        European Union Emission Trading System How far will the european union dare to go?

        유럽연합 입법부가 2003년 10월111)에 교토 협안112)(2002년 4월) 안에 있는 방사물들 감소에 대처하기 위하여 (2005년에 시작된 하나의 단계) CO2 방사물 상업에 종사하는 자를 위하여 계획안을 제의하였다(EU 방사물 상업종사 계획안 또는 ETS). 3년 후에 첫 번째 계획안 단계가 끝남으로써 무엇보다도 두 번째와 세 번째 단계에 관해서 말로 표명되어 있는 관여물들이 두 번째 단계에 천천히 탄력이 붙었다. 이 문제점들은 가지각색의 주 구성원의 주권과 유럽 법령의 집중된 힘 사이에서 균형을 유지하기 위하여 유럽연합법들이 노력하고 있는 것에 깊이 생각되어질 것이다. 주요 논점들은 다음과 같다. 유럽은 환경 보호를 위하여 다량의 산업의 급증하는 요구를 반대할 예정인가? ETS에 의하여 축적된 막대한 유로의 이익을 얻는 것은 유럽연합과 구성원 중 누구인가? 무엇보다도 : 유럽연합 행정부와 입법부가 어떻게 CO2 방사물 감소지역에 가려고 노력할 것인가? In October 2003, in order to meet emission reduction objectives as laid down within the Kyoto Protocol (April 2002), the European Union (EU) Legislature has set up a scheme (whose phase one started in 2005) for trading CO2 emission allowances (‘EU Emission Trading Scheme’ or ETS). Three years later, as the first phase of the scheme ends and the second phase slowly gains momentum, concerns are being voiced regarding this second phase and above all the third phase. Issues are to be considered in the light of the EU Law’s struggle to set a balance between its various States Members national sovereignty and the centralized power of European Institutions. The mains questions are as follows. Is Europe’s heavy industry going to resist the ever-growing demand for environmental protection? Who from the European Union or the Member States is going to benefit from the billions of Euros amassed by the ETS? Above all: how far will the European Union executive branch and legislature dare to go in the field of CO2 emission reduction?

        Tajdīd (Renewal) in Sufism: An Examination of Khālid al-Baghdādī’s Thoughts and Practices from the Perspective of Social Capital Theory

        Renewal (tajdīd) has been one of the most controversial issues in the Islamic world. Throughout Islamic history, and especially since the Ottoman Empire started to lose ground to the West, there has been much debate about matters that need changing and how change should happen. One group that was both the subject and the agent of the change was the Sufis. One such influential Sufi mujaddid (innovator) was Khālid al-Baghdādī (d.1827). His innovative approaches have allowed Sufism to transform into activism, serving as a model for Sufis as well as for non-Sufi movements across all sectors of life. This study, which explores some conceptual similarities between Khālid al-Baghdādī’s innovative practices and social capital, analyzes his thoughts, and offers a conceptual framework in order to explain the complexity of the activities of the organizations he influenced, and to describe the process of producing social activism out of Sufism and the Sufi orders (ṭarīqa). It is hoped this study, by being the first attempt to look at Sufism from the perspective of social capital theory will serve as a starting point for further research.

        Constitutive model coupled with damage for carbon manganese steel in low cycle fatigue

        Carbon-manganese steel A42 (French standards) is used in steam generator pipes of nuclear center and subject to low cycle fatigue (LCF) loads. In order to obtain the material LCF behavior, the tests are implemented in a hydraulic fatigue machine. The LCF plastic deformation and cyclic stress in macroscope have been influenced by the accumulated low cycle fatigue damage. The constitutive kinematic and isotropic hardening modeling is modified with coupling fatigue damage to describe the fatigue behavior. The improved model seems to be good agreement with the test results.

