This study aims at developing strategies for sustainable regional development. Specifically, primary concern is given to four sectors including environment, regional economy, hosing, and land use and transportaion in suggesting sustainable developement strategies. A variety of strategies for each sector in regional planning have been suggested. However, several types of conflicts take place among strategies, sectors, people, and even generations in implemeting sustainable regional development strategies. This paper introduced Campbell`s (1996) notion of `planner`s triangle` which explains conflict structure among regional planning goals such as economic efficiency, environmental protection, and social equity in achieving sustainability. This paper concludes that sustainable development cannot be accomplished directly, rather approximately and indirectly through confronting and resolving the conflicts. It also concludes that the role of regional planners for sustainable development is crucial as negotiatiors resolving conflicts as well as creators innovating new strategies for sustainable development.

With the growth of income, residents are much more interested in the quality of life and residential amenity. In line with this situation, the housing policy programs have drawn attention in terms of the green growth strategies in Korea. The purpose of this study is to make a theoretical argument on the transformation of housing policy paradigm with respect to the green growth concept and strategies. The green growth oriented housing policy program would need to pursue a comprehensive approach regarding the regional socio-economic situation and environment. In order to achieve the housing policy paradigm shift based on the green growth strategies, the following measures should be adopted in Korea. First, the legal framework for green growth oriented housing policy should be established. Second, the incentive system for green growth on housing policy programs should be applied. Third, the green growth indicators should be developed and applied to the evaluation of housing policy programs.

The purpose of this paper is to examine conflicts between public parties in public rented housing programs. The Korean government has implemented one million rental housing program to solve low-income housing problems since 2003. A clash of interests, values, actions or directions often sparks a conflict. One should not confuse the distinction between the presence and absence of conflict with the difference between competition and co-operation. In competitive situations, the two or more parties each have mutually inconsistent goals, so that when either partty tries to reach their goal it will undermine the attempts of the other to reach theirs. The main causes of conflicts between public agencies are due to the unreality of schedule, shortage of fiancing, unclear shared responsibility. We try to examine conflict management in the case of public rental housing program through the concept of governance. We do believe that the concept of ‘governance’ should be applied to solve the problems of conflicts. A fair governance implies that mechanisms function in a way that allows the agents to respect the rights and interests of the stakeholders, in a spirit of democracy. It has also been used to describe the "proper functioning of institutions and their acceptance by the public". And it has been used to invoke the efficacy of government and the achievement of consensus by democratic means (participation).

서울특별시 도시재개발과 저소득층 주택정책

우리 나라 저소득층 주택문제는 도시 빈민주거지의 재개발과 밀접한 관련을 지니고 있다. 지난 1980년대 초반부터 정부는 도시 불량주거지역의 재개발을 통해 주거환경을 개선하고 주거서비스 수준을 제고하고자 하는 합동재개발사업을 추진해 오고 있다. 이러한 합동재개발방식은 주민 주도적이며 정부의 재정투자 없이 불량주거지를 정비한다는 점에서 합목적성을 지니고 있다. 그러나 합동재개발사업을 통해 오히려 재개발지구에 거주했던 저소득 원주민의 주거불안과 압박을 가중시키는 결과를 가져오고 있다. 재개발사업이 완료된 이후 원주민의 재정착 비율이 10% 정도이고 나머지는 대부분 외지 중산층이 점유하는 결과를 초래하였다. 합동재개발의 목적인 저소득 원주민의 주거환경개선과 주거수준향상은 거의 달성하지 못하고있다. 한편 합동재개발과정을 통해 세입자들이 폭력적으로 강제 철거당하는 등 주거권(housing rights)을 침해하는 사례가 빈번하여 새로운 사회문제로 등장하게 되었다. 이미 유엔(UN) 인권위원회와 유엔 하비타트(HABITATII)회의에서는 저소득층의 강제철거는 명백히 주거권을 침해하는 행위로 규정하고 각국 정부는 제도적 예방조치를 강구하라는 권고가 있었다. 이에 본 연구는 도시저소득층의 주거빈곤 실상을 파악하고 불량주거지 합동재개발의 문제점과 주요 이슈에 관하여 논의한다. 아울러 주거기본법 제정, 협동조합적 주택공급, 지역사회 주민참여의 확대 등 향후 주택정책 방향을 제시하고자 한다.

