This study aimed to explore the factors affecting the foreign direct investment (FDI) intentions of investors into Quang Ninh province, located in the north-eastern of Viet Nam. Researchers used two main methods, namely, Exploratory Factors Analysis (EFA) and the Structural Equation Model (SEM) based on partial least squares structural equation modeling (PLS SEM) to explore and measure the impact of factors affecting the investors’ FDI intentions into Quang Ninh province. The empirical analysis used data from the survey of 206 domestic and foreign investors into Quang Ninh province, including representatives of the Board of Directors, members, and management representatives at the department level, with reliable tools (SPSS 26 and SmartPLS 3.0 software). The research results identified the following factors affecting investment into Quang Ninh: FDI attraction policies have the strongest impact on the investors’ FDI intentions; it is followed by infrastructure, public services and human capital with strong effects on intentions of investors’ FDI; and finally the standards of living that affects the investors’ FDI intentions. There is also a positive relationship between all the factors and the investors’ FDI intentions. Several recommendations are further suggested to enhance attraction of foreign direct investment into Quang Ninh province.

A CMOS Low-pass Filter With Group Delay Cancellation using Non-Foster Element Circuits

We presented a CMOS lumped-element (LE) low-pass filter (LPF) with a group delay (GD) cancellation technique that uses parallel resonators comprising negative inductance and negative capacitance circuits. An inherent positive GD from the LEs of the LPF is canceled by a negative GD from the resonator. The LPF was implemented in the Global Foundry 8SF 130-nm RF CMOS Integrated Circuit (IC) technology. The core chip size was 1135 µm 474 µm. The maximum passband frequency of the LPF was measured to be 1.5 GHz with a return loss of more than 10 dB, in-band loss of 0.8‒2.4 dB, and out-of-band roll-off rate of 41.5 dB/GHz. The GDs at frequencies below 1 GHz were 0.31‒0.33 ns and decreased to zero at 1.51 GHz. The noise figures were around 13.4‒17.7 dB.
Critical Factors Affecting Consumer Buying Behaviour of Organic Vegetables in Vietnam

In Vietnam, the desire to consume organic vegetables is increasing as people become increasingly concerned about foods that contain several chemicals and toxins that are hazardous to their health. However, numerous subjective and objective factors continue to influence customers’ purchase intention and behavior, indicating that this market has not yet reached its full potential. The study analyzes the impacts of trust, price, and convenience on consumers’ consumption behavior and frequency of using organic vegetables in Northern Vietnam. We surveyed 312 consumers in the region. After classifying the data, 178 participants have used or regularly used organic vegetables selected for further study. Next, the author applied SmartPLS software with version 3.3 to test the hypotheses and analyze the effects of the observations. The result shows that three main factors affect customers’ organic vegetable consumption behavior, especially perceived convenience. This study contributes to the development of comprehensive policy mechanisms and regulations on product traceability. Furthermore, market management authorities must have a strategy in place to inspect the product quality of organic vegetable store chains regularly to build customer trust and support the growth of organic vegetable production and supply chains in Vietnam’s northern region.
Unstructured Discrete Ordinates Method Based on Radial Basis Function Approximation

Numerical treatment of the boundary value problem with meshfree methods has been a popular research area in recent years. In the nuclear transport field, several applications of meshfree methods are employed to develop a solution for the neutron diffusion and transport equations. Among the meshfree methods, which based on radial basis function (RBF) approximation exhibits more advantages than others. By applying the RBF approximation, a flexible technique for discretizing the spatial variable of the neutron transport equation is provided without any requirements related to the shape of the unstructured mesh or the number of spatial dimensions. However, use of the RBF approximation without specified constraints on the number of data points used for constructing the approximation function may cause instability in the discrete equation system. In addition, it decreases the accuracy of the numerical solution near the geometric boundary. In this study, a numerical method is developed to solve the discrete ordinates equation (S$_{\rm N}$) on unstructured mesh for neutron transport. Several benchmarks are implemented to evaluate the efficiency of the proposed method. Results are compared with analytical and reference results from the standard S$_{\rm N}$ method. The proposed method provides a stable and accurate solution for the transport problem with curved boundaries.