        Resistance to Pit Formation and Pit Growth for Different Tempers of AA2024 Aluminium Alloy in Presence of Benzotriazole

        The paper analyses the corrosion behaviour of both naturally and artificially aged AA2024 aluminium alloy in NaCl solutionin the presence of the corrosion inhibitor benzotriazole (BTA). The differences between these two aging tempers in termsof resistance to general corrosion are explained as well as the differences in terms of pit formation and pit growth. Basedon the values of the polarisation resistance and the corrosion current density, the general corrosion resistance of the alloyis determined in the absence and in the presence of BTA. The resistance to pit formation and pit growth is determined onthe basis of the polarisation measurements results. Scanning electron microscopy confirmed the expected differences in theappearance and size of the pits formed in naturally aged and artificially aged alloy. In the presence of the corrosion inhibitorBTA, for both aging tempers of the alloy, the corrosion resistance is significantly higher compared to the resistance in thesolution without the inhibitor. The value of the polarisation resistance for both aging tempers increases over time. However,at the same time, the value of the constant phase element increases as well. An explanation for this phenomenon is provided. The calculated average value of the thickness of the adsorbed inhibitor layer on the surface of the aluminium alloy is inaccordance with the inhibitor protective ability for both aging tempers.

      • Isonumber based Iso-Key Interchange Protocol for Network Communication

        Key exchange protocol (KEP) is an essential setup to secure authenticates transmission among two or more users in cyberspace. Digital files protected and transmitted by the encryption of the files over public channels, a single key communal concerning the channel parties and utilized for both to encrypt the files as well as decrypt the files. If entirely done, this impedes unauthorized third parties from imposing a key optimal on the authorized parties. In this article, we have suggested a new KEP term as isokey interchange protocol based on generalization of modern mathematics term as isomathematics by utilizing isonumbers for corresponding isounits over the Block Upper Triangular Isomatrices (BUTI) which is secure, feasible and extensible. We also were utilizing arithmetic operations like Isoaddition, isosubtraction, isomultiplication and isodivision from isomathematics to build iso-key interchange protocol for network communication. The execution of our protocol is for two isointegers corresponding two elements of the group of isomatrices and cryptographic performance of products eachother. We demonstrate the protection of suggested isokey interchange protocol against Brute force attacks, Menezes et al. algorithm and Climent et al. algorithm.

        Combined Treatment for Band Keratopathy

        I read with interest the two case reports by Kwon et al. on‘‘New Treatment for Band Keratopathy: Superficial lamellarKeratectomy, EDTA Chelation and Amniotic MembraneTransplantation’’ (1). In their article, they describe two casesof calcific band keratopathy (CBK) that were treated with acombination of EDTA chelation, superficial keratectomy andamniotic membrane transplantation. The authors concludedthat this combined treatment was a safe and effective methodfor the removal of deep situated calcium plaques, thus allowingthe recovery of a stable ocular surface. With my colleagues, I have recently published a study thatlooked at the effectiveness of EDTA chelation in CBK (2). Inthe 65 eyes of 54 patients that we have followed after EDTAchelation, we found significant visual improvement of twoor more lines in up to half of the eyes that were treated, aswell as symptomatic relief in 98% of the patients. Some ofour cases with deep and dense CBK required from 5 to 45min of EDTA application for complete resolution. This mightexplain the unsatisfactory results with EDTA chelation alonein the two cases reported by Kwon et al. who applied theEDTA for just 2.5 min in both cases. The authors reportedno recurrence of symptoms in their patients during their meanfollow-up period of 13.5 months. In our study, we found thatthe mean time for recurrence was 17.7 yr. The absence of anyrecurrences in the cases described by Kwon et al. could beattributed to their shorter follow-up period rather than to thesuccess of the combined treatment modality they describe. In short, I believe that EDTA chelation, when used properly,is an effective treatment for CBK. It is simple, inexpensiveand avoids the additional risks of an invasive proceduresuch as superficial keratectomy, or the added costs of amnioticmembrane transplantation, especially in eyes with poorvisual potential.         Friends and Foes under Postmodernity : Political Identity from a Psychoanalytic Perspective

