        Centre–State Relations and Intra-Party Dynamics in Malaysia: UMNO and the Case of Johor

        As multi-level governance structures led by multiple political parties, democratic federal systems can experience two types of tensions—those between central and state governments, and those between parties in power at those different levels. This has made the study of centre–state relations in Malaysia challenging, as one coalition has been in power at the federal level since independence. Most visible centre–state conflicts have occurred in states led by the opposition or minor coalition members. However, the majority of state governments are led by the United Malays’ National Organization (UMNO)—Malaysia's most powerful political party and coalition leader. Given this, it is instructive to analyse centre–state relations in a state that has also been led by UMNO, as this enables the elimination of inter-party strife as a source of conflict. Johor lends itself well to this exercise. Like the federal government, it has been led since independence by the ruling coalition, and is intimately linked to UMNO. Despite this congruence, the Johor state government has experienced serious conflict with the central government, demonstrating that the same party affiliation does not eliminate clashes and highlighting the need to further explore centre–state relations in UMNO-led states.

        An Alternative Approach for Further Approximate Optimum Inspection Intervals

        Having previously presented an article entitled "Further approximate optimum inspection intervals" in this Journal, here the author derives an alternative set of general explicit formulae using Cardan's solution to a cubic equation and presents a modified heuristic algorithm for solving Baker's model. The examples show that this new alternative approximate solution procedure for determining near optimum inspection intervals is as accurate and computationally efficient as the one suggested in the previous article. Through the examples, the author also indicates the relative merits and demerits of the two algorithms.

      • Philippine Foreign Policy Changes : US Eviction in 1991, and the Enhanced Defense Cooperation Agreement

        피나투보 화산 폭발과 태풍 하이얀 이후 필리핀이 미국과의 동맹을 향한 외교 정책 지침의 변화는 분석하기에 흥미로운 사례이다. 피나투보 화산이 폭발한 후 미국은 필리핀에서 강제로 철수했고, 미국은 태풍 하이얀 이후 필리핀 군 기지에 순환 배치를 위해 필리핀과 방위 협정을 체결했다. 특히 국내 및 국외 요인이 마닐라 외교 정책에 미치는 영향에 대한 대외 정책 분석을 이용하여, 유사한 자연 재해가 발생한 후에 필리핀 은 1991년에 미국 기지의 유지 보수를 위해 또 다른 협정을 비준하지 않도록 한 이유를 설명할 것이다. 사실 필리핀은 2014년에 태풍 하이얀 이후에 미국으로 하여금 필리핀 군사기지를 사용하도록 허락한 바 있다. 유사한 재난 상황이 주어진다고 해도, 재난 자체는 의사 결정 과정에서 단기적인 의미만을 지닐 뿐이다. 피나투보 화산이 폭발한 후, 냉전 종식의 충격과 필리핀의 점증하는 민족주의 정서가 필리핀으로 하여금 미군의 지속적인 기지 주둔을 거부하도록 영향을 미쳤다. 한편, 미국은 2011년에 아시아로 선회(외부 환경) 하고, 아키노정부의 군사 현대화와 중국의 부상에 대비한 외부 균형 유지의 필요성은 필리핀이 군사 기지에 미국의 재주둔을 허용하도록 결정했다. The changes of foreign policy directives of the Philippines towards its alliance with the United States of America after Mt. Pinatubo eruption, and typhoon Haiyan are interesting cases to analyze. The United States was forced to move out of the Philippines after the Mt. Pinatubo eruption, while Washington signed a defense agreement with Manila to have a rotational presence in Philippine military bases after typhoon Haiyan. Using foreign policy analysis, specifically by tapping the influence of domestic and external factors on Manila’s foreign policy decision making, the research would explain why after similar natural disasters, the Philippines opted not to ratify another treaty for the maintenance of the US bases in 1991, while allowing the US to use Philippine military bases after typhoon Haiyan in 2014. Though given similar disaster circumstances, the disaster itself have only short-term significance in the decision making process. After Mt. Pinatubo eruption, the impact of the end of the Cold War (external environment) together with the growing Filipino nationalist sentiments (domestic environment) has influenced the Philippines to deny the US a continued presence of its military base. Meanwhile, the US pivot to Asia in 2011 (external environment), and Aquino’s military modernization and external balancing towards the rise of China (domestic environment) have dictated the Philippines decision to allow the US to have a presence once again, in Philippine military bases.

      • Spatiotemporal chronographical modeling of procurement and material flow for building projects

        Planning and management building projects should tackle the coordination of works and the management of limited spaces, traffic and supplies. Activities cannot be performed without the resources available and resources cannot be used beyond the capacity of workplaces. Otherwise, workspace congestion will negatively affect the flow of works. Better on-site management allows for substantial productivity improvements and cost savings. The procurement system should be able to manage a wider variety of materials and products of the required quality in order to have less stock, in less time, using less space, with less investment and avoiding multiple storage stations. The objective of this paper is to demonstrate the advantages of using the Chronographic modeling, by combining spatiotemporal technical scheduling with the 4D simulations, the Last Planner System and the Takt-time when modeling the construction of building projects. This paper work toward the aforementioned goal by examining the impact that material flow has on site occupancy. The proposed spatiotemporal model promotes efficient site use, defines optimal site-occupancy and workforce-rotation rates, minimizes intermediate stocks, and ensures a suitable procurement process. This paper study the material flow on the site and consider horizontal and vertical paths, traffic flows and appropriate means of transportation to ensure fluidity and safety. This paper contributes to the existing body of knowledge by linking execution and supply to the spatial and temporal aspects. The methodology compare the performance and procurement processes for the proposed Chronographic model with the Gantt-Precedence diagram. Two examples are presented to demonstrate the benefits of the proposed model and to validate the related concepts. This validation is designed to test the model's graphical ability to simulate construction and procurement.

