        HANARO, an open-tank-in-pool type research reactor of 30 MWth power in Korea, has been operating normally since its initial criticality in February, 1995. For the last about ten years, A cooling tower of a secondary cooling system has been operated normally in HANARO. Last year, the cooling tower has been overhauled for preservative maintenance including fills, eliminators, wood support, water distribution system, motors, driving shafts, gear reducers, basements, blades and etc. This paper describes the results of the overhaul. As results, it is confirmed that the cooling tower maintains a good operability through a filed test. And a cooling capability will be tested when a wet bulb temperature is maintained about 28 ℃ in summer and the reactor is operated with the full power.

        RCF 시험을 통한 KTX 윤축베어링의 분해 정비 주기 평가

        KTX wheelset bearings have thus far been maintained in accordance with the maintenance system of French national railway company, SNCF. The overhaul cycle time (OCT) of KTX wheelset bearings is now 1.4 million km in mileage. This value, however, has not been validated in Korea that has much different railway environments with France. In fact, it is impossible to validate OCT of wheelset bearings directly because they are disassembled and cleaned only when some faults are detected. In this paper, the accuracy of the current OCT value was evaluated indirectly by investigating the effect of grease lubricants on the bearing life. Five grease samples (one new and four aged greases) were used in this study. Four aged greases of different conditions were obtained from four wheelset bearings whose mileages were about 0.3, 1.2, 1.3, and 1.8 million km, respectively. Each grease sample was then injected into the RCF (Rolling Contact Fatigue) tester and fatigue lifetime was experimentally estimated. In addition, the wt% of Fe in each grease sample was analysed. The experiment results reveal that the bearing lifetime is inversely proportional to the mileage of grease sample while the wt% of Fe increases with the mileage of grease sample. Based on the experimental results, it can be concluded that the current OCT value is appropriate for the first overhaul of wheelset bearings. However, further validation is required to determine the second and third OCT values.

        Firefighters’ Exposures to Polynuclear Aromatic Hydrocarbons and Volatile Organic Compounds by Tasks in Some Fire Scenes in Korea

        Objectives: Firefighters are known to be exposed to a variety of toxic substances, but little information is available on the exposure profile of firefighting activities. The aim of this study was to conduct exposure monitoring of toxic chemicals at fire scenes, to compare the concentrations of respective chemicals among firefighting tasks, and to assess the main factors influencing the concentrations of chemicals. Methods: Researchers performed sampling at firefighting scenes during four weeks in 2013. At the scene, we collected samples based on firefighters’ own activities and examined the situation and scale of the accident. Collected samples were classified into three categories, including fire extinguishing and overhaul, and were analyzed in the laboratory according to respective analysis methods. Results: A total of fourteen fire activity events were surveyed: five fire extinguishing, six overhaul, and three fire investigations. Although no substance exceeded the ACGIH TLV, PAHs were detected in every sample. Naphthalene ranged from 0.24 to 279.13 mg/m3 (median 49.6 mg/m3) and benzo(a)pyrene was detected in one overhaul case at 10.85 μg/m3. Benzene (0.01-12.2 ppm) was detected in every task and exceeded the ACGIH TLV. No significant difference in concentrations between tasks was shown. Conclusions: These results indicate that all firefighting tasks generated various hazardous combustion products, including possible carcinogens.

        정보교환과 금지청구제를 중심으로 본 2020년 개정 공정거래법의 시사점과 향후 쟁점

        December 9, 2020, the date of the Korean antitrust overhaul first time ever in Korea, was marked by the Korean antitrust community a milestone in the 40-year legislative history of the Monopoly Regulation and Fair Trade Act(“MRFTA”). The New MRFTA is expected to be an effective gap filler, as the amended provisions are likely to cure many, if not all, loopholes existing in the current law. The two most notable gap fillers among the recent amendmenets will probably be the cartelization of the information exchanges(in substantive law) and the newly introduced injunctive reliefs(in procedural law). New Article 40 of the MRFTA will fuel the KFTC’s more rigorous law enforcement of the anticompetitive stand-alone information exchanges, freeing the KFTC from the Supreme Court precedents’narrow interpretation of the meaning of the ‘agreement’called the “Dogma of ‘Agreement’”. Concerns about false positives and predictability are still lingering, as it is unclear how the KFTC can draw the line between efficient information exchanges conducted as part of daily business activities and disguised form of harmful cartels. The introduction of injunctions under new Article 108 will provide a previously unavailable form of private remedy for antitrust plaintiffs who were left with no institutions to listen to their grievences if the KFTC either dismissed or closed the case with no finding of antitrust violation. An effectiveness of this new injunctive reliefs will depend on, however, further legislations such as introducing discovery tools to cure the parties’information asymmetry and making clearer the permitted boundaries of the court’s orders. 공정거래 법제 40년사의 전환점으로 기록될 지난 2020.12월 「독점규제 및 공정거래에 관한 법률」(“공정거래법”) 전부개정은 그동안 공정거래법의 적용과 집행에 있어 입법적 미비점으로 지적되어 온 분야에 대한 보완사항을 상당 부분 포함하고 있다. 대표적인 규제공백의 개선 분야로는, 실체법 분야에서는 정보교환을 통한 우회적인 담합행위의 규제 실효성 강화, 절차법 분야에서는 사인의 금지청구제 도입을 통한 민사적 구제수단의 확충을 들 수 있을 것이다. 개정법 제40조는 그동안 ‘합의의 도그마’에 갇혀있던 대법원 판례의 해석적 한계를 넘어 정보교환 행위에 대한 공정위의 적극적인 법 집행을 가능하게 할 것으로 전망된다. 다만, 기업의 효율성제고에 기여하는 일상적 경영활동의 일부로 행해지는 정보교환에 대한 과잉규제 우려를 해소하고 예측가능성을 확보하기 위한 관련 지침의 마련이 되어야 함께 이루어져야 할 것으로 보인다. 개정법 제108조에 따라 도입된 금지청구제는 공정위의 한정된 자원에 따른 신고사건 처리의 어려움을 사적집행의 영역에서 보완해줄 수 있을 것이라는 점에서 긍정적 효과가 기대되며, 당사자 간 증거편재 문제 개선, 금지명령의 실효성 확보 등의 입법적 보완에 대해 추후 고려해 볼 수 있을 것이다.

