        Agile Management to Agile Collaboration in the Nonprofit Sector: Cases During the COVID-19 Pandemic

        The concept of agility refers to the rapidity with which nonprofit and public organizations respond to social problems. Using a case-study approach, we find several cases wherein nonprofit organizations exhibited agility in their response to the pandemic by quickly transitioning their services and adapting to collective action. However, this study also finds that nonprofit organizations still face inflexibility and limitations from government procedures that hinder their agility. Based on these findings, we propose three categories of agile management and collaboration based on South Korea’s experience during the first large-scalewave of the COVID-19 pandemic. The three categories are: 1) entrepreneurial service provision and flexible implementation, 2) procedural simplicity, and 3)adaptive structure in collective actions.

        시스템 통합(SI) 구축 사업 품질 향상을 위한 연구

        중견/중소 IT기업의 사업 수행 기회 증대, 기회 균등과 역량 강화라는 취지로 소프트웨어(SW)산업진흥법 개정으로 공공정보화시장에 대기업 참여를 제한되었다. 이러한 환경에서의 중견/중소 SW기업들의 사업을 수행하면서 발생한 사업 수행 역량 미흡으로 공공정보화사업의 품질저하, 위험관리 미숙, 일정관리 저하 등 여러 문제점을 발생시키고 있다. 이를 해결하기 위해 본 논문은 시스템통합 사업 수행 시 품질 저하 요인을 도출하였으며, 이를 해결하기 위한 방안으로 VISUALIZATION, 엄격한 시험관리, Agile방법론의 일부 활동을 적용하여 프로젝트를 수행하는 것을 제안했다. 이러한 방안을 중견/중소 IT기업이 개발한 보건의료 IT 프로젝트에 적용한 결과 의사소통의 개선, 수치화된 진척 관리 및 프로젝트의 가시성이 개선되었다. 또한, 결함 해결시간 최소화, 요구사항 커리리지 비율 개선, 불필요한 회의시간이 단축이 되어 품질 향상에 기여하였습니다. This paper limited the participation of large corporations in the mass information market by revising the Software Industry Promotion Act in order to increase business opportunity, equality of opportunity, and capacity building for small and medium sized IT companies. However, it is a fact that the medium and small SW companies have insufficient business capacity and expose various problems such as quality degradation of public information business, inadequate risk management, and deterioration of schedule management. In order to solve this problem, this paper derived the factors of quality deterioration in the system integration project and proposed to carry out the project by using some activities of VISUALIZATION, rigorous test management and Agile Methodology as a solution. Applying these measures to healthcare IT projects developed by midsize / small-sized IT companies has improved communications, improved quantitative progress management and improved project visibility. In addition, it contributed to minimizing defect resolution time, improving the requirement coverage ratio, and shortening unnecessary meeting time.

        국제경영 : 한국 석유화학산업의 글로벌 공급체인관리 사업성과 결정요인에 관한 연구

        본 연구의 목적은 국내 석유화학산업의 파트너십과 프로세스혁신의 GSCM 사업성과 결정요인에 대해서 분석하였다. GSCM을 구축한 국내 석유화학산업 기업의 68개 기업들을 대상으로 실증분석을 수행하였다. 석유화학산업의 GSCM 결정요인으로 프로세스혁신, 파트너십 등의 2개의 요인들로 측정하였다. 사업성과 요인은 민첩성 요인으로 측정하여 연구모형에 포함시켜 실증분석을 한 결과 다음과 같은 연구결과를 얻었다. 첫째, GSCM의 파트너십은 GSCM의 사업성과인 민첩성에 정(+)의 영향을 미쳤다. 둘째. GSCM의 프로세스혁신은 GSCM의 사업성과인 민첩성에 정(+)의 영향을 미쳤다. 본 연구는 석유화학산업의 기업이 파트너십, 프로세스혁신 요인이 사업성과에 영향을 미치는 연구결과를 도출하였고. 향후 연구로 파트너십, 프로세스혁신 등의 측면이외에 GSCM의 특성을 파악하는 요인들이 연구모형에 반영되어야 하겠다. The paper examines the determinants factor and business performance of global supply chain management. Partnership and process innovation were used as proxy for the characteristics of determinants factor of global supply chain management. Agility of business performance was used as proxy for the business performance of global supply chain management. Based on the analysis of sixty eight global supply chain management cases in Oil and Chemical Industry, the following results were found. Firstly, it was found that the process partnership of determinants factor affects agility of improved business performance. Secondly, process innovation of determinants factor was not improved more agility of improved business performance. However, there were several limitations such as characteristics of process innovation and partnership, etc.

