공공성의 윤리적 토대: Hans Jonas의 책임윤리를 중심으로

공공성은 민주적 절차와 결과적 정의의 변증법적 통합을 추구하는 이념이다. 그러한 통합을 가능하게 하는 윤리적 토대는 책임윤리이다. 책임윤리는 시대의 성격에 따라 그 내용이 변할 수밖에 없다. 그리고 그에 따라 공공성 이념의 실현을 위한 방법도 달라질 수밖에 없다. 인간의 기술이 고도로 발전한 사회에서 인간에게 요구되는 책임윤리는 어떤 것인가? 한스 요나스는 이러한 질문에 가장 민감하게 반응한 학자로서 미래에 대한 책임윤리를 제안한다. 이 글에서는 요나스의 기술사회에 대한 진단과 그에 대응하기 위한 책임윤리의 정체가 무엇인지를 살펴본다. 그리고 요나스의 책임 윤리가 공공성 이념에 대해 갖는 의미를 논의하고, 이러한 논의가 정책적으로 어떠한 의미를 갖는 지를 제시한다. Publicness is the idea of dialectical integration of democratic procedures and consequential justice. The ethical basis for such integration is responsibility. Responsibility ethics can not but change according to the nature of the times. And the method for realizing the idea of the publicness is bound to change accordingly. What is the responsibility ethics required of human beings in a society where human technology is highly developed? Hans Jonas suggests a responsible ethic of the future as the most sensitive scholar to this question. In this article, I examine what Jonas' technological society is and what is the identity of responsible ethics in response to it. And I discuss the implications of Jonas' responsibility ethics for the idea of publicness, and suggest what kind of policy implications this discussion has.

공공성 논의의 핵심적인 문제는 공과 사의 조화를 어떻게 이룰 수 있는가 하는 것이다. 이 문제는 특히 자유주의 담론에서 중요하게 다루어지고 있다. 이글은 자유주의 전통에서 가장 영향력이 있는 존 스튜어트 밀의 사상에서 공과 사의 조화를 위한 노력들이 어떻게 이루어지고 있는지를 논의한다. 밀은 진보에 대한 강한 신념을 가지고 있으며, 진보의 조건이자 결과로서 공과 사의 조화를 상정한다. 이글은 밀의 사상에서 공공성 개념을 구성하는 행위 주체 측면에서 고결한 개체성의 도야, 절차적 측면에서 참된 민주주의의 실현, 내용적 측면에서 공리적 정의의 실현 등과 같은 이론적 자원들을 발굴하는 데 초점을 맞춘다. The core issue of publicness is how to achieve harmony between the public and the private. This issue is particularly important in the liberalist discourse. This article discusses how efforts are being made to achieve the public-private harmony in the thought of John Stewart Mill, one of the most influential persons in the liberalist tradition. Mill has a strong belief in progress, and he assumes harmony between the public and private as a condition and result of progress. Publicness is an idea in which the actors of the community realize the values of justice through democratic procedures. This article focuses on discovering theoretical resources for publicness in Mill’s thought, such as a noble individuality in terms of the actors, realization of true democracy in the procedural aspect, and realization of utilitarian justice in the aspect of content.

신행정학의 규범적 가치로서 사회적 형평성 ( Social Equity ) : 민주주의의 기본원리에 기초한 정치철학적 비판

이 글은 신 행정학이 핵심적인 규범적 개념으로 제시하고 있는 사회적 형평성의 개념이 갖는 정치철학적 문제점을 민주주의의 원리에서 조망하고자 한다. 그 이유는 기왕의 사회적 형평성 개념이 행정학의 핵심규범으로 수용되기 위해서는 개념의 논리적 일관성이나 정당성이 확보되어야 하기 때문이다. 따라서 이 글은 G. 프레더릭슨의 사회적 형평성 개념의 도입과 관련된 정당화과정을 검토하고 민주주의원리를 제시한 후 그 원리에 근거해서 사회적 형평성 개념의 논리적 일관성이나 정당성을 검토하고자 한다.

