지역과 세대-연구전략 제시와 연구퍼즐의 발견: 2012년 총선과 대선에서 나타난 연령/지역집단의 특성

이 연구는 한국 선거정치의 오래된 균열을 구성하는 지역과 새로운 정치적 변수로 높은 관심을 받는 세대의 정치적 양상과 관계를 분석하고 있다. 이론적으로 세대의 개념 정의에서 비롯된 문제점을 해결하기 위한 연구전략으로 세대 범주의 유연성이 필요하다고 제안하며 2012년 제19대 국회의원과 제18대 대통령 선거 이후 진행된 여론조사 데이터를 분석하여 이후 지역과 세대연구에 필요한 여러 층위의 연구퍼즐들을 제시하고 있다. 일종의 예비적 연구로서 연구퍼즐들을 제시하는 과정에서 본 연구는 세대와 지역이 유권자의 여러 정치적 정향과 선택에 있어 복합적인 영향력을 만들어내는 상황을 검토하였다. 이념과 정책성향 등에 있어서 지역의 영향력은 세대의 특징을 유지시키면서 절대치에 있어서 지역에 따른 변화를 유도하는 것으로 보인다. 하지만 투표 선택과 같은 정치적 선택에 있어서는 세대를 독자적 변인으로 파악하기 힘들게 만드는 일관되지 못한 결과들을 보여준다. 따라서 지역의 영향력을 고려할 때 한국정치 분석과정에서 세대를 단일한 정치적 변인으로 삼기에는 아직 해결해야 할 과제가 많다고 주장한다. Regionalism has played a dominant role to construct political cleavage in Korean electoral history. Recently, however, many have emphasized the emerging importance of generation politics in which young and old age groups show clearly different political preferences and choices. It is even argued that the generation politics may replace and alter the status of old regionalism. Using the survey data after both 2012 National Assembly and presidential elections, this study seeks to suggest an alternative research strategy to redefine and operationalize the concept of generation by applying flexible boundaries of age groups based on their political orientations and traits. This article also produces several possible research puzzles for future study of generation politics. As a preliminary research, it finds that the effects of region works on age groups` political orientations such as ideology and policy preferences.. But some irregular and unexpected findings are shown in terms of vote choice and party support. There should be more research endeavor to define generation as a robust political variable in the studies of Korean politics.

피지의 정당정치와 선거공학: 통시적 분석

이 논문은 1970년 영국식민지로부터 독립한 피지의 정당과 선거 역사에 대한 통시적 분석이다. 2006년 쿠데타 이후 현재까지 피지의 민주주의는 유보된 상태이다. 그 동안 피지 민주주의는 대표적인 인종주의 정치와 민주주의가 만난 현장이었다. 원주민과 영국식민지 시절 유입된 인도계 주민의 갈등은 40여 년간 피지 정치의 가장 중요한 특징이었고 이들의 공존을 목표로 하는 정치제도적 실험이 이어졌다. 그러나 인종 간 정치적 균형이 변화 할 때마다 쿠데타를 경험했고 그 동학 속에서 피지의 정당정치도 다인종주의의 경계를 넘나들며 분절을 거듭해 왔다. 이 연구는 권력공유의 문제를 해결하는 정치제도 설계 위한 보다 이론적 연구를 위한 사전사례연구로서 피지의 정당정치사를 선거와 선거제도의 변화를 중심으로 통시적으로 살펴보며, 정치제도 설계의 정치적 조건과 환경에 대한 고려가 보다 면밀히 수행되어야 함을 밝히고 있다. This article is a historical analysis on Fijian political parties and elections since country`s independence from UK in 1970. Currently, democracy in Fiji has been suspended for 2006 military coup d`eta. Fiji has been known for its notorious racial conflicts between endogenous and indo-fijian groups. Political parties rooted in the ethnic segments have evolved accordingly as ethnic political climate changed. There also have been various political engineering, mostly about alternative electoral systems, that supposedly help to develop peaceful multi-racial politics. It is, however, almost conclusive that neither consociationalism, nor centripetalism that incompletely played in institutional forms were not successful to prevent the country from elevating violent racial collisions and being a collapsed democracy. As a preliminary case study for more theoretical and empirical analysis in near future, the paper provides detailed narratives of Fijian party and electoral politics in institutional perspective.