        The Effect of Manager Leadership on Learning Agility and Organizational Effectiveness

        This study confirmed the mediating effect of learning agility between manager's leadership and organizational effectiveness as well as the effect of manager's leadership perceived by organizational members on learning agility and organizational effectiveness. In order to verify the hypotheses of the research model set up to achieve the purpose of this study, the empirical analysis of the survey results of 322 people working for companies located in the Chungcheongnam-do area is as follows. First, the manager's leadership showed a positive (+) effect on learning agility, so Hypothesis 1 was adopted. In other words, transformational leadership, sharing leadership, authenticity leadership, and coaching leadership, which are the leadership of managers, all showed significant learning agility. Second, the leadership of two hypotheses had a positive effect on organizational effectiveness. In other words, Hypothesis 2 was adopted as all sub-factors of managers' leadership had a positive effect on organizational effectiveness. Third, learning agility was statistically significantly analyzed in organizational effectiveness, and hypothesis 3 was adopted. Fourth, hypothesis 4, learning agility, was adopted as it showed a mediating effect between manager's leadership and organizational effectiveness.The main implication of this study is that the factors that affect organizational effectiveness were empirically analyzed by applying the variables of manager's leadership and learning agility.In addition, the usefulness of the manager's leadership, which is a motivating factor for organizational members to demonstrate dynamic capabilities in response to environmental changes, was confirmed. In addition, research to improve organizational effectiveness through empirical analysis of the learning agility of organizational members, who are the subject of execution, is considered to be of substantial help in improving organizational productivity and advancing sustainable management.

        직무특성이 혁신행동에 미치는 영향 : 육군간부 학습민첩성의 매개효과, 긍정적 실책관리문화의 조절효과

        The purpose of this study is to investigate the relationship among job characteristics, learning agility of army officers & NCOs, innovative behavior, and positive error management climate. In order to achieve the research objectives, 425 copies collected from military officers across the country were used for analysis. For data analysis, the mediating effect was confirmed through measurement and structural model verification after descriptive statistics analysis, and the moderating effect was verified through hierarchical regression analysis. As a result of the study, first, it was found that among job characteristics, job challenge and job autonomy had a positive (+) effect on learning agility. Second, learning agility had a positive effect on innovative behavior. Third, learning agility completely mediated the relationship between job characteristics and innovative behavior. Third, the positive error management culture adjusted the relationship between job autonomy and learning agility only in the ranks of field officers. Based on the results of this study, implications were presented in terms of practical, future research, and theoretical aspects to increase the learning agility of army officers from the HRD perspective. 본 연구의 목적은 직무특성, 육군 간부의 학습민첩성, 혁신행동, 긍정적 실책관리문화 간 관계를 규명하는 것이다. 연구 목적을 달성하기 위해서 전국 각지의 육군 간부로부터 수집된 425명의 데이터가 분석에 사용되었다. 자료 분석은 기술통계 분석 후 측정 및 구조모형검증을 통해 매개효과를 확인하고 위계적 회귀분석으로 조절효과를 검증하였다. 연구 결과로는 첫 번째, 직무특성 중 직무도전성과 직무자율성이 학습민첩성에 정(+)적인 영향을 미치는 것으로 나타났다. 두 번째, 학습민첩성은 혁신행동에 정(+)적인 영향을 주었다. 세 번째, 학습민첩성은 직무특성과 혁신행동의 관계를 완전매개하였다. 세 번째, 긍정적 실책관리문화는 육군간부 중 영관장교 계층에서만 직무자율성과 학습민첩성의 관계를 조절하였다. 본 연구의 결과를 토대로 HRD 관점에서 육군 간부의 학습민첩성을 높이기 위한 실천적 측면, 향후 연구 측면, 이론적 측면에서 시사점을 제시하였다.

        육군간부 조직민첩성이 혁신행동에 미치는 영향: 개인학습민첩성의 매개효과, 긍정적 실책관리문화의 조절효과

        이 연구의 목적은 조직민첩성이 육군 간부의 학습민첩성에 미치는 영향과 긍정적 실책관리문화의 조절효과를 확인하는 데 있다. 2020년 육군에 복무하는 5년차 이상의 간부 425명을 대상으로 연구한 결과는 다음과 같다. 첫째 조직민첩성의 하위요인인 신속성, 유연성, 정보체계는 육군간부의 학습민첩성에 정적인 영향을 주었다. 둘째, 이때 긍정적 실책관리문화는 정보체계와 학습민첩성의 관계에서만 유의했다. 이 결과를 통해 나타난 시사점은 첫째, 조직민첩성은 육군 간부의개인학습민첩성에 정적인 영향을 주기 때문에 온나라시스템 등 외부정보를 유통하는 체계를 구비및 유지해야 한다. 두 번째, 학습민첩성은 조직 정보체계와 혁신행동의 관계를 완전매개하는만큼학습민첩성의 중요성을 인지하고 적극적으로 도입하여야 한다. 세 번째, 상·원사 계층에 한하여조직신속성과 정보체계가 학습민첩성에 미치는 영향을 조절하는바, 육군은 실책을 긍정적으로관리하는 문화를 가진 “열린 육군(Open Army)”의 형태가 되어야 할 것이다. This study aims to confirm the relationship of organizational agility, learning agility, innovative behavior of army officers and the moderating effect of positive error management climate on the learning agility . A total of 425 officers with more than five years serving in the army in 2020 participated in a survey. The results found, first, that the sub-factors of organizational agility, such as promptness, flexibility, and information system, had a positive effect on the learning agility of the officers; and second, learning agility had a positive effect on the innovative behavior; third learning agility had mediating effect on organizational agility and innovative behavior,; and forth, that a positive error management climate was found to have effects only in the relationship between the information system and learning agility. Moreover, the results suggest the following: First, considering the positive effect of organizational agility on the individual learning agility of army officers, a national system for distributing external information should be established and maintained. Second, as learning agility completely mediates the relationship between organizational information system and innovation behavior, it is necessary to recognize the importance of learning agility and actively introduce it Introduced in order to develop into the capabilities of future army officers. Third, the impact of organizational rapidity and information systems on learning agility is controlled only at the upper and lower levels, and the army should encourage an “open army” with a climate of positively managing mistakes.

