통합수자원평가계획모형 K-WEAP의 적용성 Application of K-WEAP

수자원개발의 한계와 수질의 오염으로 인해 제한된 수자원을 효율적으로 이용하고 수질을 보전하기 위한 통합수자원관리가 절실히 요구되는 상황이다. 최근 이를 위해 수자원을 통합적으로 평가하여 계획의 수립을 지원할 수 있는 통합수자원평가계획모형(K-WEAP)을 개발하였다. 본 연구에서는 3가지 부문에서 K-WEAP의 적용성을 평가하였다. 첫째는 수자원장기종합계획에 적용한 K-WEAP의 물 수급 전망 과정과 분석결과를 통하여 수자원 계획의 도구로서 K-WEAP의 An integrated water resources management is highly required to use efficient water and preserve water quality due to the limits of water resources development and water pollution. 수자원 계획 수립을 위한 물 수급 전망 개선 방안 연구

In this study, we suggest various improvement measures for water balance analysis, a basic step in water resources planning. First, we confirmed the assumptions and problem of the water balance method currently being carried out in Korea and suggest five methods to solve these problems. In order to analyze the applicability and the effectiveness of the proposed improvement measures, 10 cases were constructed using two rainfall-runoff model simulation results for the Geum River basin. Water supply and demand networks were constructed reflecting five proposed improvement measures and two simulation results, and conducted a water balance analysis. The results of the analysis of each case show the degree of improvement by comparing and analyzing the observed discharge of Gongju and Seokhwa points which are representative points in the Geum River basin. The applicability of the improvement measures was confirmed through comparison and examination with the past restricted water supply area. More realistic analysis will be possible when establishing water resources planning through the proposed water balance method in this study. 본 연구에서는 수자원계획 수립을 위한 기초단계인 물수지 분석에 대해 다양한 개선 방안을 제시하고자 하였다. 먼저 국내에서 수행되고 있는 물수지 분석 방법에 대한 가정과 문제점을 확인하고 이를 해결할 수 있는 다섯 가지 개선 방안을 제시하였다. 제안된 개선 방안의 적용성 및 효과를 분석하기 위해 금강유역을 대상으로 두 가지 강우-유출 모형 모의 결과를 활용한 총 10개의 case를 구성하고 이를 반영한 물 수급 네트워크를 구축하여 물수지 분석을 수행하였다. 각 case별 분석 결과 중 금강유역의 대표지점인 공주와 석화지점의 관측유량과의 비교⋅분석을 통해 개선방안의 효과를 제시하였으며 과거 제한급수지역과의 비교⋅검토를 통해 개선방안의 적용성을 확인하였다. 본 연구에서 제안된 물수지 분석 방법을 통해 향후 수자원 계획 수립 시 보다 현실적이고 타당한 계획 수립이 가능할 것으로 기대된다.
Decision of the Water Shortage Mitigation Policy Using Multi-criteria Decision Analysis

Many regions has been facing formidable freshwater management and planning challenges. Concerns about limited water allocations, conservation of environmental and water qualities and policies for sustainable water use have been increased because rising water demand would cause water shortage in the near future. Therefore, it is necessary to look into possible alternative water resources management plans to mitigate the potential water shortage. However, it is not straightforward to predict and analyze the various situations likely to be occurred in the future. Also, finding an optimal solution among many alternatives to mitigate the water shortage is a complex task. In this study, a methodology of predicting and analyzing the water resources situations in the future using the K-WEAP (Korea Water Evaluation and Planning system) is presented and an optimal alternative is determined using the MCDA (Multi-Criteria Decision Analysis) that takes into account the economic, environmental, and social sectors. The proposed methodology is applied to the Nakdong River basin in South Korea to calculate water budget and possible water shortage. An optimal water shortage mitigation policy for the study basin is also suggested to help decision maker develop long-term water resources management strategies.
