        Discussion on the Dilemma of Third-party Treatment of Environmental Pollution and Legal Scheme

        The third-party governance of environmental pollution is one of the products of the innovation of the environmental pollution governance model. Due to the involvement of the third party as a new subject, the conflict of the traditional two-way legal relationship has broken in the aspects of the undertaking of environmental legal rights and obligations, the identification of responsibilities, and the way of undertaking responsibilities. The third-party governance mode means the change from the past single control to market cooperation, which provides a new development idea for the all-around construction of the ecological environment. After this concept was first put forward after the Third Plenary Session of the Eighteenth Central Committee, third-party treatment of environmental pollution has made great progress in social practice. At the same time, they are also facing some difficulties in the complex environmental service market economy. Third-party governance is open, professional, contractual, and competitive. In actual operation, pollutant companies, third-party service companies, and governments (functional departments) are all in a dynamic game process. In the process of rule of law, how to achieve a good balance between the rights, obligations, and responsibilities of all legal entities still needs to be explored in subsequent practice. In order to standardize the third-party market of environmental pollution, the basic legal relationship in the third-party governance of environmental pollution should be clarified. We should clarify the division of responsibilities in environmental service contracts. It is necessary to establish a unified environmental supervision system by perfecting relevant supporting systems for the service market and integrating the concept of public participation to improve the comprehensive third-party environmental pollution control system in the market economy.

        Dynamic Economic Dispatch and Control of a Stand-alone Microgrid in DongAo Island

        A dynamic economic dispatch and control method is proposed to minimize the overall generating cost for a stand-alone microgrid in DongAo Island, which is integrated with wind turbine generator, solar PV, diesel generator, battery storage, the seawater desalination system and the conventional loads. A new dispatching strategy is presented based on the ranking of component generation costs and two different control modes, in which diesel generator and battery storage alternate to act as the master power source to follow system power fluctuation. The optimal models and GA-based optimization process are given to minimize the overall system generating cost subject to the corresponding constraints and the proposed dispatch strategy. The effectiveness of the proposed method is verified in the stand-alone microgrid in DongAo Island, and the results provide a feasible theoretical and technical basis for optimal energy management and operation control of stand-alone microgrid.

        Rapid Predictions for Lower-Order Dynamics of Machine Tools Based on the Rigid Multipoint Constraints

        This study presents a rapid predicting method for lower-order dynamic performances of machine tools. Firstly, the governing equation of motion of the component substructure is obtained drawing on the dynamic condensation from the finite element analysis. Secondly, employing the rigid multipoint constraints at the joint and interface level, the improved reduced dynamic model of component substructures is formulated, resulting in a minimum set of generalized coordinates for external nodes. Then, utilizing the screw theory, the local stiffness mapping between joint and interfaces is illustrated. This is followed by merging the component and joint substructures, resulting in the reduced dynamic model of the entire machine tool. The proposed model is hugely efficient for predicting the distributions of dynamic performances within the entire workspace and guiding the optimal functional design under the framework of virtual machine tools. Finally, a comparison study on a box-in-box type precision horizontal machine tool shows that the lower-order dynamics predicted within the proposed approach have the same trend as those obtained by a complete order finite element model. The experimental modal analysis test shows that the errors of natural frequencies between the proposed model and experiments are lower than 15.61%, demonstrating the effectiveness and accuracy of the proposed model.

        The intrinsic relationship between color variation and performances of the deteriorated aviation lubrication oil

        Dose the blackened lubrication oil needs to be replaced forflying safety? Since there is very limited roomfor inaccurate assessment of oil quality due to strictflying safety standards, much aviation lubrication oilis disposed in advance long before their service life. More important, aircrafts still face the fatalchallenges from unpredictable lubrication oil deterioration. Color change is surely a significant signal to diagnose the quality of lubrication oils. Based on thecolorimeter, the color numbers of the testing lubrication oils are measured in this paper to identify thecolor variation degree of the oxidized lubrication oils. Then the molecular structures of the oxidizedlubrication oils are investigated tofind the intrinsic relationship between the oxidation products andcolor numbers. Based on key performances of the oxidized oil samples, the oil quality is undoubtfullydeteriorated which is coincident with the variation of color number. The color numbers of the usedaviation lubrication oils could provide an alternative way to readily and quickly measure the declinedegree and residual lifetime.

        Research on outlier detection algorithm for express logistics

        <P><B>Abstract</B></P> <P>To detect the problems of time delay, path error and destination error in express logistics process effectively, a novel outlier detection algorithm for express logistics is proposed in this paper. To test the detection results, the express logistics system operating model is built to test the detection results. Experiment results show that the proposed algorithm is well applied to the express logistics data with multi-attribute characteristics, and can work well in detecting the abnormal conditions of express logistics.</P> <P><B>Highlights</B></P> <P> <UL> <LI> According to the characteristics and operation principle of joint distribution mode, constructing a virtual simulation system of the logistics operation model and simulating the operation process of the entire logistics activities of logistics orders from generation to the terminal distribution in joint distribution. </LI> <LI> To establish extraction method of the logistics distribution data feature based on the time, number, level, position coordinates and the urban point dependent relation, the method of describing the distribution characteristics accurately and effectively. </LI> <LI> According to the characteristics of joint distribution, put forward a kind of abnormal state detection and evaluation algorithm of logistics distribution, and identify the abnormal distribution of common delivery delay in delivery time, delivery path error, destination error (not the destination) and accurately in joint distribution. </LI> </UL> </P>

        IL-34 Aggravates Steroid-Induced Osteonecrosis of the Femoral Head via Promoting Osteoclast Differentiation

        IL-34 can promote osteoclast differentiation and activation, which may contribute to steroid-induced osteonecrosis of the femoral head (ONFH). Animal model was constructed in both BALB/c and IL-34 deficient mice to detect the relative expression of inflammation cytokines. Micro-CT was utilized to reveal the internal structure. In vitro differentiated osteoclast was induced by culturing bone marrow-derived macrophages with IL-34 conditioned medium or M-CSF. The relative expression of pro-inflammation cytokines, osteoclast marker genes, and relevant pathways molecules was detected with quantitative real-time RT-PCR, ELISA, and Western blot. Up-regulated IL-34 expression could be detected in the serum of ONFH patients and femoral heads of ONFH mice. IL-34 deficient mice showed the resistance to ONFH induction with the up-regulated trabecular number, trabecular thickness, bone value fraction, and down-regulated trabecular separation. On the other hand, inflammatory cytokines, such as TNF-α, IFN-γ, IL-6, IL-12, IL-2, and IL-17A, showed diminished expression in IL-34 deficient ONFH induced mice. IL-34 alone or works in coordination with M-CSF to promote osteoclastogenesis and activate ERK, STAT3, and non-canonical NF-κB pathways. These data demonstrate that IL-34 can promote the differentiation of osteoclast through ERK, STAT3, and non-canonical NF-κB pathways to aggravate steroid-induced ONFH, and IL-34 can be considered as a treatment target.