불량주거 실태와 정책과제

본 연구는 쪽방에 거주하는 주거 빈곤층의 주거실태파악과 이들을 위한 정책 대안모색이 목적이다. 도시지역에는 다양한 임대주택이 존재한다. 도시 빈곤층이 이용하는 새로운 주거형태가 쪽방이다. 쪽방은 좁은 방이라는 사전적 의미를 지니지만 빈민층, 특히 노숙자들이 주로 이용하는 일세 혹은 월세형 불법 무허가 숙박업소적 속성을 띄고 있다. 쪽방에 대한 정부 통계자료가 거의 전무한 상태이며, 본 연구에서는 서울시 종로구 돈의동에 소재한 쪽방지역을 현지 조사한 실태자료를 분석하였다. 열악한 주거 환경 속에 거주하는 쪽방주민을 위하여 향후 보다 체계적이고 상향적 접근이 필요하며 정부, 민간 그리고 시민단체의 적극적 참여가 요구되고 있다. 아울러 가난한 사람들의 주거권 확보와 인간다운 주생활을 위하여 정부는 주거복지정책 대상의 명확화와 더불어 해당 지역사회 주거상황을 고려하는 새로운 접근법이 필요하다. 무엇보다 중요한 것은 이들 쪽방 거주자들이 건전한 한 시민으로 살아갈 수 있도록 건강 검진을 통한 질병의 치료, 그리고 일자리 마련이 선행되어야 한다. 이들에게 스스로 근로의욕을 고취시켜 스스로 수입원을 확보할 수 있는 취업훈련 등을 통한 자활의 기회를 부여하도록 해야 한다. The paper examines the situation of Jjogbang (low-income rental accommodations) and to identifies the policy alternatives for the housing poverty group. In urban Korea, there are different kinds of rental types and rental housing that are commonly used by low-income groups. Most of the poor are tenants in the substandard settlements and illegal rented rooms, so called Jjogbang in the inner city areas. The literal meaning of Jjogbang is to divide the room or to emphasize small. Since the IMF crisis, Jjogbang has bridged the gap between the unemployed and the poor`s housing needs and supply. These kinds of accommodation are usually very poor with several people crowded into each room with very inadequate provision of basic services. Jjogbang is a new type of rental housing or accommodation for the lowest income groups and the homeless. There are no data available on Jjogbang in the census or other government statistics. This paper was based on the investigation which was concentrated on fact-finding work focusing on an sample areas (Donui-dong) representing central location. In order to get progressive realization of the right to adequate housing of the poor disadvantaged groups, we shall seek the active participation of our public, private and non-governmental partners at all levels to ensure legal security of tenure protection from discrimination and equal access to adequate housing for all person and their families. In devising future public housing and welfare programs, authorities have to clarify the ambiguity and define the target group, taking into account local housing situations and community-wide objectives relating to maintaining `bottom-up` or popular participation in housing welfare planning. On the other hand, top priority should be given to medical treatment for the Jjogbang people and creating employment opportunities for the poor. The poor`s ability to find suitable work needs to be strengthened through job training and improved job placement services.

외국인 근로자의 주거실태에 관한 연구

본 연구의 목적은 외국인 근로자의 주거실태를 파악하고 이들 근로자들의 주거권 보장 및 주거빈곤을 해결하기 위한 방안을 모색하고자 한다. 이를 위해 경기도 안산시를 대상으로 외국인 근로자의 주거실태를 파악하고, 이 조사를 통해 얻은 자료를 우리나라의 최저주거기준과 비교하여 주거실태를 분석하였다. 2005년 현재 외국인 근로자는 35만 8천명에 달하고 있다. 근로자의 상당수는 불법 체류상태이며 열악한 주거환경에서 집단적으로 생활하거나, 컨테이너ㆍ공장 등의 비주거용 건물등의 최저주거기준 이하의 주거환경 속에서 살아가고 있다. 이와 같은 외국 근로자의 주거빈곤은 유엔에서 결의한 인간의 기본적 권리인 주거권이 보장되지 못하고 있음을 나타내는 것이고 생명에 위협을 받거나 사회적 편견과 갈등을 유발하는 요인이 되고 있다. 이를 극복하기 위한 방안으로는 첫째, 외국인 고용정책에 주거에 대한 법적 보완이 필요하며. 둘째, 이와 관련하여 지방자치단체 및 NGO의 자발적 참여가 활성화 되어야 한다. 주거권과 시민권적 관점에서 외국인 근로자는 그 지역에 거주하고 있는 동등한 시민으로 바라보아야 할 것이다. 셋째, 외국인 근로자의 주거실태조사, 다양한 연구, 그리고 정책적 관심이 요구되고 있다. The purpose of this study is to examine the housing conditions of foreign workers who are working here in Korea and to present policy suggestions. For this purpose, a housing survey of foreign workers’ accommodation in Ansan city was made, and their housing condition was compared with the minimum housing standard which was set up by the government in 2004. In Korea, the population of foreign workers is 358,000 as in 2005, and they are mostly engaged in so called 3D jobs(danger, difficult, dirty). Their housing condition were filthy and mostly substandard such as container, tents, illegal temporary accommodations. The survey demonstrates 64% of respondents are illegal aliens. They are facing a serious housing shortage and lack of affordability. In terms of housing rights for foreign workers in Korea the government should make first a housing condition survey of foreign workers in order to find out housing situation. The government has to set up a policy guideline on housing for the foreign workers and the housing minimum standard should be applied to the foreign workers housing in light of humanitarian considerations. NGOs and CBOs’ activities should be expanded for the improvement of foreign workers’ housing conditions. It is also necessary to review and research on housing policies of foreign workers in advanced countries.
