      • A Study on the Implications of China’s Personal Information Protection Act on Chinese and Korean Businesses

        Purpose – This paper discusses the legislative process and necessity of China’s Personal Information Protection Law, examines the main contents of China’s Personal Information Protection Law, and studies its impact on Chinese and Korean enterprises. Thus, China’s future data protection legal system can be better understood. Design/Methodology/Approach – In October 2020, China convened the 13th National People’s Congress to deliberate and promulgate the draft Personal Information Protection Law of the People’s Republic of China 2020. The draft privacy law is China’s first specialized legislation on personal information protection, drawing global attention. Furthermore, president Xi Jinping made clear his commitment to protecting personal information by reiterating the need for “cyber security and personal information security for people” and “protecting their legitimate rights and interests in cyberspace” after the 2019 National Cyber Week. The Personal Information Protection Act of China was enacted on November 1, 2021, as personal information protection was also a real concern among the Chinese people in the highly information-oriented era. Findings – China already has an independent and unified Personal Information Protection Act, which officially promulgates and enforces the Personal Information Protection Act this year following cybersecurity, cybersecurity, and criminal law provisions. Furthermore, in October 2020, China began a full-fledged legislative process by releasing a draft Personal Information Protection Act and collecting opinions. Research Implications – China’s Personal Information Protection Act is expected to play an important role for Chinese companies and Korean companies with subsidiaries in China due to offshore applications. Therefore, it is necessary to continue to pay attention to the revision and enforcement rules of the Personal Information Protection Act so that Chinese and Korean companies can respond quickly after it is promulgated and enforced. Therefore, this paper summarizes the background of China’s Personal Information Protection Act and the main contents of the 2021 edition of the Personal Information Protection Act.

        Experimental Studies on the Motion and Discharge Behavior of Free Conducting Wire Particle in DC GIL

        This study aims to restrain free conducting wire-type particles which are commonly and dangerously existing within DC gas-insulated transmission lines. A realistic platform of a coaxial cylindrical electrode was established by using a high-speed camera and a partial discharge (PD) monitor to observe the motion, PD, and breakdown of these particles. The probabilities of standing or bouncing, which can be affected by the length of the particles, were also quantitatively examined. The corona images of the particles were recorded, and particle-triggered PD signals were monitored and extracted. Breakdown images were also obtained. The air-gap breakdown with the particles was subjected to mechanism analysis on the basis of stream theory. Results reveal that the lifting voltage of the wire particles is almost irrelevant to their length but is proportional to the square root of their radius. Short particles correspond to high bouncing probability. The intensity and frequency of PD and the micro-discharge gap increase as the length of the particles increases. The breakdown voltage decreases as the length of the particles decreases.

        lncRNA Epigenetic Landscape Analysis Identifies <i>EPIC1</i> as an Oncogenic lncRNA that Interacts with MYC and Promotes Cell-Cycle Progression in Cancer

        <P><B>Summary</B></P> <P>We characterized the epigenetic landscape of genes encoding long noncoding RNAs (lncRNAs) across 6,475 tumors and 455 cancer cell lines. In stark contrast to the CpG island hypermethylation phenotype in cancer, we observed a recurrent hypomethylation of 1,006 lncRNA genes in cancer, including <I>EPIC1</I> (epigenetically-induced lncRNA1). Overexpression of <I>EPIC1</I> is associated with poor prognosis in luminal B breast cancer patients and enhances tumor growth <I>in vitro</I> and <I>in vivo.</I> Mechanistically, <I>EPIC1</I> promotes cell-cycle progression by interacting with MYC through <I>EPIC1</I>'s 129–283 nt region. <I>EPIC1</I> knockdown reduces the occupancy of MYC to its target genes (e.g., <I>CDKN1A</I>, <I>CCNA2</I>, <I>CDC20</I>, and <I>CDC45</I>).         Change Yourself for a Better Life

        Change is very important for a person in his life, which implies that there are other choice or more choices for him to choose. Change means there is a possibility to make a person become a new one, in very different state or live a far different living, which may leads to a better life. One could changes his appearance to create a nice environment for him to work, study, communicate, date and live, one could changes his cognitive world to improve his ability to deal with so called difficult affairs in the world, one could changes some aspects of a thing to make things nice or even better, one also could changes his or others viewpoint in order to do things well. All is per se based on changing yourself even what you have done in most cases is to change outside of yourself, and it is true that only change yourself, the world will be more bright for you, you will have a better life, or you will be happy.

