        지역·지구등의 중첩규제 및 토지이용 만족도 분석

        This study analyzes the overlapping regulations and satisfaction on land use of the zoning system. The results are as follows. First, the average of zoning designations is 2.01 throughout the country. For example, there are particularly more than 10 zoning districts coincided in the cases of Gwanju. Second, 63.5% of the public believe that the number of zoning regulations is deemed excessive considering the zoning overlay and conflicts. This is followed by ambiguous contents of the regulations (29.6%), complex regulatory procedures (13.9%) and conflict and overlap in regulations (8%). Third, the district that mainly requires the system improvement is the development restricted area(265people). The next districts are plan management district (132people), green natural district (132people) and limited Development Permit Area(99people) in order. Consequently, existing system may need to be transformed to reduce overlapping regulations of zoning, to simplify and integrate the contents of restricted activities and to rationalize the designation criteria and procedures. In addition, the efforts to inform the public that the government has continuously endeavored to develop the system and to suggest effective alternatives are demanded.

        지역·지구등 명시를 위한 공간자료 요건에 관한 연구

        본 논문의 목적은 토지이용규제법의 지역·지구등 명시에 필요한 공간자료 요건을 탐색하고, 그 요건을 제시하여 기준공간자료 정의의 틀을 마련하는 데 있다. 이를 위해 기준공간자료의 요구사항을 파악하고, 이를 기반으로 기준공간자료의 자료주제(data theme)와 주제자료(theme data)의 품질수준을 조사하였다. 그 결과와 그 시사점은 다음과 같다. 기준공간자료 핵심요인은 지역·지구등을 명시하는 위치기준이다. 기준공간자료의 구성요소 주제 수요조사결과, 불필요한 주제(레이어)자료를 최소화한 명시수요 중심의 기준공간자료 정의가 필요하다. 특히 지적자료와 지형지물자료가 중첩된 자료가 필요하다. 그리고 주제의 구조형태와 유사한 수준으로 추상화한 주제자료의 객체 중심 자료모델링이 필요하다. 품질수준 수요조사결과, 기준공간자료의 추상화는 축척 1/1000 수준, 위치 정확성은 1m 이내, 갱신주기는 1년 이내를 요구한다. 정책제언은 첫째, 지형도면등 작성 접근방법을 아날로그 도면작성으로부터 자료주제 생애주기 기반의 디지털 트윈 관리로 전환이 필요하다. 둘째, 국가공간정보정책과 연계한 기준공간자료 구축전략이 필요하다. 셋째, 공간정보법제와 토지이용규제법의 역할 관계에 따라 관련 사항을 분담규정하는 개선이 필요하다. 넷째, 토지이용규제법을 지형도면등 작성절차 중심에서 자료제품 중심으로 전환이 필요하다. 본 논문은 지역·지구등 명시를 위한 기준공간자료 정의에 관한 첫 단추로서 의의가 있다.

        토지이용자 관점에서 본 지역 · 지구등의 행위제한 내용 체계화 방안 연구

        Zoning system intends to derive the land use in the desired direction through various regulatory actions, or restrict certain land use. In order to reap the effective behavior control as a means to achieve the objectives of zoning, land users should be able to easily understand the details of behavior control. This study attempt to organize the details of behavior control clearly from the perspective of the users or consumers. Major findings of the study are presented as follows. First, The elements of the behavior control are largely classified as the expression of subject to regulations, the regulations of appearance and the administrative regulations. Second, The types for separated three regulatory element are analyzed. Finally, based on the derived typology, the framework for behavior controls of each zoning is established to understand the details of behavior control easily. This framework has the advantage that allows you to understand the contents of the regulations by clearly indicating the elements of the behavior control.

        토지이용규제를 위한 지역·지구·구역 등의 명칭에 관한 연구

        This study purposes to establish the concept of the land use regulation terms such as ‘jiyeok’, ‘jigu’ and ‘guyeok’, and to classify the regulations, in order to suggest how to select the terms. The fundamental survey was made on the land use regulation terms in 4,238 laws, ordinances, and regulations. The regulations were classified in aspects of the form and substance of behavior restrictions. The terms, ‘jiyeok’, ‘jigu’, ‘guyeok’, etc. were conceptualized through the analysis on the various features including purpose, regulation extent, content of behavior restriction, field, and designation characteristic. The analysis, as a partial result, showed ‘jiyeok’ has been frequently used for the purpose of the management of urban or rural areas and the preservation or use of the natural objects. ‘Jigu’ has had the main purposes such as land development and protection of the specific activities or facilities. The regulations named ‘guyeok’, which had relatively many behavior restrictions, were frequently applied to protect the specific activities or facilities and to preserve or use the natural objects. These results were followed by suggestion of guidances to select the terms.

        중국의 사회 불평등: 건국 60년의 회고와 전망

        This study aims to review the changes of th social structure in the 60 years of the establishment of the country and describe the unequal structure of the Chinese society rather than to verify or analyze a certain theory. Chinese hierarchy structure shows the spacial expansion and the hardening of the social hierarchy, which is the symbol of inequality, due to the reformative and opening policy, and the rapid industrialization and market formation. The expansion of middle class might expect to act like a bumper for a social conflict, but according to the author's subjective perception of social stratum, this sort of expectation does not mean much yet. The inequality in Chinese society also clearly appears in gender. After the reformation and opening, though the expansion of education and the enhancement of educational level are realized in the society, the gap between the genders still exists. The gap between the genders seriously appears in educational chance, economic rewards and employment structure. The inequality not only between cities and country sides, but also among the local areas gets worse. There are many kinds of inequalities between cities and countries, and they worsen the local gaps between eastern areas and middle & western ones.
