전북지역 도서관 사서직의 직무현황 분석 및 문제점 : 공공도서관을 중심으로

A Library is the fundamental character of culture in a country and it is also barometer of culture in its community. Every cultural reality, however, can hardly come to fruition in a short time and so, it will be effected through a long time and tradition. This study aims at catching up how the above-mentioned public libraries have an influence on culture of its community people. For this purpose, the actual conditions of the public libraries have been investigated and analyzed and as a result of it, the problems have been reilluminated from the nation-wide point of view. And in the new changes, developing improvement measures have been tried th find. How to study was on the bais of the actual materials of the on-the-spot survey, the interviews with the working officials and the response by way of questionnaire. Summing up the investigated and analyzed contents are as followings. In the above mentioned province, therefore, number of the public libraries are very limited compared with number of the people. and so, it is very essential to increase the public libraries in the province. In terms of the actual conditions, the public livraries lags far behind the other provinces in Korea from this library field. The present chronic conditions are the budgetary deficit, the collections insufficient to the legal minimal standards, the lack of professional librarians ignorance of the people and library managements by unprofessionals, etc. The hinders the progress of the public libraries and to circulated them from the people. The improvements and the solutions to the above-mentioned problems are as follows. 1. To recruit the personnal sufficient to the legal standards and to reorganize the offices and to turn upward the highest class of librarian's position above the 4th class. 2. To secure collections sufficient to the legal standards and to streghten the extension services. 3. To organze th ecouncil composed of the chief librarians of the public libraries including the working chiefs in the province and to develop the works-in-hand of the libraries from the level of decision-making. 4. To organize the librarian training group and to study the working problems and to seek the qualified improvement of librarians. 5. The management of the public libraries in the province are, at present, under the Ministry of Education and the local government takes the financial power. So both should be shortly unified. 6. To do regularly the course of how to use library materials for the community people and to seek the inducement measures for the people through the various cultural events. 7. The public libraries organize the mutual cooperation networks and to seek the system automatized plans of free use of library materials and every library works. 8. To enlarge book mobile system actively and to infiltrated into the daily living of people deeply. Finally, What the present writer would like to speak to the chief liberarians of the public libraries the human aspects of librarians should not be ignored no mater how excellent a library organization may be. In addition to this, the present writer is sure that the farreached future of our library organization will depend the librarians.

