With industrialization and an increasing population, Environmental pollution is a serious problem unlike any that human being have faced, and it is not local but global problem. Recently, in order to reduce emission of environmental pollution, there is a increasing concern regarding the environmental controls over the world. And so several policies are introduced every nation and several international agreements; Basel Convention on Transboarding Movements of Hazardous Wastes; Framework Convertion on Climate Change; Convention on International Trade in Endangered Species(CITES); are acted. But the essential elements of the measures to address the global environmental problems include: the deeping and widening of the public's understanding of the issue; capacity building; the financial mechanism; and technology transfer are different from each nation and the harmonization of policies concerning environmental are needed each others. The Rio Declaration and Agenda 21 adapted in 1992 identified the issues to be addressed by countries and international institutions in the area of environmental protection. Subsequently, the commission on sustainable development was established to monitor the performance of those countries and international institutions; WTO; OECD; UNCEP; ISO; EU. But these trends of international environmental controls affected industrial organization and trade patterns. I studied the trend of international environmental controls and have presentation a proposal for the rationalization of environmental administration and eco-management in this paper.

Various Cu-Zr bearing monolithic amorphous alloys, exhibiting different stress-strain behaviors, were prepared to investigate the nature of the plasticity shown by theses alloys. Microscopic observation of the quasi-statically compressed Cu_(50)Zr_(43)A1_(7) specimen revealed abundant precipitation of nanocrystallites, while insignificant changes in the microstructure were observed from the Cu_(64)Zr_(36) alloy. Finite element analysis was conducted in order to better understand the role of nanocrystallites in an amorphous matrix on the plasticity of the amorphous alloy. The activation energies for crystallization of the amorphous alloys were measured and correlated with the plasticity of the amorphous alloys. Herein, we report for the first time that the origin of the plasticity of monolithic amorphous alloys lies in the activation energy for crystallization. (Received February 14, 2005)
중대산업사고 예방을 위한 종합위험관리체제(IRMS) 구축에 관한 연구

The Process Safety Management (PSM) by the Law of Industry, Safety and Health has been performed for preventing major accidents of chemical plants since 1996. In terms of preventing chemical accidents more precisely, it is essential to develop a tool for quantitative risk assessment. For this, KOSHA (Korea Occupational Safety and Health Agency) developed an Integrated Risk Management System (IRMS) . The system is designed to assimilate data on chemical plant hazards from external database, to integrate these data with location information (topographic and demographic), and to make them user-friendly accessible. The system consists of several main functions: display of five major Korean petrochemical complex layout, display of equipment layout with its information utilizing the external database, zonation of the hazard effected area with consequence analyses, the most probable accident scenario generation, accident/incident database and calculation of frequency of accident using equipment reliability database, etc. The highlight of IRMS is to provide the risk contours using GIS(Geographical Information System) technology. IRMS is intended to manage hazardous installation more systematically and effectively, to reduce the number of accident remarkably, further minimizing production loss in the plant. The system is now under application to about 500 PSM sites as well as and emergency authorities in Korea by KOSHA (Korea Occupational Safety and Health Agency)
