Drinking at Bad Times: Distinguishing between Frequency and Intensity of Alcohol Consumption

This paper revisits the provocative question of whether drinking is procyclical, and puts forward the literature mainly by distinguishing the frequency and intensity of alcohol consumption. First, we build up a simple empirical model in which a consumer simultaneously chooses the frequency and intensity of alcohol consumption given a period of time. Then, based on the optimality conditions of our model, we structurally estimate the parameters that govern the frequency and intensity of drinking, by using the individual-level panel data on U.S. beer consumption from January 2003 to December 2007. We find that as the unemployment rate is higher, drinking frequency decreases but intensity increases. Combining two opposite effects, we find that drinking is procyclical.
Performance of Adhesives in Glulam after Short Term Fire Exposure

As engineered timber such as Glulam is seeing increasing use in tall timber buildings, building codes are adapting to allow for this. In order for this material to be used confidently and safely in one of these applications, there is a need to understand the effects that fire can have on an engineered timber structural member. The post-fire resilience aspect of glulam is studied herein. Two sets of experiments are performed to consider the validity of zero strength guidance with respect to short duration fire exposure on thin glulam members. Small scale samples were heated in a cone calorimeter to different fire severities. These samples illustrated significant strength loss but high variability despite controlled quantification of char layers. Large scale samples were heated locally using a controlled fuel fire in shear and moment locations along the length of the beam respectively. Additionally, reduced cross section samples were created by mechanically carving a way an area of cross section equal to the area lost to char on the heated beams. All of the samples were then loaded to failure in four-point (laterally restrained) bending tests. The beams that have been burnt in the shear region were observed as having a reduction in strength of up to 34.5% from the control beams. These test samples displayed relatively little variability, apart from beams that displayed material defects. The suite of testing indicated that zero strength guidance may be under conservative and may require increasing from 7 mm up to as much as 23 mm.
대형마트 진입규제 및 영업규제 정책에 대한 고찰: OECD 국가들의 연구를 바탕으로

한국의 유통산업은 단기간의 급속한 성장을 이루는 과정에서 구조적 변화 및 관련 규제변화를 겪었으며, 현재도 대형마트 진입규제 및 영업규제 관련 법규의 개정 방향에 대해 논의가 활발히 진행되고 있다. 본 논문은 OECD 국가에서 시행된 제도와 정책 및 그에 대한 실증연구 결과를 한국과 비교 고찰한다. 최근 OECD 국가에서는, 물론 예외는 있지만, 비교적 진입과 영업시간에 대한 규제가 완화 또는 폐지되는 추세였는데, 이에 따라 매출이 신장되고 고용이 증대되고 소비자 후생이 증진되었으며, 그 결과 유통산업구조의 측면에서는 대규모 점포의 시장점유율의 증가를 야기했다. 다만 진입 규제 완화가 소규모점포 수를 증가시켰는지 감소시켰는지에 관해서는 국가별로 결과가 완전 일치하지는 않는다. 한국의 경우,규제 효과를 분석하기에는 실제 시행 기간이 너무 짧은 관계로 종합적인 데이터가 축적되지 못한 까닭에, 아직까지는 실증분석이 부족한 실정이다. 따라서 앞으로 한국에서의 진입과 영업시간 규제가 고용, 매출, 사회 후생에 미친 효과에 대한 전반적인 연구가 요구된다. This paper summarizes the laws and policies restricting entry and opening hours of large retailers that are implemented in OECD countries as well as Korea, and reviews the empirical literature that estimates the effect of those regulations in various aspects. The empirical results regarding OECD countries show that as the regulations were relaxed and/or abolished, the retail sales, competition, employment, and consumer welfare are enhanced, in general, though the retail market is restructured favorably toward large-scale stores. Also, the impacts of entry deregulation on the number of small-scale stores are not consistent among the individual countries. However, there exists a handful of empirical literature for the Korean case due to the short history of the regulation and the unavailability of the data, and hence in need of a more comprehensive research.
Encountering female politicians

<P><B>Abstract</B></P> <P>The mandated exposure effect on voting represents a mechanism through which affirmative action policies such as quotas can improve prospects for candidates from underrepresented groups. In this paper, we identify an exposure effect by exploiting unintended variation in female candidates’ electoral results in a natural experimental setting. In a 2006 local council election in Korea, the names of candidates nominated by the same party for a ward appeared on the ballot in alphabetical order (based on the Korean alphabet). As a result, in certain districts, some female candidates were arbitrarily elected, based on their name-order advantage. In the subsequent election, those elected females were more likely to be nominated by the party and to win seats again. However, the accidental exposure to female politicians failed to generate positive spillover for other female candidates.</P>