This essay starts from a work of Kim Young-Il on Korean local/regional autonomy. The most crucial factor vitalizing the local autonomy is to (re)introduce and constitute “politics” to local life. Local/regional autonomy should not be a mere administrative delegation from central government to its local branches. Rather, the nature of local politics defines nation’s quality of democracy. The models of democracy applied in local politics vary in forms and types. Deliberative democracy is one possible candidate. However it’s theoretical ambiguity and practical obstacles require the roles and works of the political parties in local politics. Local party which is now banned in Korea by the Political Party Law would provide a meaningful alternative to Korean citizens whose political options were pre-taken by strong regionalism in national politics. Comparative studies provides a lesson to make a successful local political parties. The parties should make a constructive and tensional relationship with parties in nation wide as well as maintain its strong local political identity. The active personnel mobility between the local and national parties will contribute to make such relationships.

“아버지와 나는 다르다?” 세대정치와 정치사회화

This study explores the effects of political socialization on the turnout and vote choices of college students in a Korean National Assembly Election. The recent significant generation gaps in electoral politics have required a serious attention and restoration of the concept of political socialization which has been forgotten for decades. The generation cleavage, observed and argued about its exist by many journalists and scholars, may threat and replace the traditional regional cleavage in Korean politics. An almost antique concept of political socialization can be employed as a very useful device to understand the reality and dynamics of current generation politics. In previous political culture literature, a family, parental influence within, has been regarded as one of the major agents of political socialization. Surveying 400 college students, this study examines whether the political socialization conducted through domestic communications and family's political culture make meaningful effects on the electoral choices of the students. The empirical analyses of this paper show that the students are under parental influence on the matter of ideology and party identification, though they are more progressive and liberal than their parents. The tests confirm, however, that the more exposed to political contents and communication in family, the more active political participation are expected. An interesting finding is that regardless of negative or positive nature, the absolute quantity of political socialization brings higher turnout rate. The ideological direction of political socialization that are measured by policy preferences also have statistically significant effects on offsprings' vote choices. Generation politics seems exist with many different political behaviors between generations, but the effects of political socialization of family are still sustained, and it requires more systemic exploration.

교양 정치학 교육의 사회적 가치와 위상

This paper discusses the roles of political science education in college as a liberal art/general education program. Given severely marketized college education worldwide, political science shows its advantages propelling consilience education that raises intellectual individuals and ethnic citizens, which current job-oriented practical programs are not successful to educate. The paper explores the sub-fields, textbooks, and syllabus in political science as general education in Korean universities. We found that the forms and structure of classes are not quite different with those as major studies, but the lecturers have tried to employed more diverse materials and contents. Survey analyses on college students show that students are generally satisfied with political science classes as general education. Political science has significant effects on improving critical attitudes of students toward politics and society, and enhance understanding and tolerance to social minority. It also helps to cause more active political participation. Based on these results, paper insists that political science be a mandatory program for college students.

합의제 민주주의는 다수제 민주주의보다 우월한가?

본 연구는 세 가지 정치제도를 중심으로 합의제 민주주의와 다수제 민주주의를 비교하고 있다. 아렌트 레이파트는 권력공유에 기반 한 보다 포괄적인 제도로 이루어진 합의제 민주주의가 보다 권력 집중적인 제도로 이루어진 다수제 민주주의보다 우월하다고 주장하였다. 그러나 그의 연구는 사례 선정과 방법론 등에 여러 문제점이 있다. 본 연구는 보다 포괄적인 권력공유 제도 연구를 위한 서설적 연구로서 100여 개 국가에 대해 제도적 변인과 비제도적 변인을 구분하여 이들 제도가 다섯 개의 거버넌스 분야에 어떤 영향을 미치는지를 비교분석하였다. 연구결과 레이파트의 합의제 민주주의 우월론은 전반적으로 검증되지만 각 제도의 영향력은 제도에 따라 또 정책 및 거버넌스 분야에 따라 다르게 나타났다. 이 결과는 권력공유와 제도효과 이론에 대한 여러 각론적 재검토를 요구하며 보다 좋은 민주주의를 위한 실천적 지식을 제공하는 데 유용한 지식을 생산하는 데 도움이 될 것이다. This analysis is a preliminary cross national study covering more than 100 countries revealing effects of three political institutions, executive, electoral, decentralizing systems on democratic governance. Unlike previous studies of the Lijphart School this paper theoretically separates formal institutional characteristics from other political environments that were entangled as types of democracies in other studies. Using borden dataset composed of AGI and DPI, this research shows how consensus-oriented institutions contribute to build better qualities of governance. The test results confirm Arend Lijphart`s argument about the superiority of consensus democracy to majoritarian democracy in general, but also illustrates that the effects of institutions are differently embodied according to the natures of policy areas as well as characteristics of institutions.