신행정학의 공공성

공공성은 행정학의 핵심적인 이념임에도 불구하고 이론적으로 주목을 받지 못했다. 따라서 이 글에서는 공공성에 관한 행정학적 관심이 촉발되었던 신행정학을 중심으로 그 이념의 연구 가능성을 타진하는데 목적을 두고 있다. 이를 위해 우선 공공성을 윤리학적으로 사회정의와 정치학적으로 민주주의를 동시에 충족시켜야 하는 이념으로 개념화하였다. 그리고 신행정학에서 공공성 이념이 어떠한 방식으로 다루어지고 있는지를 살펴보았다. 신행정학에서는 공공성 문제가 사회적 형평성 개념으로 표현되고 있다. 따라서 이 글에서는 신행정학이 등장하게 된 배경을 상세히 다룸으로써 공공성으로서의 사회적 형평성이 왜 관심의 중심에 자리하게 되었는지를 살펴보았다. 특히 신행정학의 전개과정에서 사회적 형평성 개념이 어떻게 발굴되고 발전되었는지를 살펴보았다. 신행정학에서 공공성을 실현하기 위해 발굴한 사회적 형평성은 정치철학자 Rawls의 정의론을 그대로 수용하고 있다. 신행정학이 수용하고 있는 Rawls의 정의론은 전기의 형이상학적 입장에 머무는 것으로서, 공공성의 윤리적 측면에 대해서는 언급하고 있으나, 정치적 측면에 대해서는 침묵하는 모습을 보이고 있다. 그러나 후기의 Rawls는 다양한 논쟁을 통해 정치적 차원을 자신의 정의론에 접목하기 위해 노력하게 된다. 이러한 노력은 사회적 형평성이 공공성을 보다 충실하게 반영할 수 있는 계기로서 유의미하다. 그럼에도 불구하고 전기 Rawls를 뛰어넘어 사회적 형평성 이념을 보다 발전적으로 개념화하려는 노력이 보이지 않고 있다. 따라서 이 글에서는 사회적 형평성 이념의 발전적 개념화를 위해 두 가지 대안을 시론적으로 제시하였다. 하나는 사회적 형평성에 대한 정치적 해석의 가능성을 모색하는 것이며, 다른 하나는 Rawls와 대결하였던 다양한 정의론들을 사회적 형평성 이론에 반영하는 것이다. Publicness is a very important concept in the theory of public administration. Despite of its importance, theoretical attention has not been paid on it sufficiently. Therefore this article is planned to heighten the possibility of studying on publicness which was facilitated by New Public Administration(NPA). I define publicness as both social justice in ethics and democracy in politics, and examine how publicness was treated in NPA. In NPA, social equity was introduced as a lens illuminating publicness. So in this article, I show how a conception of social equity was developed theoretically, by examining the background of advance of NPA in detail. Social equity of NPA is grounded on Rawls" theory of justice. It does not deal with an political aspect of publicness, but with an ethical aspect. So it is necessary to give some supplementary ideas to the conception of social equity of NPA. In this article, two supplementary ideas are suggested. First idea is to find a way to include an political aspect of publicness. Second idea is to reflect arguments of various theories of justice which criticize and compete against Rawls" theory of justice.

사회적 형평성의 개념적 심화를 위한 정의론의 비교연구

This article is to develop a concept of social equity. Since the 1970s, a little attention to the social equity has been paid. Generally academicians and practitioners in public administration think of the concept of social equity as ‘justice as fairness’ of J. Rawls. The social equity as a concept is based on the theory of justice. Theories of justice are very various. Therefore the concept of social equity should be developed by studying the various theories of justice. But academicians of public administration did not investigate the relationships between social equity and the various theories of justice except Rawls' theory. So this article is to study comparatively the theories of justice of R. Nozick, M. Walzer, and M.I. Young, who were influenced by Rawls. Entitlement theory of Nozick based on the liberalist position, theory of complex equality of Walzer based on the pluralism, and politics of difference of Young based on the multiculturalism are significant thinking points to develop the concept of social equity.

행정은 공공성 이념을 실현하기 위해 민주주의에 주목해야 한다. 정치적 의사결정의 방식으로서 민주주의는 시민들의 적극적인 참여와 토론을 통해 실질적인 의미를 실현할수 있다. 따라서 참여와 토론이 이루어지는 공공영역은 행정이론과 행정적 실천의 핵심주제라 하겠다. 그럼에도 불구하고 행정학 분야에서는 공공영역의 본질적 의미에 대한 논의를 거의 찾아볼 수 없다. 이글은 공공영역의 탐구에 학문적 역량을 집중한 한나 아렌트의 논의를 중심으로 공공영역의 본질적 의미를 살피는 데 목적을 둔다. 이를 위해 이글은 아렌트의 공공영역에 대한 연구전개과정을 소개하고, 공공영역의 정치적, 실존적 의미를 살핀다. 그리고 행정이 공공영역의 활성화를 위해 어떠한 역할을 해야 하는지를 규범적으로 논의한다. Publicness is a keyword of public administration. Public Administration generally focuses on the public sphere in terms of deliberative democracy, and especially on the technical conditions of deliberation. This article intends to examine the essential meanings of public sphere, which have not discussed in Public Administration. For this goal, this article relies on Hannah Arendt``s political thought. Firstly, public sphere is a political space which people discuss, compete, and finally reach an agreement. Public sphere as a political space is an associational space and an agonistic space. Secondly, public sphere is an existential space which human beings search for the meanings of life through action and speech. Existential meaning of public sphere is freedom. Finally, this article suggests some measures which public administration can do in order to realize essential meanings of public sphere.
