        지방정부 국제기구 가입의 영향요인 분석

        The purpose of this study is to empirically analyze the phenomenon and determinants of local governments joining international organizations related to climate change as independent actors. Specifically, this study examined the proliferation of local governments' participation in international organizations related to climate change, and furthermore, based on institutional approaches to organizational theory to understand how local governments act as actors. The analysis shows that local governments are affected by neighboring governments, not by higher-level governments or local environmental pollution. It was also analyzed that environmental ordinances established by local governments in accordance with local characteristics affect the accession to international organizations. These results show that local governments are competing under the influence of neighboring local governments as independent actors in a complex environment, and local governments are actively responding to international and international norms by enacting environmental regulations. Furthermore, the policy implications of promoting and sharing climate change-related policies are drawn up so that local governments can compete with responsibility in solving climate change problems. 본 연구는 한국 지방정부의 국제기구 가입 현상을 이해하고 영향요인을 실증적으로 분석하는데 목적이 있다. 특히, 환경 이슈처럼 지방정부가 대응하기 어려운 분야에 있어서 지방정부의 행태를 고찰해 보고자 한다. 구체적으로 지방정부의 기후변화 관련 국제기구 가입 확산 현상을 알아보고 더 나아가 지방정부가 행위자로서 행동하는 모습을 파악하기 위해 제도주의 조직론 관점을 토대로 살펴보았다. 분석결과, 지방정부는 상위정부나 지역의 환경오염 정도 등의 요인이 아니라 이웃정부의 영향(수평적 압력)을 받아 기후변화 관련 국제기구에 가입하는 것으로 나타났다. 그리고 지방정부가 지역의 특성에 맞게 제정하는 환경 관련 조례가 국제기구 가입에 영향을 미치는 것으로 분석되었다. 이러한 결과는 복잡한 환경 속에서 지방정부가 독립된 행위자로서 이웃하는 지방정부들의 영향을 받으며 경쟁을 하고, 지방정부가 환경 관련 조례를 제정하여 국내적 규범뿐만 아니라 국제적 규범에 적극적으로 대응하고 있음을 보여준다. 더 나아가 기후변화 문제를 해결하는데 있어서 지방정부가 책임성을 갖고 경쟁할 수 있도록 기후변화 관련 정책 등을 홍보하고 공유해야 한다는 정책적 함의를 도출하였다.

        대통령제에서 헌정제도의 변화와 권력구조의 재편

        The purpose of this study is to analyze the process of constitutional amendment in the Philippines and Indonesia after democratization, and to inquire the political implications between the change of constitutional institution and the realignment of power structure in dimension of comparative studies. Realistically, constitutional change means realignment of power structure as well as regal and institutional change. And also, constitutional change induces different institutional result to be affected by motive and opportunity structure of institutional change, and dynamic relations among political actors as well as by institutional principles. The Philippines and Indonesia, two countries had carried out the realignment of political power by a series of constitutional amendment after democratization. However, in two countries, constitutional amendment had advanced to mutually different direction, though their motives, rightfulness, and opportunity structure for constitutional amendment had been formed similarly. After democratization, the Philippines has revolved to the original form of American presidential system through the 1987 ‘Free Constitution’, but be confronted with the problem of ‘dual legitimacy’ in presidential system, and finally failed succeeding constitutional amendment. On the other hand, Indonesia had amended the constitution for democratic election in 1999, and then driven forward the change of a series of constitutional amendment and realignment of power structure for political reform. In conclusion, the Philippines and Indonesia promoted a series of constitutional amendment in similar political environment after democratization, but the process of their constitutional amendment brought mutually different result in each other.

      • Drivers of and Barriers to Professionalization in International Sport F

        In a changing and complex environment, international sport federations (IFs) have to face new challenges. These challenges can trigger or hinder IFs’ professionalization processes. While researchers have examined organizational change and professionalization of national sport federations (NFs) and clubs, studies on IFs are rare. Considering professionalization as an important element of IFs’ change processes in recent years, the study attempts to fill this gap. The conceptual framework is based on the concepts and dynamics of organizational change, the influence of isomorphic pressures and the operationalization of a multi-level framework. Data from six case studies was analyzed by means of qualitative content analysis. Findings reveal multiple causes of IFs’ professionalization. Three particular findings are discussed: professionalization as a dynamic process with phases of acceleration that vary depending on IFs’ size; IFs’ becoming increasingly business-like through isomorphic changes; and five causes of particular relevance to IFs’ current professionalization process.

        주역 표상체계의 확장적 고찰

        <P>&nbsp;&nbsp;This study treats the characteristic of the symbolic method of the I-Jing (The Book of Changes) that is based on the Tai-Ji and Yin-Yang symbols from the point of the semiotics starting from the point that the I-Jing is composed of the two signs; Tai-Ji and Yin-Yang, and those two gather into trigrams and participate into the human lives. </P><P>&nbsp;&nbsp;In the second thesis, I tried to explain the results of the former thesis claiming the traditional Chinese point of view on the I-Jing, and again tried to deduct and explain the characteristic aspects by finding out a cultural expansive appearance verifiably from the aspects of cultural artistic architecture, oriental medicine and life custiom. </P><P>&nbsp;&nbsp;As a result I tried to argue that the point to which the learning and the revolutionary change of the perception provoked in the western theory of relativity and the quantum mechanics aim, is different in their languages from the thinking that is summarized as the I-Jing’s Yin-Yang theory, but is same in its direction in considerable parts. I tried to talk about the sufficient possibility of the mutual communications between the Eastern and Western thinking through a logical itinerary such as this.</P>

        우리나라 지방 공공기관의 생성과 운영에 대한 이해: A시 산업진흥원 사례를 중심으로

        본 연구는 지방자치단체 소속의 지방공기업이 체계적으로 관리된 것과는 달리 지방출자・출연기관의 수가 급격히 증가하는 이유에 대해 의문을 가지고 원인을 분석해보고자 한데서 시작하였다. 최근에 설립된 A시 산업진흥원을 대상으로 이해관계자들의 인터뷰 조사결과를 통해서 지방자치단체 출자출연기관의 생성과정을 검토하고, 이러한 과정이 어떠한 원인들로 나타나고 있는가를 유추하여 그 의미를 해석한 후, 생성된 조직들이 정책과 행정현실에서 살아남기 위하여 어떻게 운영되고 있는지를분석하였다. 분석결과에 대한 본 연구의 시사점은 첫째, 중앙정부의 사업 확장 및 예산출처의 다변화로 인해 이에 대응하는 지방자치단체 입장에서는 사업과 예산을 관리하는 기관 신설이 유리한 상황으로 인지되어 지방자치단체의 기관 신설을 자극할가능성이 있다는 점이다. 특히 기관의 신설과 운영과정에서 나타나는 단체장-지방의원-관료의 여러 가지 행태 등에 대한 다양한 역동성에 주목할 필요가 있다. 둘째, 지방 공공기관의 무한증식 가능성과 생성된 조직의 변형과 경로 등을 확인하면서 중앙정부의 일과 지방자치단체의 일을 어떤 목적으로 누가 하고 있는지를 살펴보는 작업및 그 책임성에 대하여 추적할 필요가 있을 것으로 보인다. 셋째, 지방자치단체 출자・출연기관들이 새롭게 생성되는 원인과 과정, 생성된 이후 출자・출연기관들이 운영되는 구체적인 모습을 살펴봄으로써 현재 지방자치단체 출자・출연기관의 생성과운영의 양상이 앞으로의 양상에도 지속될지에 대한 다양한 논의가 필요하다.
