대중교통 카드(RF Card) 자료를 활용한 수도권 도시철도 운영기관 간 수입금 정산 방법론에 대한 연구

Users of metropolitan railroad is increased continuously because of its various advantage such as comfortableness, convenience and punctuality. Thus, several local government including Seoul considered new installation or extension of railroads and four railroad operators maintain seventeen lines at present. After public transportation reforms in 2004 and integrated discount fare system in 2007, public transportation become more convenient in many aspects. However, these trials gives much more complex allocating problems of revenues among public transportation operators. In this paper, we deal with revenue allocating problems among public transportation operators after integrated discount fare system in 2007. Specifically, this study focuses on allocating revenues to metropolitan railroad operators by using RF card data. This research roughly proposes the methodology of O/D extraction from RF card data, generalized cost estimation and allocating revenue algorithm. We use RF card data in order to draw out exact individual O/D data and try to compare our results with those of Korea Smart Card Company. In generalized cost estimation, survey study about transfer factors is conducted for accurate estimation of generalized cost function. Lastly, new allocating revenue algorithm using k-path and non-dominated path concept is suggested. It is expected that case study is also performed with real revenues and O/D data in order to check up the application. Preposed methodology in this research can contribute to solve present and future revenue allocating issues according to the introduction of LRT and private railroad. 도시철도가 가지고 있는 쾌적성, 편리성 그리고 정시성의 장점은 도시철도의 등장 이후 그 이용률을 어느 수준까지 꾸준히 증가시켜왔다. 이에 따라 지자체를 비롯한 수도권은 지하철의 새로운 도입을 포함한 도시철도의 연장을 점차 증가시켜왔으며, 현재 수도권의 경우 2010년 현재 총 5개의 운영 기관이 총 14개 노선을 운영 중에 있다. 이러한 도시철도의 장점은 2004년 서울시 통합 대중교통개편과 2007년 수도권 통합 환승할인요금제 시행 이후 편리성과 연계성 측면에서 더욱 더 부각되고 있다. 하지만 이러한 대중교통 통합요금제의 시행은 그 동안 도시철도 운영기관 간의 수입금 정산 문제를 버스와 도시철도 문제로까지 확대시켜 좀 더 정확하고 복잡한 정산 방식의 필요성을 불러일으켰다. 이에 본 연구에서는 수도권 통합 환승할인요금제 시행 이후 대중교통 운영기관 간 수입금 정산 문제를 다루었다. 구체적으로는 대중교통체계 개편 이후 본격적으로 도입된 대중교통 카드(RF Card) 자료로부터 수도권 도시철도 이용자료(O/D) 구축을 시작으로 일반화 비용 추정, 수입금 정산 알고리즘 제안, 끝으로 이를 반영한 사례 연구 순으로 연구를 진행하였다. 여기서 본 연구에서의 O/D 추출과정의 정확성 검증을 위해 일정기간 동안의 (주)한국스마트카드사에서 철도 운영기관에 지급한 수입금과 본 연구에서 도출된 철도부문의 O/D(수입금)를 비교ㆍ분석하였다. 또한 일반화 비용 추정을 위해 설문조사와 환승역 실태 조사를 시행하였고, 본 연구에서 구축한 유사 경로 검증을 위해 실제 도시철도 이용자의 통행경로를 조사하였다. 본 연구에서 제시한 방법론을 통해 현재 수도권 도시철도 운영기관 간 수입금 정산 문제뿐만이 아니라 향후 도입될 경전철 및 민자 철도의 수입금 정산 문제도 해결될 것으로 기대된다.

도시 교통체계의 지속가능성 평가를 위한 도시 접근성 지표

Accessibility is the generalized definition on how ease of access. Accessibility is used to appraise transportation project such as capturing the quality of the existing state of the transportation system at diverse spatial levels, It also reflects on the effect of improvements to the existing travel modes and the intoduction of new modes. The overall goal of this study is to propose a measure of urban accessibility in Seoul which can analyze various behavior of travelers in the city and to present applications. In this study, we apply measures of accessibility which are developed by CTR(The Center for Transportation Research, the University of Texas at Austin) to construct the urban accessibility index applicable for explaining trip behavior in Seoul. We evaluate sustainability of urban transport system in Seoul in 2002 by using the MAG(Modal Accessibility Gap) index which is developed to measure the accessibility gap between the more energy-efficient mode and less energy-efficient mode of transport. By analyzing the change of MAG index between 2002 and 2004 based on network data, we show how the public transportation system reform affect the sustainability in transport system. 접근성은 접근의 쉬운 정도를 개념화 한 것으로 접근성을 지표화하여 현재 교통시스템의 상태를 수치화, 현재 교통수단의 서비스 개선효과 및 새로운 교통수단의 도입 효과 측정과 같은 교통사업 평가에 중요하게 사용되고 있다. 본 연구의 목적은 다양한 도시 내 통행 행태의 분석이 가능한 서울시 도시 접근성 지표의 제안 및 활용방안 소개를 주 내용으로 하고 있다. 이를 위해 미국 Texas-Austin 대학교 교통연구센터(CTR)에서 제시한 접근성 지표를 바탕으로 서울시의 통행행태를 고려한 서울시 도시 접근성 지표를 구성하였다. 또한 본 연구에서 구성한 서울시 도시 접근성 지표를 에너지 효율적인 수단과 에너지 비효율적인 수단간의 접근성 차이를 반영하여 지속가능성 여부를 평가할 수 있는 MAG(Modal Accessibility Gap) 지표에 적용하여 2002년 서울시 교통시스템의 지속가능성을 평가해 보았다. 이와 함께 서울시 대중교통체개개편 사업이 서울시 교통시스템의 지속가능성에 어떠한 영향을 주었는지 네트워크 데이터를 이용하여 2002년도와 2004년도의 서울시 MAG 지표의 변화를 분석하였다. 서울시 도시 접근성 지표분석에 이용한 데이터는 2002년 가구통행실태조사에서 30%를 추출한 표본 자료이다.
