The major causes of environmental and social conflicts were analyzed through the samples of the construction and the management for tidal power plant abroad and inland. Based on the results, the eco-friendly and socially acceptable policy instruments for decreasing the scope and intensity of the conflicts were explored. Regarding environment issues, it was found that the tidal power project resulted in decreasing in tidal range and area of intertidal zone and in damaging to tidal flat and wetland conservation area. Also there are the characteristic change of tidal current and biological effect, etc. The major environmental and social conflicts were resulted from the distrust of environmental results to environmental impact assessment and prior environmental review and the distrust of project feasibility study, and insufficient activities of public participation. In this study, introduction to joint fact-finding(JFF) was reviewed as the measure of minimizing environmental and social conflicts.
태양광 및 풍력단지의 개발에 따른 환경적,사회적 문제 분석 및 대응방안

태양광 및 풍력단지 건설·운영 사례에서 나타나는 환경·사회적 갈등들을 통하여 그 원인을 분석하고, 국내외의 긍정적인 건설·운영 및 갈등 조정 사례들을 분석하여 갈등의 최소화 방안 및 제도적 보완책을 모색하였다. 국내 태양광 및 풍력단지의 건설·운영 사례에서 나타나는 갈등은 지역 환경 훼손, 발전 시설에 따른 직접적인 피해, 발전사업에 따른 지역 이익의 부재, 환경규제 및 관리상의 문제가 주된 원인이며, 이의 해결을 위한 방안으로 발전 사업지침 개선 및 강화, 주민 수용성 확보, 사업설명회 규정 강화, 이해당사자의 참여 확대 방안 및 대안 입지와 해상풍력의 조속한 시행을 제시하였다. 이들 방법을 통해 신재생에너지기본계획 중 태양광 및 풍력에너지의 목표, 환경의 보호및 보전 그리고 주민수용성 향상을 달성할 수 있다. Through case studies of photovoltaic complex and wind farm construction and management, the causes of environmental and social conflicts were analyzed. Policies and measures to minimize conflicts and complement the institution were identified by analyzing successful construction and management case studies from both domestic and abroad. The causes of problems were haphazard damages to the regional environment, direct damages from power production facilities, lack of regional benefits from power production businesses, and loose environmental restrictions and management. The countermeasures to mitigate the problems at hand are to improve and strengthen the guidelines for power production businesses, secure residents` acceptability, strengthen regulations for business explanation, increase stakeholder`s participation, find alternative sites, and ensure the speedy implementation of on-shore wind farms. Through these countermeasures, specific goals included in the New Renewable Energy Master Plan, such as target goals for photovoltaic and wind energy, preservation and protection of environment, and improvement of residents` acceptability, can be achieved.

The construction of photovoltaic complex in mountainous area is quickly increasing recently so that the environment assessment in constructing photovoltain complex in mountainous area was performed by cpmparison of CO2. reduction and forest damage. The case studies for environmental value assessment, which construct photovoltaic complex in mountainous area, show that the losses of around 5.1billion won arise during 15 years. The government`s official target for spreading photovoltaic energy until year 2030 can be satisfied when considering other alternative sites, improvement of technology and the alternative sites of an idle space of a building or a disused site, etc, except an undeveloped mountainous area. The construction of photovoltaic complex in mountainous area can cause the great damage to the environment, especially undeveloped mountainous area such as Baekdudaegan, and this defeat its own purpose of using photovoltaic energy. Therefore, the spread of photovoltaic complex through the additional damage of forest should be sublated.
