There would be a long-waited launch of a Korean space launch vehicle(KSLV-I) in NARO Space Center which is located in Goheung, Jeol La Nam Do in Korea, Korea would be the nineth country in the world which could launch space launch vehicle itself. The launch of the 2nd technology satellite of 100㎏ with KSLV-I would give Korean hope and dream. In addition to the traditional space activities of U.S.A. and Russia, Japan launched the lunar satellite, Kaguya in 2007, China launched the lunar satellite, Change and succeeded in space walk and India launched the lunar satellite Chandrayaan in October, 2008. In this paper we study on the trend of domestic and international development of space launch vehicle considering all these space development activities. 대한민국 전라남도 고흥군 외나로도에 위치한 나로우주센터에서 2009년 상반기에 대한민국이 그렇게도 고대하던 위성자력발사의 쾌거가 발생하게 된다. 소형위성 발사체(KSLV-I)는 그동안 대한민국에서 과학로켓 시리즈의 개발을 통해서 축적한 기술과 노하우를 활용하여 우주발사체 개발로서 승화한 작품으로써 질량 100㎏의 과학 위성 2호를 싣고 발사하여 온 국민에게 희망과 꿈을 선사하게 될 것이다. 국제적으로는 미국 및 러시아의 우주개발 활동에 이어 일본의 가구야 달 탐사선, 중국의 창어 달 탐사선 및 우주유영 그리고 인도의 달탐사선 찬드라얀 1호의 발사 등 제2의 우주개발 경쟁이 일어나고 있다. 이러한 국내외의 상황을 고려하여 국내외의 우주발사체 개발 동향을 정리하는 것이 본 논문의 목적이다.
무력충돌시 비국가행위자의 사이버공격에 대한 국제인도법의 적용

In recent years, there has been a dramatic increase in the number of cyber attacks, both by nations and non-state actors. However currently, there are no provisions in the international laws of war that explicitly out law or even regulate cyber warfare. Furthermore, given the rise of the non-state actors importance and influence in the international community, it is quite troubling that these international laws of war only apply to state actors. As cyber attacks increase, Non-state actors like civilian hackers and hacktivists will play a larger role in combat. Their presence on the battlefield poses unique challenges to applying the Law of Armed Conflicts(LOAC). The LOAC has a preference for civilian and prisoner of war statuses. Along with specific statuses come protection from targeting and immunity from criminal prosecution. These two factors together, the LOAC’s preferences and the dual dimensions in which cyber attacks occur, allow non-state actors to enjoy the best of both status worlds. As civilians that enjoy protection from direct attack, they may fight without forfeiting their status due to the difficulty of proving direct participation in hostilities. If captured, non-state actors may claim prisoner of war status and enjoy immunity from prosecution despite being unlawful combatants. The LOAC must prevent hackers and hacktivists from occupying the gray area of unlawful combatants by making the law more black and white. States should be given a choice: either directly incorporate them into armed forces or apply to those individuals a broader interpretation of direct participation in hostilities, effectively eliminating the presumption of prisoner of war status. This new approach is necessary to ensure that non-state actors face the same risks as other unlawful combatants.

Cyberspace will become a main front in both irregular and traditional conflicts. Enemies in cyberspace will include both states and non-state actors and will range from the unsophisticated amateur to highly trained professional hackers. Through cyberspace, enemies will target industry, academia, government, as well as the military in the air, land, maritime, and space domains. One of most prominent features of the global Issue is the significant surge in numbers and importance of non-state actors. The rise of these non-state actors and their growing involvement in world politics challenges the assumptions of traditional approaches to international relations which assume that states are the only important unites of the international system. Traditionally, the principal actors of war and conflict on the would stage were nation-states. Nation-states, or states, have a legally recognized status among the international community, Non-state actors, on the other hand, lack such legal status. Nevertheless, since World War Ⅱ, the world has experienced a significant increase in non-state actors becoming actors in world politics and war. Today, the cyber warfare from non-state actors currently dominates the cyber battlefield. With an increasing number of cyber attacks originating from sophisticated cyber criminals, hackivists, and State-sponsored patriotic hackers, a new era of cyber warfare is emerging. This article argues that existing international laws of war are inadequate and need to be adjusted and clearly defined to include cyber attacks involving state and non-state actors.
반응표면법을 이용한 커버 플라스틱 적층 구조의 내 충격 특성 평가

This study aims to perform the finite element analysis for the laminated structure including cover-plastic materials and evaluate variations in impact resistance properties using the response surface methodology. Recently launched smart devices use the tempered glass as a cover, which has drawbacks such as high prices, manufacturing problems and heavy weight. Cover-plastic materials with high hardness were developed to overcome those and to carry out impact test and process design improvements are needed in order to evaluate impact resistance of the prototype when designing it using that materials. Finite element analysis with impact load was performed for the primary design variables and they were evaluated in view of the cost and the effectiveness. Also aspects of the impact resistance were analyzed by constructing the response surface model.

한국항공우주연구원이 개발하고 있는 통신해양기상위성은 2009년 6월경에 발사될 예정이다. 지구 자전 속도와 같은 속도로 돌기 때문에 24시간 기상 및 해양관측과 통신서비스가 가능한 국내에서 개발되는 최초의 정지궤도위성이다. 2008년 11월에 프랑스에서 해양탑재체가 들어옴으로써 세 가지 탑재체를 장착할 수 있게 되였고 그 후에는 우주환경시험 등을 거쳐서 프랑스령 기아나 우주센터에서 발사될 전망이다. 본 논문에서는 통신해양기상위성이 세계적으로도 첫 번째 정지궤도 복합위성이 되기 때문에 국내 및 세계적으로 정지궤도 복합위성과 관련된 개발 동향을 살펴보고자 한다. Korea Aerospace Research Institute(KARI) is developing COMS (Communication, Ocean and Meteorological Satellite) which is scheduled to take off in June, 2009. COMS is the first geosynchronous satellite developed in Korea which is able to perform three missions 24 hours a day. The oceanic payload was transferred from France to Korea in November, 2008 and made it possible to integrate all three payload together. After the integration COMS is planned to be transferred to Guiana Space Center (on French territory) to be launched, In this paper the trend of domestic and international development of the multi-purpose geosynchronous satellite considering the COMS is the first operational geosynchronous multi-purpose satellite in the world.
고경도 플라스틱 커버 패널에 대한 볼 낙하 충격 해석 및 내충격 특성 분석

A cover material of the smart devices requires high impact resistances enough to protect its core modules. A tempered glass was preferred as a cover material until nowadays. Recently, various researches are done for develop high-hardness plastic as a cover material considering cost reduction, manufacturability and selfweight. In this research, the impact resistance properties of the high-hardness cover plastic are evaluated by means of the finite element analysis and the ball-drop tests. Finite element models of the ball-drop test are constructed and simulated by ABAQUS/CAE. In addition, the influences of the cover thickness and property modification on the impact resistance property were analyzed.

In this paper, thermal analysis was performed to effectively manage the heat generated in a highpower module using SiC rather than the existing Si power module. The difference in the maximum temperature of the power module was analyzed using the other two substrates and the bonding materials. The substrates used were an existing Al2O3 DBC and an AlN DBC with high thermal conductivity. Then, PbSn Preform, which is used as a bonding material for existing power modules, and a heat dissipation efficient Ag/Cu Sintering Paste bonding material for thermal analysis and the results were compared.