        물류민첩성이 기업의 물류성과에 미치는 영향에 관한 실증연구

          Under the global and digital business environments, customer-oriented management become essential for companies to gain competitive power. Since agility capability offers customer-driven solutions dedicated to meeting customers" supply chain needs, businesses make efforts to intensify agility capability in logistics.<BR>  A number of studies are showing there is a close relationship between agile capability of companies and their business performance. This study attempts to examine that there exists significant relationship between agile capability and performance in logistics management.<BR>  The results of this study suggest that logistics companies need to strengthen their agility capabilities in order to produce better performance in logistics management because there exists close relationship between the two factors.

        Government Agility and Management Information Systems: Study of Regional Government Financial Reports

        This study investigates the application of management information systems to the quality of local government financial reports, especially the principle of transparency and the law of accountability, which have been measures of financial statement performance evaluation. The study was conducted in Enrekang Regency, Indonesia, which, based on the results of the examination, the Supreme Audit Board reported the status of Disclaimer, Fair with Exceptions, and Fair without Exceptions for three years each. This study used a sample of 35 respondents, finance department employees who worked on local government financial reports. Descriptive quantitative data were collected using a questionnaire instrument, then with the assistance of the Program Solution and Product Statistics (SPSS) Program, data were processed to test hypotheses. The results showed that the use of management information systems based on information and communication technology (ICT) had a significant influence on the quality of local government financial reports. The findings of this study indicate that the application of ICT-based management information systems affects the accountability and transparency of local government financial reports. This finding is reinforced by the use of the principles of government agility in the form of government apparatuses that apply responsive dexterity, flexibility agility, and competency agility.

      • SURVIVAL OF THE QUICKEST – INVESTIGATING ORGANIZATIONAL AGILITY ENABLERS AND OUTCOMES

        Organizational agility is a firm-wide dynamic capability to cope with rapid, relentless, and uncertain changes and thrive in a competitive environment of continually and unpredictable changing opportunities. A conceptual model is drawn up, based on the literature and a previous qualitative inquiry, to identify agility enablers that help organizations to sustain in dynamic environments. Further, the model explores the relationship between organizational agility and firm performance as well as the moderating effect of environmental dynamism on this relationship. The validity of the construct is assessed by means of a quantitative study using a survey methodology. A data set consisting of 348 German-based companies is analysed on a business unit level as well as for the organization as a whole. Partial least squares path modeling (PLS-SEM) results reveal that four dimensions (organization, innovation, people and knowledge management), comprising various agility enablers, positively influence organizational agility. Moreover, results indicate that organizational agility has a significant effect on firm performance and that this relationship is modearted by environmental dynamism. Therefore, this study contributes to a better understanding of the complex nature of the agility construct and provides guidelines how organizations can achieve an agile alignment. It further emphasizes the need for managers to integrate agile practices in order to outperform competitors in hypercompetitive and turbulent business environments.

        조직간 관계특성이 공급사슬 민첩성에 미치는 영향에 관한 연구: 공급업체 관점으로

        Supply chain management(SCM) helps firms in integrating their business by collaborating with other value chain partners to meet the unpredictable demand of the end user. Agility is the fundamental characteristic of a supply chain needed for survival in turbulent and volatile markets, which are becoming norms as product life cycles shorten and environmental forces create additional uncertainty resulting in higher risk in the supply chain management. Literature reviews reveals various factors that could affect the agility. The objective of this study is to derive interdependence, partnership, quality of information, joint problem solving, modelize the mutual influential relationship between them, and look into the influential relationship influencing the agility. To test the proposed model, we used a data set generated from survey. Date analysis was conducted using 122 respondents. We used structural equation model (SEM) implemented in partial least square(PLS). The results of this study can be summarized as follows. Interdependence had a significant impact on partnership. Partnership had a significant impact on quality of information and joint problem solving. Quality of information had a significant impact on joint problem solving. Quality of information and joint problem solving had a significant impact on agility. This study diagnoses that Inter-organizational relationship characteristics are important for supply chain agility. Inter-organizational relationship characteristics are considered as an essential factor for supply chain agility.
