전기 수력학 인쇄공정을 이용한 실리콘 태양전지 전극용 Ni 잉크 제조 및 인쇄 공정 연구

Ni ink for electrohydrodynamic (EHD) continuous jet printing has been developed by using Ni nanoparticles mixed with conhesiveness provider. EHD continuous jet printing was used in order to realize $20{\mu}m$ pattern width. Ink stability was investigated by using Turbi-scan which monitors agglomeration and precipitation of nanoparticles in the ink for three days. The Turbi-scan results showed that the formulated Ni ink had been stable for 3 days without any indication of precipitation across the entire ink. Antireflection coating (ARC) layer in crystalline solar cell wafers was removed by laser ablation technique leading to the formation of 84 grooves where the Ni ink was printed by EHD continuous jet printing. The printability and microstructure of EHD-jet-printed Ni lines were investigated by using optical and electron microscopes. 84 Ni lines with the width less than $20{\mu}m$ were successfully printed by one-time printing without any misalignment and fill the laser-ablated ARC grooves.

전력 계통 단선고장 검출을 위한 군집화 성능 지표 기반 준 지도학습 알고리즘

본 고에서는 준 지도학습 방법론인 셀프 트레이닝 기법을 응용한 던 인덱스 기반 가중 투표 방식을 제시하였다. 모의 계통을 시뮬레이션 환경에서 설계했고, 모의 계통에서 수집된 데이터를 통해 제안된 방법의 효과를 검증하였다. This study proposed a weighted voting method based on the Dunn index, applying the self-training technique, a semi-supervised learning methodology. A simulation environment was designed for the test power grid, and the effectiveness of the proposed method was validated using data collected from the test grid.

영구자석형 동기전동기 제어기법 소개

본 고에서는 영구자석형 동기전동기의 제어 기술에 대해서 소개하였다. 또한, 속도제어기와 전류제어기를 설계하기 위해 동기전동기의 동작원리와 동역학을 소개하였다. 마지막으로, 산업현장에서 구현에 필요한 센서부와 구동부의 원리에 대해 설명하였다. In this article, control technologies are presented for permanent magnet synchronous motors. To design velocity controller and current controller, we introduce operation principle of the synchronous motors and dynamics. Finally, sensor part and drive part of the synchronous motors are explained for implementation.

경찰 손실보상에 관한 개선방안 연구

위법한 직무집행 과정 중에 일어난 손해에 대하여는 손해배상 제도로 해결되었으나 종래에는 적법한 직무집행 과정에서 일어난 손실에 대해서는 법에 규정이 없었다. 「경찰관직무집행법」 제11조의 2는 손실보상 규정을 재산상 손실로 한정하여 국민의 재산상 손실보상과 관련한 문제는 해결되었으나 비재산적인 손실에 대해서는 해결이 되지 않았다. 이러한 문제들을 해결하기 위하여 경찰청은 2019년 6월 25일부터 ‘재산상 손실 외에도 생명 또는 신체상의 손실까지 보상’하는 내용의 손실보상제도를 시행한다고 발표하였다. 본 논문에서는 경찰상 손실보상과 손해배상의 모호한 구분과 경찰권 발동과 관련하여 외관상 위험을 손실보상 범위에 포함시킬 것인지에 대한 문제, 자발적 협조자의 범위에 관한 구체적인 입법 지침, 그리고 경찰관이 불가피하게 책임이 있는 자를 대신하여 보상을 해줬을 경우 구상권을 청구할 수 있는 법적 근거와 경찰 손실과 관련하여 피용자의 과실로 인하여 발생한 손실에 대하여 감독자의 책임에 관한 개선방안을 제시하였다. Damage caused by illegal performance of duties was settled under the compensation system, but there was no provision in the law for losses caused by lawful performance of duties. Article 11-2 of the Act on the Performance of Police Duties limits the provisions of compensation for loss to property losses and solves the problem of compensation for loss on property of citizens, but has not been solved for non-financial losses. In order to solve these problems, the National Police Agency announced that it will implement a loss compensation system starting June 25, 2019, which covers not only property loss but also life or physical loss. In this paper, the issue of whether to include apparent risks in the scope of loss compensation in connection with the invocation of police rights, specific legislative guidelines on the scope of voluntary co-operators, and the legal grounds for right of indemnity on behalf of those who are inevitably responsible by police officers, as well as measures to improve the responsibility of supervisors for losses caused by negligence of the employees in connection with police losses.