        Developments in the Privatisation of Policing in England and Wales and the Netherlands

        최근 다양하고 방대한 치안활동 담당주체 및 이들 간의 관계를 이해하기 위해 ‘치안활동 가족 (policing family)’이라는 개념이 흔히 원용된다. 이 연구에서는 비교사례연구를 통해 이러한 치안활동 가족을 ‘새로운 구성원들’이 기존의 전통적 경찰이 지니고 있던 권한들을 어떻게 습득하게 되는지의 관점에서 살펴보았다. 본 연구에서 사용된 비교사례는 영국의 지역사회안전인가제도(Community Safety Accreditation Schemes: CSAS)와 네덜란드의 ‘특별수사관제도(Special Investigative Officers: SIO)’인데, 이들은 모두 사적 개인과 조직에 특정한 경찰권한을 부여하는 제도로서 치안활동의 민영화 관해 의미하는 바가 크다. 영국의 인가제도와 네덜란드의 특별수사관 제도의 차이점을 살펴보면, 먼저 그 규모 면에서 큰 차이가 남을 알 수 있다. 즉, 네덜란드의 특별수사관 인력 규모(약 26,000명)는 정규경찰의 절반에 육박하는데 비해 영국의 인가소지자(약 1,500명)는 정규경찰의 극히 일부에 불과하였다. 그리고 영국의 경우 지역경찰이 인가권한을 갖는데 비해, 네덜란드에서는 법무부가 인가권한을 가지고 있었다. 또 네덜란드의 경우 특별수사관 제도는 경찰권한의 대대적인 민영화보다는 치안활동의 다원화를 목적으로 하고 있는데 비해 영국의 인가제도는 보다 급격한 치안활동의 민영화로 볼 수 있었다. 결과적으로, 네덜란드의 특별수사관 제도는 오랜 기간 지속되어 온 제도로서 법집행 및 지역사회 안전을 담당하는 많은 공무원의 역할을 강조하는 것임에 비해, 영국의 인가제도는 치안의 민영화를 위한 비교적 새로운 제도로서 앞으로 영국 경찰이 이러한 제도에 익숙해지기 위해서는 많은 노력이 필요할 것으로 보인다. 이 연구에서 살펴본 영국과 네덜란드의 사례들은 치안활동의 민영화가 논의되기 시작한 우리나라에 있어서도 시사하는 바가 크다고 할 수 있다. Recently, ‘policing family’ has been increasingly referenced as a way of understanding the actors involved and the relations among them. This paper looks at the policing family in relation to how new members acquire powers normally associated with the traditional police. Two examples are analysed in this study. One is the Community Safety Accreditation Scheme in the UK. The other is the rise of Special Investigative Officers in the Netherlands. Both developments give u valuable information on current trends in the privatisation of policing. The case in the Netherlands is perhaps a case of pluralisation but not necessarily wholesale privatisation of police powers, something that is perhaps more the case in the UK where, possibly for that reason, it attracts more controversy. The two cases of the UK and the Netherlands have meaningful implications for South Korea in which the discussion of privatisation of policing has begun recently.

        Identification of plastic deformations and parameters of nonlinear single-bay frames

        This paper presents a novel time-domain method for the identification of plastic rotations and stiffness parameters of single-bay frames with nonlinear plastic hinges. Each plastic hinge is modelled as a pseudo-semi-rigid connection with nonlinear hysteretic moment-curvature characteristics at an element end. Through the comparison of the identified end rotations of members that are connected together, the plastic rotation that furnishes information of the locations and plasticity degrees of plastic hinges can be identified. The force consideration of the frame members may be used to relate the stiffness parameters to the elastic rotations and the excitation. The damped-least-squares method and damped-and-weighted-least-squares method are adopted to estimate the stiffness parameters of frames. A noise-removal strategy employing a de-noising technique based on wavelet packets with a smoothing process is used to filter out the noise for the parameter estimation. The numerical examples show that the proposed method can identify the plastic rotations and the stiffness parameters using measurements with reasonable level of noise. The unknown excitation can also be estimated with acceptable accuracy. The advantages and disadvantages of both parameter estimation methods are discussed.

        India 2014: Facebook ‘Like’ as a Predictor of Election Outcomes

        Can the count of ‘likes’ recorded on the Facebook page of a party predict whether it will win the elections or not? To answer this question in the Indian setting in the context of the 2014 Lok Sabha elections, the political trend on Facebook was estimated using the numbers of ‘likes’ recorded on verified Facebook fan pages during the period of study—24 January to 12 May 2014. A strong positive correlation was found to exist between the number of ‘likes’ a party or its leader secured on their official Facebook fan page and their popular vote share. A single latent variable—presumably, the political preferences of the people—explained 91.37% of the total variance in those two variables. Furthermore, the time period during which the ‘likes’ were recorded was found to have a moderating effect on the positive relationship between the ‘likes’ and votes. It was found that the month preceding the voting period was the best to predict the vote share using ‘likes’—with 86.6% accuracy.

Accounting is a critical factor for the business, having the touch of IT can enhance speed and accurateness of computations as well as to enhance its flexibility to change and safety storage of information.
