to policy, socio-economic and technological development. Conclusion - The research conclusion can provide reference for Chinese provinces to improve the efficiency of social security expenditure in the future. This study is not comprehensive enough in the selection of input-output indicators, which can be further expanded in the future.

Two azaphilonidal derivatives [penicilazaphilonesB (1) and C (2)], have been isolated from thefermented products of marine fungus strain Penicilliumsclerotiorum M-22, penicilazaphilones C was a new compound. The compound’s structures were identified by theanalysis of spectroscopic data including 1D and 2D NMRtechniques (1H-NMR, 13C-NMR, COSY, HMQC, andHMBC). Biological evaluation revealed that penicilazaphilonesB and C showed selective cytotoxicity againstmelanoma cells B-16 and human gastric cancer cells SGC-7901 with IC50 values of 0.291, 0.449 and 0.065,0.720 mM, respectively, while exhibiting no significanttoxicity to normal mammary epithelial cells M10 at thesame concentration. Moreover, penicilazaphilones C alsoexhibited strong antibacterial activity against Staphylococcusaureus, Pseudomonas aeruginosa, Klebsiellapneumonia and Escherichia coli with MIC values0.037–0.150 mM, while penicilazaphilones B’s bacteriostaticaction was weaker.

Kaiso is a Pox Virus and Zinc Finger (POZ-ZF) transcription factor with bi-modal DNA-binding specificity. Here, we demonstrated that Kaiso expression is inversely correlated with glucocorticoid receptor (GR) expression in breast carcinomas. Knockdown of Kaiso increased GR expression, while overexpression of Kaiso inhibited GR expression in breast cancer cells. Furthermore, Kaiso repressed GR proximal promoter-reporter activity in a dose-dependent manner. Remarkably, ChIP experiments demonstrated that endogenous Kaiso was associated with the GR promoter sequence in a methylation-dependent manner. Since glucocorticoids inhibit chemotherapyinduced apoptosis and have been widely used as a co-treatment of patients with breast cancer, we assessed the role of Kasio in GR-mediated anti-apoptotic effects. We found that overexpression of Kaiso attenuated the anti-apoptotic effects of glucocorticoids in breast cancer cells. Our findings suggest that GR is a putative target gene of Kaiso and suggest Kaiso to be a potential therapeutic target in GC-combination chemotherapy in breast cancer. Apoptotic Effects of psiRNA-STAT3 on 4T1 Breast Cancer Cells in Vitro

Background: The aim of this study was to investigate the effect of a Lipofectamine2000 (Life2000) Transfection Reagent transfected psiRNA-STAT3 plasmid on 4T1 breast cancer cells. Materials and Methods: MTT was used to detect the cell proliferation of breast cancer 4T1 cells at different periods (0h, 6h, 8h, 10h); the cell cycle was assessed by flow cytometry; variation of apoptosis and mitochondrial membrane potential was observed under a fluorescence microscope; immunohistochemical staining was used to determine the expression of caspase-3 and cyclin-D1 protein. Results: An obvious effect of inhibition to 4T1 cancer cells could be observed at 8h after the psiRNA-STAT3 was transfected. Typical alterations of apoptotic morphological features were visible in the psiRNA-STAT3 treatment group. Mitochondrial membrane potential decreased significantly, the number of cells was increased in G0/G1 phase, and the number of cells was decreased in S phase, and the data were statistically significant (p<0.05), compared with the Scramble and Mock groups. Expression of caspase-3 protein was increased significantly, while that of cyclin D1 was significantly decreased. Conclusions: Life2000 transfected psiRNA-STAT3 plasmid can inhibit 4T1 tumor cell proliferation and promote apoptosis of 4T1 tumor cells, which process depends on the regulation of expression of cyclin D1 and caspase-3 protein.
A Novel Video Image Text Detection Method

A novel and universal method of video image text detection is proposed. A coarse-to-fine text detection method is implemented. Firstly, the spectral clustering (SC) method is adopted to coarsely detect text regions based on the stationary wavelet transform (SWT). In order to make full use of the information, multi-parameters kernel function which combining the features similarity information and spatial adjacency information is employed in the SC method. Secondly, 28 dimension classifying features are proposed and support vector machine (SVM) is implemented to classify text regions with non-text regions. Experimental results on video images show the encouraging performance of the proposed algorithm and classifying features.

The extraction and solvent partition of the leaves of Eucalyptus citriodora, and repeated column chromatography for n-BuOH fraction yielded a new flavonoid glycoside, citrioside C (1), along with three known flavonoid glycosides (2-4). The latter were identified with kaempferol-3-O-${\beta}$-$\small{D}$-glucopyranosyl (12)-${\alpha}$-$\small{L}$-rhamnoside (2), kaempferol-3-O-${\alpha}$-$\small{L}$-rhamnoside (3), and quercetin-3-O-${\alpha}$-$\small{L}$-rhamnoside (4). Their chemical structures were identified on the basis of spectroscopic data analyses including NMR, MS, UV, and IR. All constitutents were isolated for the first time from the leaves of Eucalyptus citriodora. The potential antivirus activity of all the isolated compounds was evaluated. Compound 4 showed potent antiviral activity against respiratory syncytial virus with 50% inhibition concentration ($IC_{50}$) value of $1.9{\mu}g/mL$ and selective index value of 9.8.