한국형 자치경찰제도의 검토 및 개선방안 연구

본 연구는 우리나라에 광역단위 자치경찰제도가 도입되어 전국적으로 시행된 지 4개월이 지난 지금 법과 제도를 운영해오면서 나타나는 문제점에 대하여 고찰하는데 목적이 있다. 이에 본 연구에서는 우리나라에 도입된 자치경찰제의 개념 및 현황을 살펴보고 자치경찰제 운영의 핵심인 시·도자치경찰위원회의 구성 및 운영방식을 검토하였다. 그 결과 한국의 자치경찰제는 지역주민들의 지역치안행정에 참여할 수 있는 법적 제도가 미비하며 시·도자치경찰위원회의 구성에 대한 공정성 및 민주성을 보장하기 힘들다는 문제점이 제기된다. 이러한 점을 보안하기 위해 보다 많은 지역주민의 참여와 통제를 확대하는 방안이 필요할 것이며, 중앙집권적이었던 기존 경찰제의 분권화가 중점화 되어야 할 것이다. 이에 대한 개선안으로 경찰제도의 분권화가 이루어지기 위한 이원화 자치경찰제도 도입, 지구대를 자치경찰소속으로 개편하는 방안, 시·도 경찰위원회이 공정성 및 민주성의 확보방안 등을 제시하였다. The purpose of this study is to consider the problems that arise from the operation of laws and systems four months after the introduction of the metropolitan autonomous police system in Korea and implemented nationwide. Therefore, in this study, the concept and status of the autonomous police system introduced in Korea were examined, and the composition and operation method of the municipal and provincial police committees, which are the core of the autonomous police system operation, were reviewed. As a result, there is a problem that Korea’s autonomous police system lacks a legal system for local residents to participate in local security administration, and it is difficult to ensure fairness and democracy in the composition of the municipal and provincial police committees. In order to secure this point, it will be necessary to expand the participation and control of more local residents, and the decentralization of the existing centralized police system should be focused. In order to decentralize the police system as an improvement plan, the introduction of a dualized autonomous police system, reorganization of the district into autonomous police units, and the city and provincial police commission proposed measures to secure fairness and democracy.

「부정청탁 및 금품등 수수의 금지에 관한 법률」에 대한 문제점과 활성화 방안

공직사회뿐만 아니라 민간사회에서 꾸준히 발생하는 부정부패행위에 대하여 규제하는 법률인 「형법」, 「공직자윤리법」, 「특정범죄 가중처벌 등에 관한 법률」 등이 존재하지만, 날이 갈수록 발전해가는 부패행위들의 사각지대를 현행 법률만으로 규제하기는 어렵다. 이러한 사각지대와 현행 법률상의 미비한 점을 보완하기 위하여 제정된 법률이 「부정청탁 및 금품등 수수의 금지에 관한 법률」(이하 ‘청탁금지법’이라 한다)이다. 제정 당시 국민들의 전폭적인 지지를 받을 정도로 기대를 한 몸에 받았지만, 그 기대에 부응하지 못하고 현재까지도 많은 논점들이 나오고 있다. 본 논문에서는 법률제정 당시 해당 범위의 무분별한 확대에 대한 문제, 처벌 시 과잉금지에 대한 문제, 그리고 공직자 본인이 아닌 배우자의 행위로 인하여 생기는 연좌제금지에 대한 문제에 대하여 지적하며 이에 평등권침해가 되지 않도록 범위를 조정하고 형벌의 비례를 위한 활성화 방안 등을 제시하였다. There are 「Criminal Law」, 「Public Officials Ethics Act」, and 「Act on Aggravated Punishment for Specific Crimes」, which are laws that regulate irregularities that consistently occur not only in public officials but also in private society. It is difficult to regulate blind spots only with current laws. The law enacted to compensate for such blind spots and inadequacies in the current law is the 「the Improper Solicitation and Graft Act in Perspective」. At the time of its enactment, it was expected to receive full support from the people, but it did not live up to that expectation and there are still many issues about the law. In this paper, we point out the problem of the indiscriminate expansion of the scope by hastily enacted at the time of enactment of the law, the prohibition of excess in case of punishment, and the prohibition of the association system caused by the actions of spouses other than the public official. The scope was adjusted so that it would not be possible, and improvement measures were suggested for the proportion of punishment.

본 고에서는 비선형 매개변수를 가지는 비선형 시스템에 대한 선형 매개변수 기반 H<SUB>∞</SUB> 최적 제어기 설계를 설계하였다. 먼저 비선형 동역학은 제한된 변화 매개변수 개념을 소개하는것에 의해 선형 매개변수 변화 시스템으로 다시 모델링 되었다. Convex 보간법의 가역문제를 해결하기 위해 vertex explantion techqnique이 소개되었다. 선형 매개변수 변하 시스템 구조를 이용하여 선형 행렬 부등식 조건을 만족하는것에 의해 H∞ 최적 제어기와 H<SUB>∞</SUB> Filter를 설계 하였다. In this article, linear parameter varying (LPV) based H<SUB>∞</SUB> controller is presented for nonlinear systems with nonlinear parameter variation. Firstly, nonlinear dynamics is reformulated into LPV system by introducing a concept of bounded varying parameter. Vertex explantion techqnique is introduced to handle invertible problem of convex interpolation process. Using proposed LPV structure, H<SUB>∞</SUB> controller and H<SUB>∞</SUB> filter are developed by satisfying linear matrix inequality condtions to optimize closed-loop performance.
