In this paper we propose an adaptive fast image restoration filter, which is suitable for reducing the blocking artifacts in the compressed image in real-time. The proposed restoration filter is based on the observation that quatization operation in a series of coding process is a nonlinear and many-to-one mapping operator. And then we propose an apporximated version of constrianed optimazation technique as a restoration process for removing the nonlinear and space varying degradation operator. We also propose a novel block classification method for adaptively choosing the direction of a highpass filter, which serves as a constraint in the optimizaton process. The proposed classification method adopts the bias-corrected maximized likelihood, which is used to determine the number of regions in the image for the unsupervised segmentation. The proposed restoration filter can be realized either in the discrete Fourier transform domain or in the spatial domain in the form of a truncated finite impulse response (FIR) filter structure for real-time processing. In order to demonstrate the validity of the proposed restoration filter experimental results will be shown.
On deformation and perforation of ship structures under ballistic impacts

<P> This paper investigates the characteristics of the deformation and perforation on thin-walled structures under ballistic impacts based on the DYNA3D numerical simulations. Perforation mechanisms of plates and numerical modelling techniques to simulate the response of thin-walled structures under ballistic impacts are discussed to some extent. A benchmark study on deformation and perforation of steel plates struck by a rigid projectile is made by a comparison with DYNA3D simulations and existing experimental results where available. Perforation behaviour of a naval shipside structure impacted by a cannon ball is simulated by DYNA3D. By the regression analysis of the present DYNA3D computations and some existing test data, a new empirical formula that relates impact energy absorbed up to perforation of the target plate with the impact velocity of the projectile is developed. The developed formula can cover a wider range of the impact velocity up to 800 m/s, while existing formulae are valid up to 120 m/s. It is concluded that the technology developed from the present study will be useful for design and hazard assessment of thin-walled structures to avoid the perforation by ballistic impacts.</P>
Global Income Inequality in Developing and Less Developed Countries

The purpose of this study is to analyze global income inequalities by examining n대-classical, dependency, and statist analyses. The present study utilizes both corss-sectional and longitudinal analyses for developing and less developed countries for the time frames of the 1970s and 1990s. The cross-sectional analyses tend to suggest that while the level of economic development partially affects income distribution, structural constraint of land tenure offers a greate explanation. The longitudinal analyses suggest that changes in income inequality are best explained by the nature and policies of the state in question.
The Rising Tides of Africa and China

Since the mid- 1980s, Chinese security analysts have debated China’s role in the changing international system. Sharp increases in Chinese military spending indicate that China plans to reshape the international economic and military balance of power. Much of China’s economic growth is the product of its investment in Africa. Some are concerned that Beijing’s more recent relations with Africa are part of its strategy to become the new global hegemony. A primary question is: wWhich choice will China make? We analyze three perspectives on Beijing’s role in African Affairs. The first view holds that China is fulfilling a long-term strategic commitment to Africa that is driven by Chinese economic interests, a commitment to transmit and transfer its own development assistance, and a desire to build effective cooperative partnerships among developing nation-states. The second view is that Chinese policy is to quickly exploit Africa’s natural resources, without, like their Western economic counterparts, paying much consideration to local developmental, environmental concerns or human rights issues. The third view emphasizes China’s African policy as part of a long-term strategy to displace the Western orientation of the continent by forging partnerships with African elites under the rubric of solidarity.