        포스트모더니즘이 현대 사회를 나타내는 ‘키워드’ 이냐 아니냐의 논쟁을 차치하고, 1970년대 이후로 전통적 국가 인식은 무너져 왔으며 정신적 불안정, 자본주의, 지구화 현상의 팽창, 그리고 유럽이 가진 정치적 세력의 쇠퇴가 목도되고 있다. 이러한 일련의 변화는 사람들의 정체성 형성 과정에 중대한 영향을 주었으며, 어느 때 보다 정체성 분열의 위험을 초래하고 있다. 그러나, 9/11 세계무역센터 테러 공격 여파로 국가, 종교, 그리고 정치적 정체성은 더욱 강해졌으며, 9/11 충격과 정체성 형성, 그리고 정치적 헤게모니의 사이의 관계에 주의를 기울이게 되었다. 국가 구성원으로서의 정체성 형성은 친구와 적, 아군과 적군, 그리고 선과 악의 구분으로 나타나기 시작했으며, 세계무역센터 붕괴 이후 나타난 현상이다. 하지만 에드워드 사이드가 프로이드 연구를 재해석한 내용을 정신분석학적 측면에서 살펴보면, 친구와 적의 강제적인 분리를 바탕으로 한 정체성 형성은 최고의 친구가 최악의 적이 될 수 있음을 통해 모든 정체성 기저에 깔린 핵심을 무시하게 되는 결과를 낳는다. Whether or not one accepts the term post-modernity as a description of our contemporary sociopolitical landscape, it is difficult to deny that since the 1970s the world has witnessed a collapse of the traditional nation-state, a general increase of psychosocial insecurities, the globalization of capital and the devolution of European political dominance. These conditions have had profound effects on how people experience their identity, which seems to be ever more at risk of fragmentation. Yet in the wake of September 11, national, religious and political identities have grown stronger than ever, which should prompt us to reflect upon the relationship between trauma, identity-formation and the reconstruction of political hegemony. Identity formation, especially in relation to national pride, rests crucially upon the identification and distinction of friends and foes, allies and enemies, good and bad objects -- a process which the attacks on the WTC have facilitated and exacerbated. However, in keeping with Edward Said's recent re-interpretation of Freud's study of Moses, identity-formation based on the authoritative separation between friends and foes entails a radical denial of the impure, inassimilable core that lies at the heart of every identity, through which the best of friends is also potentially the worst of enemies.

        Constructivistic Learning Method with Simulation to Increase Classroom Engagement

        It is reported that the constructivistic learning method (CLM) enhances the understanding of the students in the learning process, especially in engineering classes. In CLM-based classes, the students can take the initiative in the learning process, which is called the student-centered model of the learning process. This is different from the traditional learning method based on the teachercentered model, where a teacher plays the central role in the learning process of students. The authors have applied the method of CLM to one of the Engineering classes, namely production planning and inventory control (PPIC) class for undergraduate students. The PPIC class provides multimedia-based study materials and factory visits as well as regular lecture sections to cover the whole subject of inventory control theory and practice. In the review sessions, students are divided into several groups, and question-and-answer discussions were actively carried out among these groups under the support of the teacher as a facilitator. It was observed that the student engagement in the class was very active compared to the conventional lecture-based classes. As for further support of students understanding on the subject, simulation-based materials are also under study for the class. This paper presents the review of case study of CLM-based PPIC class and discusses the feasibility of simulation-based study materials for further improvement of the class.

        Mechanical Properties of Corn Husk Flour/PP Bio-composites

        The focus in the present work is to study the agro-waste corn husk bio-filler as reinforcement for polypropylene. These materials have been created by extrusion and injection molding. The effect of filler content by 10, 20, 30 and 40 wt. % and mesh sizes of 50~100, 100 and 300 on the mechanical properties was studied. For the un-notched specimens, the results of flexural strength showed a declining trend with increase the filler loading and the results of impact strength showed an increasing trend with increase the mesh size. In contrast, enhanced flexural modulus was observed with increasing filler loading and size.
