금융소비자보호 강화를 위한 금융분쟁조정 제도 연구 및 개선방안 모색

본 연구는 금융분쟁조정 제도의 운영현황, 금융분쟁조정 제도의 문제점 및 개선방향에 대해 살펴보았다. 금융소비자를 효과적으로 보호하기 위해 본 연구에서 금융분쟁조정제도와 관련하여 제언하고자 하는 내용을 살펴보면 다음과 같다. 첫째, 분쟁조정기구의 조정결정이 금융회사에만 구속력을 가지는 편면적 구속력을 도입할 필요가 있다. 최소한 일정 금액 이상의 소액건에 대해서라도 조정결과에 대해 법적 혹은 실질적 구속력을 부여하는 최소한 편면적 구속력을 부여하는 것이 필요하다. 둘째, 한국소비자원, 금융감독원, 금융투자협회 등으로 중복되어 있는 금융분쟁조정 기능을 통합?일원화 할 필요가 있고 불가능하다면 상호간 긴밀한 공조 및 협조체계의 구축이 시급하다. 셋째, 금융분쟁조정기구의 독립성 강화, 금융분쟁조정의 신속성 및 투명성, 그리고 소비자에게 친화적이고 용이한 접근성이 보장되어야 한다. 넷째, 다수 금융피해자 구제를 위한 집단분쟁조정제도의 도입을 검토할 필요가 있다. 다섯째, 금융회사의 자율적 분쟁조정 독려 즉 조정전치주의를 도입하여 금융소비자피해 자율구제시스템을 적극 유도할 필요가 있다. 끝으로, 금융분쟁조정 담당 조직 확대 및 전문인력의 양성이 필요하다. This paper discussed the current financial consumer dispute resolution system, its’ limitations and related issues, and future directions for the system. This paper suggested six ideas to protect financial consumers in light of financial consumer dispute resolution system. First, Alternative Dispute Resolution (ADR) decision should be legally binding only for the financial institutions. At least, it is necessary to accept the first suggestion on the small amount of money related to financial dispute between consumers and financial institutions. Second, the entities with an authority to settle financial disputes, such as Korea Consumer Agency(KCA), Financial Supervisory Service(FSS), and Korea Financial Investment Association(KFIA), should be integrated into a single channel, and if the integration appears to be impossible, it is urgent that at least, the entities should work together. Third, an independent and consumer-friendly entity should be established, in order to guarantee rapid dispute resolution and transparency of the resolution process, and to facilitate accessibility for financial consumers. Forth, it is necessary to adopt a collective alternative dispute resolution system to protect financial consumers. Fifth, it is necessary to encourage financial institutions to employ a self-resolution system such as conciliation-prepositive principle. Finally, the institutions for financial dispute resolution institutions should be reinforced and the experts in the relevant sector should be educated.
이종 추진제를 적용한 이중추력 로켓모터 계면에서의 성능 과도 현상에 관한 연구

In this study, we developed a method to predict/analyze the performance of a dual thrust rocket motor that has 2 kinds propellant charged in axial direction. When transitioning from the booster to the suspender stage, a transient phenomenon related to performance occurred at the interface. The causes and characteristics of the transient phenomenon were investigated by comparing them with the results of the combustion test. It was confirmed that the performance transient phenomenon is sensitively generated not only by the shape design between the propellants with different properties of the propellant, but also by errors in manufacturing due to the propellant curing shrinkage.

목표수준 총 역적 27N · sec을 만족하는 추진기관 제작과 시험을 통해 설계 성능을 확인하였다. 열가소성 고체추진제가 적용되었다. Flight Type Motor의 경량화와 노즐의 추력편향을 고려한 형상설계 및 연소 시험을 통해 구조적 안정성을 확인하였다. 추진제는 BATES 시험을 통해 연소특성이 평가되었으며 제작된 Heavy Type 모타의 지상연소시험을 통해 30N · sec 성능을 확인하였다. 향후 Flight Type Motor를 적용하여 비행시험을 통해 그 성능을 확인할 계획이다. The required performance, 27N · sec, was verified through the propulsion machinery and testing. Thermoplastic solid propellant was applied. The shape design and the combustion test were done with the light weight and thrust vectoring into consideration. The characteristics of the propellant were evaluated by BATES test and the 30N․sec performance was confirmed by the ground combustion test of the manufactured heavy type motor. We plant to apply the flight type motor in the future and check its performance through flight tests.

The study for the performance characteristics of the nozzleless booster used in ramjet booster was carried out. Performances related to pressure and thrust for nozzleless booster are lower than classical motor those because of absence of convergent and divergent sections of nozzle. To solve this problem, it developed a high-performance propellant with maximum impulse density included Al as metal fuel. Using the nozzleless booster casted the propellant, ground test of it was carried out by varying the length-to-diameter ratio (L/D ratio) of the propellant. Specific impulse of nozzleless booster was limited to about 75 percents of its value compared with that of classical motor adapted nozzle in the same propellant and propellant length and will be estimated approximately 85 percents of its value compared with that of classical motor at same average pressure in terms of the curve fitting by our test results.