전북대학교 한국음악학과 정기연주회의 역사와 의미 고찰: 2000년 이후를 중심으로

전북대학교 한국음악학과 정기연주회는 1988년을 시작으로 현재까지 지속해오면서 사회적, 환경적 요인을 통해 연주곡목이 변화되어왔다. 제1회 정기연주회 당시 전임교수가 없는 상황에서 학생들이 사회자와 연주자, 지휘자의 역할을 분담하여 연주회를 구성하였다. 이후 1990년대에도 민속악과 창작음악의 비중이 가장 컸으며 2000년대에 들어서 제1부에 정악곡 한 곡과 민속악 한 곡을 연주하고, 제2부에서 창작곡 관현악을 편성하는 정형성을 보여주었다. 정기연주회 연주곡목을 “정악”, “민속악”, “창작음악”, “성악”으로 분류하여 살펴보면, 정악은 주로 《대풍류》, 《수제천》, 《영산회상》을 연주하였으되, 민속악이나 창작음악에 비하여 정악의 연주 비중이 낮다. 민속악은 《시나위》와 《산조합주》를 주로 연주하였고, 《대전소리북산조》, 《삼도설장구 & 농악가락》, 《동해안별신굿》과 같은 타 지역의 민속악과 다양한 무속음악을 연주하였다. 창작 음악은 관현악, 중주, 협주 등 다양한 형태로 연주가 이루어지고 있는데, 점차로 창작음악의 비중이 높아지는 추세이다. 성악은 제24회 정기연주회부터 기악 전공과 다른 날짜에 정기연주회를 독립적으로 개최하였다. 제24~29회 정기연주회에서는 창작 창극을 기획하였으며, 제31회 정기연주회부터는 전통 창극을 극화하여 공연하는 방식을 선택하며 더욱 완성도 높은 판소리 공연을 올릴 수 있었다. 전북대학교 한국음악학과 정기연주회의 흐름은 교육, 지역문화예술, 창작국악의 발전 등 세 가지 측면에서 의미를 부여할 수 있다. 첫 번째, 전북대학교 한국음악학과는 “민속악”을 핵심에 두고 교육이 이루어져 온 만큼, 정기연주회의 연주곡목에서 민속악이 큰 부분을 차지하고 있다. 또한, 정기연주회는 직접적으로 한국음악학과의 교과과정과 연계되는데, “국악관현악”과 “창극”은 1년의 수업을 통해 정기연주회를 준비하는 과정으로 진행된다. 또한, “민속악합주”, “한국창작음악분석” 수업은 민속악과 창작곡 중심의 레퍼토리를 익히는데 도움이 되며, “창작창극론”과 “창극연기”는 판소리 전공자들 중심의 성악정기연주회를 수행하기 위한 기량을 갖출 수 있다. 두 번째, 정기연주회 레퍼토리에는 지역성을 나타내는 연주곡목의 선정을 통해, 전라도 지역을 기반으로 하는 민속악 전승의 의미와 전주 지역에 대한 홍보 효과는 물론, 지역의 문화 발전에 중추적인 역할을 담당하고 있다. 세 번째, 정기연주회에서 창작관현악의 비중이 점차로 높아지고 있다. 창작 음악의 연주는 교수진들의 노력과 함께 끊임없는 새로운 악곡의 발굴이 필요하다. 창작 작품은 대부분 기존의 작품을 활용하는 경우가 많으나, 전임교수의 작품을 연주하기도 하고, 작곡가에게 위촉하는 경우도 있었다. 새로운 창작곡 위촉을 위해서는 비용 지불이 필요한데, 학과 내에서 자체적으로 설립한 단체의 작곡가에게 곡을 위촉함으로서, 악곡 생산의 기회 제공과 학생들의 실력 향상 도모를 동시에 충족할 수 있었다. 학과의 정기연주회는 연주자로의 기량 향상, 관현악 합주 능력 향상, 무대 경험 제공을 통해 학생들의 성장과 교육적 측면에서 긍정적 효과가 있음이 명백하다. 앞으로도 다양한 시도로 전북지역뿐만 아니라 전라도 전역 및 전국적으로 예술계에 긍정적인 영향을 줄 수 있는 학교로 발전하기를 바란다. The annual concert of Korean Music Department at Jeonbuk National University has continued since 1988 and changed. By examining and analyzing the concert from the 19th to the 33rd, this research finds out some historically important and newly attempted issues. Jeonbuk National University's Korean Music Department has an educational ideology based on folk music, so it can be assumed that the music selection for regular concerts is related to the curriculum of the Department. Among them, courses that are closely connected to the concert include ‘Folk Music Ensemble,’ ‘Korean Creative Music Analysis,’ ‘Korean Music Orchestra,’ and ‘Pansori.’ In addition, new courses such as ‘Creative Pansori Theory’ and ‘Pansori Acting’ have been opened since 2020, and led the concert to the expansion of its performance repertoire. When looking at the repertoire of regular concerts, it plays an important role in the development of local culture in terms of promoting folk music transmission and tourist attractions in Jeolla Province. Although it is common to perform creative music that have been paid for, the department also gain new music by establishing a music organization in the school to improve students' performing skills and to provide opportunities to procure creative pieces. In addition, in the case of playing a professor's song, The concert is also a place of learning how to cooperate with each other among the members in the department.

일제강점기 전북기자단에 관한 연구: 1925~1930년 『동아일보』 보도내용을 중심으로

The aim of this study is to examine the activities of the Jeonbuk Press Club(JPC) during Japanese colonial period. For this purpose this study analyzed the related 109 articles in The Dong-A Ilbo, published from 1925 to 1930. The following conclusions can be drawn from this study. Firstly, The Dong-A Ilbo published articles about JPC in local news page. An article was printed on the front page. Secondly, JPC held a regular meeting and had four regular press conferences. JPC launched press movement in Jeollabuk-do. The local press movements were developed for the purposes of protecting the freedom of the press, increasing the authority of the local press, sponsoring the social movement, finding a solution to local issues. Thirdly, JPC’s journalists joined the youth movement and the national movement. 이 연구는 일제강점기인 1925년부터 1930년까지 활동한 전북기자단에 관한 연구다. 이 연구에서는 전북기자단에 대해 당시 신문이 어떻게 보도했는지를 살펴보고, 그 보도내용을 바탕으로 전북기자단의 활동을 고찰하고 전북기자단에 참여했던 주요 인물들의 특성을 알아보고자 하였다. 이를 위하여 1925년 1월부터 1930년 12월까지 발행된 『동아일보』를 검색해 전북기자단 관련 기사 109건을 확보했다. 분석 결과, 전북기자단 기사는 주로 지방소식을 전하는 면에 보도됐으며 전북기자대회 사건과 관련된 내용이 1면 톱 사설로도 게재됐다. 기사는 60% 가까이가 지면의 윗부분(세로 12단 중 1~6단)에 배치됐으며, 제목의 행수는 40%가 2~3줄로 처리되었다. 전북기자단은 언론자유의 수호, 지역언론의 권위 신장, 사회운동의 참여와 후원, 지역현안의 점검과 해결 등의 활동을 하면서 지역언론운동을 전개한 것으로 나타났다. 전북기자단에 주도적으로 참여한 인물들은 청년동맹·신간회 등 단체에서도 활동하며 당시 사회운동에 동참한 것으로 보인다.
