출자방식을 통한 일본의 기술혁신 지원정책의 현황 및 시사점

출자방식의 기술혁신 지원제도는 창업 및 초기성장 단계의 기술혁신 기업에 대한 고위험 투자시장의 시장실패를 보정하기 위한 목적으로 주요 선진국에서 시행되고 있다. 이러한 방식의 기술혁신 지원제도는 크게 세제혜택형, 모펀드형, 투자조합형, 투자기관형으로 분류할 수 있는데, 일본은 투자조합형인 중소기업기반정비기구(SMRJ)와 투자기관형으로서 중소기업투자육성주식회사를 시행하고 있다. 중소기업기반정비기구의 경우, 민간 고위험 투자시장의 실패를 적극적으로 보완하기 위해 정부의 출자비중을 높이고 펀드를 장기적으로 운영하고 있는 반면 중소기업투자 육성주식회사의 경우, 정부가 직접 투자자 역할을 수행하여 정책자금 집행효과의 극대화를 추구하는 등 각기 차별화하여 추진하고 있다. 한국은 비교적 성숙한 민간 고위험 투자시장을 적극 유인하여 활용할 수 있는 환경에도 불구하고, 정부의 출자비율을 높게 하게나 정책시행기간을 짧게 하여 정책적 효과에서 차이를 보이고 있음을 확인하였다. 고위험 투자시장에 대한 정부의 출자방식 지원은 향후 지속적으로 확대될 필요가 있다고 판단되며, 투자효과 극대화를 위해 정책대상과 목표를 명확히 하고 금융환경과 시장실패 발생영역을 복합적으로 고려한 보다 전략적인 접근이 요구된다. The equity financing policy for innovation support has been using to compensate the market failure of high risk investment market related to starting business and early-growing stage firms in most advanced countries. It can be classified four kinds of groups such as Tax relief, Fund of Fund, Investment partnership, and Investment agency. Japan also framed equity financing policies for innovation support which were 「Small & Medium Enterprises and Regional Innovation, JAPAN」(SMRJ) as a investment partnership and Small and Medium Business Investment & Consultation CO., LTD.(SBIC) as a investment agency. The SMRJ has positively financed qualifying private investment partnership as a limited partnership in long term with high government financing ratio for compensating market failure in high risk investment market. But, The SBIC has been directly taking a role as a investor in high risk investment market. The results of this study follows below. First, the equity financing policy for innovation support must be expanded henceforth continuously. Second The government should clarify the object of policies and consider status of finance environment and part of market failure complexly.
수용자 집단별 혁신제품 확산 및 지속사용의도에 대한 영향

The purpose of this study is to examine factors affecting the diffusion and the intention to use, and how these factors differ among adopter categories. A survey was done to analyze the diffusion of smart-phone, the most popular and innovative product nowdays. We collected 197 survey questionnaires from smart-phone user and analyzed the data using SPSS 18.0 and Smart PLS 2.0. PLS (Partial Least Square) analysis was implemented before multiple group-innovator, early adopter, eraly majority- analysis which is categoriezed by Innovation Diffusion Model of Rogers (1995). The results show that firstly, in innovator group (n=63), the functional and the safety value have significantly positive effect on user satisfaction. In addition, we found that user satisfaction and the brand loyalty are significatly associated with the intention of use. Secondly, in early adopter group (n = 67), the design value has significantly positive effect on user satisfaction and it has significantly positive effect on brand loyalty. Finally, in early majority group (n = 67), the design value has significantly positive effect on the user satisfaction and it has stronger effect on the intention of use and brand loyalty. We conclude this paper with the implication of this study to both academia, business practice, and policy making.

Universities should play a key role in promoting research integrity by identifying and taking actions against research misconduct, and educating responsible researchers. This paper examined Korean universities" research integrity systems with respect to their procedures to handle alleged misconduct, and their policies and programs to promote responsible research conduct. The analysis of particular cases of university practices and court verdicts characterizes the limitations of current research integrity systems as follows: (1) lack of independence of university research integrity committees in investigating misconduct allegations, (2) external agencies" inability to solve conflicts related to research ethics within a university, (3) poorly established laws and guidelines regarding the time limit for investigation and degree cancellation, and (4) unclear role assignment among major actors constituting university research ethics governance.