        원전 노즐댐 설치 및 제거 작업의 지연요인 및 지연시간에 대한 전문가 예측 성능 평가

        Objective: The aim of this study is to investigate the effectiveness of the expert prediction method for estimating the delay factors and the delay time of the nozzle dam installation and removal tasks. Background: The radiation managers of nuclear power plants have tried to find the delay factors to reduce the delay time of the nozzle dam installation and removal tasks, one of the highest radiation dose tasks performed during the scheduled preventive overhaul period of nuclear power plants. Method: Five experts on nozzle dam installation and removal tasks estimated relative weights for delay factors and the delay time of the task using the analytic hierarchy process (AHP) method. In the experiment using the steam generator water chamber mockup simulator the maximum delay time was measured from the difference between the longest and the shortest performance time of the tasks repeated by the three skilled workers. Results: Some unexpected events during the simulation trial lead to a low statistical correlation between the estimated delay time and the measured delay time of the nozzle dam installation and removal tasks. Expert estimations using the AHP method could not reflect the accidental event such as an unexpected excessively tightening of the bolts on the nozzle dam making the performance time prolonged. Conclusion: The estimates on the delay time using the AHP method were limited in usefulness but the debriefing results showed that the estimates of the delay factors predicted well the real situation of the nozzle dam installation and removals tasks. Application: The AHP method for delay factor estimation might be usefully applied to the other high radiation dose overhaul tasks of nuclear power plants such as refueling, reactor water clean-up, works for decommissioning and so on.

        Come fly with ME: The Impact of 3PLs within the aircraft Manufacturing, Repair and Overhaul Industry in the United Arab Emirates

        Purpose – This research explores the impacts of third-party logistics (3PLs) within the aircraft Maintenance, Repair and Overhaul (MRO) industry in the United Arab Emirates (UAE) to explore the role of collaborative relationships for improving outsourcing. Globalization and time based competition have changed business environments and challenged the conventional management strategies that are related to core competencies and operational models. Organizations are forced to devise innovative practices in which logistics outsourcing to 3PLs offers significant advantages. Research design, data, and methodology – This case study was conducted within a leading global aircraft MRO organization whose reach spans across Europe, the Middle East, Asia and the Americas. The methods used face to face semi-structured interviews, validated through further focus group discussions. Results – These findings highlight the effectiveness of collaborative relationships on their role to improve outsourcing and also demonstrated that MROs gain several advantages from 3PL arrangements. However, any gaps in outsourcing management elevates potential risks to organizations as well, which could result in reputational, operational and financial losses. Conclusions – Although generalizability is not possible due to the case study approach, generality suggests that in order to reduce reputational, operational and financial risks, enhanced collaboration with 3PLs is recommended to optimize outsourcing arrangements.

        화력발전소 보일러 수퍼히트부 안전발판 개발 연구

        The catastrophic collapse of the in-boiler scaffolding system in the two thermal power plants occurred in March and April 2012. After site investigation and document review, it was found that the specialized scaffolding system was imported for overhaul & maintenance and that the system did not get the safety certification at the import. In this regard, this study developed & proposed an access platform and a support for the vertical tube section of the super heat as well as a variable-length platform for the horizontal tube section, satisfying the domestic certification standards. The access platform was developed to be easy to handle by the worker with a weight of about 0.069 kN, which could reduce the risk of falling accidents and workers` musculoskeletal diseases. For the variable-length platform, it is possible to cope with various changes in length between the horizontal tubes associated with the increase of rigidity in the overlapping and the elimination of the protrusion.

        드론 운영 기반 신규 정비 산업 활성화를 위한 제도 개선방안

        After the coronavirus disease-2019 (COVID-19) pandemic, the aviation industry has been facing a labor shortage including a lack of pilots, controllers, and mechanics. The aviation maintenance, repair, and overhaul (MRO) industry is, therefore, focusing on improving efficiency and effectiveness by outsourcing and expanding the use of cutting-edge technology. Europe and Singapore have already started using inspection drones in maintenance to shorten time and reduce costs. This study analyzed the domestic and foreign legal framework to suggest systematic improvements for the use of inspection drones for maintenance. The analysis found that the current classes and ratings of the Korean Flight Safety Regulations do not have a clear classification for inspection drones. In addition, there is a legal restriction on using inspection drones in MRO by outsourced companies under the Standard for Approved Maintenance Organization (AMO) Process Manual and Quality Management Manual. This study suggests the creation of an inspection drone rating item in the Flight Safety Regulations and the addition of drone-based inspection in the Standard for AMO Process Manual and Quality Management Manual to establish a legal basis for the use of drones for MRO. This improvement in the legal framework would secure efficiency and stability for the MRO industry and help MRO companies strengthen their competitiveness and growth. This would align the interests of the MRO stakeholders and those of the drone stakeholders to create synergy. This study also suggests topics for future research.