        Characteristics of La_2O_3―Y_2O_3―Mo cermet cathode with RE_2O_3 nano particles

        The secondary electron emission property and microstructure of La_2O_3―Y_2O_3―Mo cermet cathode have been studied. It shows that the cathode prepared by Sol―Gel doping method has fine microstructure containing rare earth oxide (RE_2O_3) nanoparticles and uniform distribution of different substances. Auger Electron Spectroscopy (AES) depth profile result shows that an RE_2O_3 layer about 28 nm in thickness could be formed on the cathode surface, which plays an important role in the emission. Pre-activation of the cathode is favorable for the improvement of emission property. La_2O_3―Y_2O_3―Mo cathode preactivated exhibits good secondary emission property. The secondary emission yield could reach 5.24,about 1.8 times higher than that of original cathode. The enhancement on the conductivity of materials resulting from the pre-activation is favorable for the replenishment and transport of electrons, thus the secondary emission property of the cathode could be improved.

      • Evaluation of Frequency-Dependent On-Resistance of GaN Devices at High Frequency

        The switching frequency of GaN-based power converters has been pushed to several MHz and even higher. At such high frequencies, this paper finds that the onresistance of GaN devices may be much higher than their DC values, especially for the devices with low on-resistance. The frequency-dependent characteristics of on-resistance are studied through electrical and thermal experiments for the first time in this paper. A simplified finite-element-simulation model is proposed to illustrate the mechanism of the frequency-dependent characteristics. The results show that the frequency-dependent characteristics of the on-resistance are closely related to the current distribution inside the GaN device and affected by the layout. In addition, two same GaNbased 10MHz DC-DC converters were designed to operate under the same conditions, and the only difference comes from the layout of GaN devices. The experimental results show that the efficiency of the converter with optimized layout is improved by 2% compared to that with conventional layout.

        The mechanism of inhibitive effect on hydrogen permeation of X70 steel by lanthanum microalloying: Enhanced kinetics of desorption

        In this work, electrochemical hydrogen permeation tests were carried out to obtain the steady-statehydrogen permeation current of X70 pipeline steel in acid environment and alkaline electrolyte withapplied cathodic overpotentials simulating the service conditions of pipelines. It is shown that Lamicroalloyingcan efficiently reduce the steady-state hydrogen permeation current density while maintainingthe same mechanical performance. The experimental permeation data were fitted with Iyer-Pickering-Zamanzadeh (IPZ) and surface effect model to analyze the inhibitive mechanism on hydrogenpermeation, and the results depicted that La element on the material surface greatly facilitates the desorptionprocess of hydrogen atoms. In addition, the calculated hydrogen diffusion coefficient was foundsmaller after La microalloyed, which can be ascribed to the larger hydrogen trap density. It is suggestedthat La-microalloying can mitigate hydrogen damage of X70 pipeline steel in both acidic environment orunder cathodic protection.

        Stable colonization of Akkermansia muciniphila educates host intestinal microecology and immunity to battle against inflammatory intestinal diseases

        Gut microbial preparations are widely used in treating intestinal diseases but show mixed success. In this study, we found that the therapeutic efficacy of A. muciniphila for dextran sodium sulfate (DSS)-induced colitis as well as intestinal radiation toxicity was ~50%, and mice experiencing a positive prognosis harbored a high frequency of A. muciniphila in the gastrointestinal (GI) tract. Stable GI colonization of A. muciniphila elicited more profound shifts in the gut microbial community structure of hosts. Coexisting with A. muciniphila facilitated proliferation and reprogrammed the gene expression profile of Lactobacillus murinus, a classic probiotic that overtly responded to A. muciniphila addition in a time-dependent manner. Then, a magnetic-drove, mannose-loaded nanophase material was designed and linked to the surface of A. muciniphila. The modified A. muciniphila exhibited enhancements in inflammation targeting and intestinal colonization under an external magnetic field, elevating the positive-response rate and therapeutic efficacy against intestinal diseases. However, the unlinked cocktail containing A. muciniphila and the delivery system only induced negligible improvement of therapeutic efficacy. Importantly, heat-inactivated A. muciniphila lost therapeutic effects on DSS-induced colitis and was even retained in the GI tract for a long time. Further investigations revealed that the modified A. muciniphila was able to drive M2 macrophage polarization by upregulating the protein level of IL-4 at inflammatory loci. Together, our findings demonstrate that stable colonization of live A. muciniphila at lesion sites is essential for its anti-inflammatory function.
